The donation of miles to Albanian state in favor of Greece is designed in Corfu.

The Secret negotiations were conducted between the Commander of Albanian Fleet Marine Kristaq Gerveni and his Greek counterpart, George Karamanliki, was held ion the island of Corfu where Gerveni lasted three days, respectively, in 26 dates, 27 and 28 November 2008.

According to Albanian press the issue of donation of about 225 km2 surface water in favor of Athens official was closed during the day of the Independence of Albania. Meanwhile, "Gazeta Shqiptare" has been able to secure exclusive photos from this meeting, where both the high military authorities appear to be happy about the results of the bilateral agreement reached.

An interesting detail that during his visit in Corfu is the fact that Gerveni and Karamanliki, have met with the mayor in Corfu and the island's Greek Orthodox bishop. The fact that the definition of the new border line between two states is located in Greece.

The new border line separating the territorial waters of two states, which consists of 150 points, results under the expert surveyor that has tended to join in the direction of Karaburun Penisule, so at the expense of Albania, with approximately 11 km. "Triangular" side of the presentation starts from the Greek point of 120 borderline.

According to Albanian press, the only investigation against the agreement between Greece and Albania, is the Italian interest water between Adriatic and Jonian Seas. MP of Albanian known as his historic references Pellumb Xhufi (former Ambassador of Albanian in Italy) said that: "The Greek Albanian water Agreement could implicate also Italy, based the Firence Protocol of 1913 between Italy and Greece water agreement.

ALBANIA IN EU

Υπέβαλε επίσημα αίτηση ένταξης της Αλβανίας στην ΕΕ ο πρωθυπουργός της γειτονικής χώρας, Σαλί Μπερίσα, προχθές, λιγότερο από έναν μήνα αφότου η Αλβανία έγινε και τυπικά μέλος του ΝΑΤΟ, στις αρχές Απριλίου. Δεν υπάρχει αμφιβολία ότι τα κίνητρα υποβολής της αίτησης έναρξης ενταξιακών διαπραγματεύσεων με την ΕΕ είναι καθαρά προεκλογικά: στην Αλβανία θα γίνουν βουλευτικές εκλογές στις 28 Ιουνίου και ο Μπερίσα ήθελε να μείνει αυτός στην ιστορία ως ο «αρχιτέκτονας της ευρωπαϊκής πορείας» της χώρας του.

Υφίσταται μεγάλος κίνδυνος να μην είναι αυτός ο πρωθυπουργός της Αλβανίας μετά τις εκλογές, καθώς ο σοσιαλιστής -τρόπος του λέγειν- αντίπαλός του, ο δήμαρχος των Τιράνων, Εντι Ράμα, έχει την υποστήριξη των Αμερικανών. Εύνοια που ίσως αποδειχθεί σημαντική στην πιο φιλοαμερικανική χώρα της Ευρώπης.

Κατά τα άλλα, επί της ουσίας θα περάσουν πολλά χρόνια πριν η Αλβανία καταστεί μέλος της ΕΕ, με βάση τα χάλια που έχει σήμερα και τα υποτιθέμενα ενταξιακά κριτήρια της ΕΕ. Αυτό όμως είναι θεωρητικό, γιατί τα κριτήρια αυτά χρησιμοποιούνται όπως να ναι, αναλόγως με την υφιστάμενη πολιτική βούληση του Βερολίνου, όπως απέδειξε περίτρανα και η παταγωδώς αποτυχημένη διεύρυνση στις χώρες της Κεντρικής και Ανατολικής Ευρώπης. Η ένταξή τους αποφασίστηκε με καθαρά πολιτικά κριτήρια, ενώ από τεχνοκρατική σκοπιά απολύτως καμία δεν ήταν έτοιμη για ένταξη!Κάτι ανάλογο μπορεί ανά πάσα στιγμή να γίνει και αναφορικά με την ένταξη της Αλβανίας και των κομματιών της πρώην Γιουγκοσλαβίας.

Η Κροατία θα ενταχθεί σύντομα οπωσδήποτε γιατί το θέλουν οι Γερμανοί, παρά το μπλοκάρισμα στις ενταξιακές διαπραγματεύσεις που έχει προκαλέσει προσωρινά η Σλοβενία με ορισμένες διεκδικήσεις της στα θαλάσσια σύνορα των δύο χωρών που αντίκεινται στο διεθνές δίκαιο.Η ΠΓΔΜ, το Μαυροβούνιο και η Αλβανία έχουν ήδη υποβάλει αιτήσεις ένταξης, ενώ το ζήτημα της ένταξης της Σερβίας (την οποία εκβιάζει η ΕΕ), της Βοσνίας και του Κοσόβου είναι σαφώς πιο περίπλοκο.Παρά το σημερινό κλίμα στην Ευρώπη, που είναι εναντίον κάθε διεύρυνσης, το μηδαμινό πληθυσμιακό μέγεθος και η οικονομική ασημαντότητα σχεδόν όλων των προαναφερθεισών χωρών καθιστούν πολύ εύκολη την ένταξή τους στην ΕΕ, αν ληφθεί σχετική πολιτική απόφαση.

Χαρακτηριστικό της δυνατότητας αυτής ήταν π.χ. χθεσινό κύριο άρθρο των «Φαϊνάνσιαλ Τάιμς» του Λονδίνου με τον εντυπωσιακό τίτλο «Καλωσόρισες, Αλβανία» και υπότιτλο «Η ΕΕ πρέπει να ολοκληρώσει τον εναγκαλισμό των Βαλκανίων».Η άποψη της σοβαρής εφημερίδας είναι κατηγορηματική: «Οι Βρυξέλλες πρέπει να συνεχίσουν την κίνηση της διεύρυνσης, σε μια εποχή που αυτή αντιμετωπίζει σοβαρά εμπόδια... Η ΕΕ πρέπει να προκαλέσει περισσότερη δημόσια υποστήριξη για τη βαλκανική διεύρυνση.

Πρέπει να την πουλήσει ως ένα ταπεινό συμμάζεμα της διεύρυνσης του 2004-2007, καθώς θα εντάξει χώρες που ήδη περιβάλλονται από μέλη της ΕΕ», υποστηρίζει.Η Ελλάδα δεν έχει κανέναν λόγο να ταχθεί από θέση αρχής εναντίον της αλβανικής ένταξης. Εχει πάμπολλους λόγους, όμως, να επιδιώξει να ρυθμίσει όλα τα σοβαρά θέματα που αφορούν τα δικαιώματα της ελληνικής μειονότητας στην Αλβανία, τις πάσης φύσεως αλβανικές διεκδικήσεις έναντι της Ελλάδας και όλα τα προβλήματα στις σχέσεις των δύο χωρών, πριν και όχι μετά την αλβανική ένταξη.Δεν πρέπει επ ουδενί να επαναληφθεί το μοιραίο σφάλμα που έγινε με την Τουρκία, όπου Ελλάδα και Κύπρος δεν έβαλαν κανέναν όρο επίλυσης οποιουδήποτε προβλήματος πριν από την έναρξη των ενταξιακών διαπραγματεύσεων ΕΕ - Αγκυρας, με αποτέλεσμα οι Τούρκοι να εμφανίζονται σήμερα θρασύτατοι και αλαζόνες, αρνούμενοι την εκπλήρωση οιασδήποτε υποχρέωσής τους απέναντι στην Κυπριακή Δημοκρατία.Δεν είμαστε καθόλου σίγουροι ότι η Αθήνα θα δράσει έτσι.

Η κυβέρνηση Καραμανλή δεν έκανε απολύτως τίποτα από αυτά, με την ευκαιρία ένταξης της Αλβανίας στο ΝΑΤΟ.Δημιούργησε έτσι ένα κακό προηγούμενο που δεν ξέρουμε αν έχει την πρόθεση να το συνεχίσει και στο θέμα της ένταξης της Αλβανίας στην ΕΕ, χαράζοντας στραβό δρόμο και για την επόμενη κυβέρνηση, που πιθανότατα θα είναι του ΠΑΣΟΚ.

ΓΙΑ ΤΟΝ ΠΡΩΘΥΠΟΥΡΓΟ
Ολα είναι εντάξει με τη μειονότητα;Σοβαρές απορίες προκάλεσε η στάση του Κ. Καραμανλή κατά την επίσκεψή του τη Δευτέρα στα Τίρανα. Γιατί δεν αναφέρθηκε στην τριετή καθαίρεση από το αξίωμά του και στην εξάμηνη φυλάκιση που επέβαλε αλβανικό δικαστήριο στον ομογενή δήμαρχο Χειμάρρας, Βασίλη Μπονάνο, με τη γελοία αιτιολογία ότι κατέβασε πινακίδες οδών που τοποθέτησε ιδιωτική εταιρεία στα όρια του δήμου του, επειδή δεν ανέγραφαν τις ονομασίες και στα ελληνικά;

Θεωρεί ο Ελληνας πρωθυπουργός ασήμαντη την καθαίρεση και τη φυλάκιση του δημάρχου και σύμφωνη με το «κοινοτικό κεκτημένο» την απόφαση των Αλβανών δικαστών; Αντιλαμβανόμαστε ότι ο Κ. Καραμανλής θέλει να υποστηρίξει προεκλογικά τον ομοϊδεάτη του, Σαλί Μπερίσα, καίτοι λυσσωδώς ανθέλληνα, αλλά κάπου πρέπει να μπαίνει και ένα όριο...

The European Union emerged from the Yugoslav wars of the 1990s as a force that seemed capable of guaranteeing stability and peace in a part of the European continent perceived as a fracture-zone, an area of Europe known for its clashes.

Since 1991, Albania has radically changed, undergoing a complex transition period and a controversial process of institution-building. In contrast with countries like Serbia, Montenegro or Croatia, in Albania the power structures inherited from the Communist period were destroyed or swept away during the 1990s, especially during the explosion of violent conflict in 1997.

These old and disintegrated structures were replaced during a long period of transition characterized by lawlessness, with a growing gap between the southern part of the country and the northern, and what the historian Ian Jeffries describes as a kind of “gangster land anarchy.”

Albania Officially Files its EU Candidacy Bid

PM Berisha holding the EU candidacy applicationAlbanian Prime Minister Sali Berisha officially submitted the country’s application for EU candidacy status during a visit in Prague to the rotating Czech presidency of the European Union. The submission of the request to further ties with the EU was made in a ceremony held together with Czech Premier Mirel Topolanek, and EU’s Enlargement Director Michael Leigh. Speaking at the ceremony, Berisha thanked the Czech presidency for inviting Albania to file its EU candidacy bid, while promising that his government would take seriously the obligation connected with such status.

“I want to assure you Mr. Topolanek and Mr. Leigh that Albania considers this process as a great obligation [for standards] and progress will be based on the achievements that our country will make,” Berisha said to reporters in a joint press conference. Despite Berisha’s assurances, Topolanek said that the small Balkan country would need to do more in terms of reforms in order to progress in the EU ascension process. "There is a long road ahead of Albania and I hope it will be crowned with success," Topolanek told the news conference.

In the last EU progress report for Albania, the European Commission, acknowledged that the country had continued to make progress in the areas of democracy and the rule of law. “Despite some progress, the fight against corruption and organized crime remains a major challenge”, the report says. It also reports that an overall anti-corruption strategy has not yet been kicked off, and emphasizes that corruption “remains a widespread and serious problem”.

The report adds: “Fighting corruption in the judiciary system remains a key issue”, and it urges a thorough investigation of the Gerdec explosion case. “Much work is needed on all aspects of the issue, including judicial accountability and transparency of political party founding,” the paper notes.The report also notices that only limited progress has been achieved in preventing money laundering, as well as the fight against drug trafficking, which "remains a serious concern”. Albania is lacking an adequate court infrastructure, the report says, stressing a “comprehensive reform strategy for the judiciary system is still missing”.According to the paper, Albania needs to make greater efforts to establish an independent, efficient, and merit-based civil service.

Albania has made progress in aligning its legislation, policies, and capacities with European standards and in implementing interim agreement commitments. However, in the field of justice, freedom, and security, the country has progressed “unevenly”; therefore, the Commission considers a need for overall improvement.

The Commission, which is the bloc's executive arm, however welcomed Albania’s application on Tuesday through a statement released by the Enlargement Director, Michael Leigh. "Albania has continued to make progress on key political reforms and on its preparations for European integration," Michel Leigh, said in a statement. Albania joins Turkey, Croatia, Macedonia and Montenegro in the group of countries that have applied for EU membership.

Meeting of PM Karamanlis with Ntoule and Bolano

According to reports, a meeting was held by Prime Minister Karamanlis and Foreign Minister Ms. Dora Bakoyannis with representatives of Voreioipeiroton, Mr Evangelos Ntoule President of HURP and Vasil Bolano chairman of "OMONIA".

Representatives of the National Minority raised Greek account of the Prime Minister all matters relating to the Hellenism of Northern Epirus, including the recent unjust decisions of Albanian courts.

For his part Mr Karamanlis said the strong support given to the fight on all fronts for and soon agreed to a meeting of presidents of HURP and "OMONIA" with the Foreign Minister in Athens in order to develop more detailed issues concerning Hellenism in Northern Epirus.

BERISHA - KARAMANLIS, AN AGREEMENT FOR TOW CITIZENSHIP OF NORTHERN EPIRIOTES

According to information, the agreement supports both Democratic Party of Sali Berisha and New Democracy of Kostas Karamanlis for respective politic elections in Albania and Greece. Before the official meeting, Berisha and Karamanlis made a secret conversation together.

The politic elections on Albania are to be held on June 29. According to estimates the Albanian opposite headed by Edi Rama leader of Socialist Party, is classified as favorite to win the elections.

Anyway, Karamanlis and Berisha can support each other by alternately northern epiriotes electorate. Thus expected that in the coming days, the government of Karamanlis is waiting to take an initiative to be equipped with Greek citizen the northern epiriotes to vote in elections wich can be hold in Greece. According to data, about 380 thousand northern epiriotes benefit from Greek citizenship, an issue which is known as the "de jure" three years ago by another decision of Karamanlis government in October 2006.

Finally, the two prime ministers will be able to benefit to support which another although PASOK has rejected an opportunity for citizenship of northern epiriotes.

Αναδίπλωση του Μπερίσα εν όψει της επίσκεψης Καραμανλή, αλλά και των εκλογών του Ιουνίου στη χώρα του Σε προσωρινή αναδίπλωση υποχρεώθηκε η αλβανική κυβέρνηση για την υπόθεση της καταδίκης του δημάρχου της Χειμάρρας και προέδρου της «Ομόνοιας» Βασίλη Μπολάνου, στις αρχές της εβδομάδας, από δικαστήριο του ΑυλώναΤο δικαστήριο του επέβαλε ποινή φυλάκισης έξι μηνών, χρηματικό πρόστιμο περίπου 4.000 ευρώ και τρία χρόνια παύση από τα καθήκοντά του δημάρχου, με την κατηγορία της κατάχρησης εξουσίας επειδή κατέβασε κάποιες πινακίδες που τοποθετήθηκαν παράνομα στα όρια του δήμου, διεκδικώντας παράλληλα να αναγράφονται, εκτός από τα Αλβανικά και τα Αγγλικά, και στα Ελληνικά.

Ο πρωθυπουργός της χώρας Σαλί Μπερίσα, εν όψει και της σημερινής και αυριανής επίσκεψης στην Αλβανία του Ελληνα πρωθυπουργού Κώστα Καραμανλή αλλά και λόγω εκλογικών σκοπιμοτήτων, αφού η χώρα βρίσκεται ουσιαστικά σε προεκλογική περίοδο για τις βουλευτικές εκλογές της 28ης Ιουνίου, αντέδρασε δημόσια, αποδοκιμάζοντας την απόφαση του δικαστηρίου, υπονοώντας ότι πίσω από αυτήν υπάρχει πολιτική σκοπιμότητα και κάνοντας λόγο για παλιές μεθόδους.«Η ερμηνεία και εφαρμογή των νόμων, η οποία μπορεί να περιλαμβάνει πολιτικές και αναχρονιστικές χροιές δεν ευνοούν τον σκοπό του νόμου», δήλωσε.

Να σημειωθεί ότι η ΟΜΟΝΟΙΑ υποστηρίζει το Κόμμα της Ενωσης Ανθρωπίνων Δικαιωμάτων το οποίο συμμετέχει στην κυβέρνηση του Σ. Μπερίσα.Ο ίδιος ο Βασίλης Μπολάνος μιλώντας στο «Εθνος της Κυριακής» επέρριψε ευθύνες για την καταδίκη του σε εθνικιστικούς κύκλους στον χώρο της δικαιοσύνης αλλά και σε κάποιους άλλους ακραίους πολιτικούς κύκλους και ιδιοκτήτες ΜΜΕ που τον έχουν στοχοποιήσει, καθώς και οικονομικά συμφέροντα, τονίζοντας ότι είναι η πρώτη φορά στη σύντομη ιστορία της δημοκρατικής Αλβανίας που καταδικάζεται ένας εν ενεργεία δήμαρχος.Ιδιαίτερα για τους κύκλους αυτούς ανέφερε πως επιχειρούν να βάλουν χέρι σε εκτάσεις φιλέτα της Χειμάρρας που είναι μία από τις πιο τουριστικές περιοχές της Αλβανίας, αλλά βρίσκουν απέναντί τους τον ίδιο και το δημοτικό συμβούλιο της Χειμάρρας.

ΣτόχοςΝα σημειωθεί ότι ο Β. Μπολάνος που είναι δήμαρχος της Χειμάρρας από το 2003 και διανύει από τον Φεβρουάριο του 2007 τη δεύτερη θητεία του, έχει γίνει επανειλημμένα στόχος διαφόρων πολιτικών κύκλων της Αλβανίας για τις θέσεις που εκφράζει, ζητώντας να αναγνωριστεί και επίσημα η περιοχή της Χειμάρρας που κατοικούνταν πάντα από ελληνικής καταγωγής, γλώσσας και συνείδησης πληθυσμό, ως περιοχή της ελληνικής μειονότητας.Πολλά αλβανικά ΜΜΕ με τη συγχορδία κάποιων πολιτικών κύκλων με κάθε δυνατή ευκαιρία εξαπολύουν επιθέσεις κατά του Β. Μπολάνου και των Ελλήνων της Χειμάρρας κατηγορώντας τους για αντιαλβανική και αντισυνταγματική συμπεριφορά.Η ευκαιρία ώστε να συρθεί στα δικαστήρια ο δήμαρχος της Χειμάρρας δόθηκε με αφορμή τις πινακίδες που τοποθετήθηκαν παράνομα στα όρια του δήμου.

Ενώ η ευθύνη αυτή ανήκει σύμφωνα με τον νόμο στην τοπική αυτοδιοίκηση, μεθοδεύτηκε ώστε την τοποθέτηση με άνωθεν εντολή και ανάθεση να πραγματοποιήσει μια ιδιωτική εταιρεία, προκειμένου να ξεπεραστεί ο δήμος.Ομως ο δήμαρχος Β. Μπολάνος και το δημοτικό συμβούλιο πήραν απόφαση να τις κατεβάσουν γιατί, όπως μας είπε ο δήμαρχος, έχουν πολλά ορθογραφικά λάθη, η τοποθέτησή τους έγινε παράνομα από ιδιωτική εταιρεία, χωρίς τη συναίνεση του δήμου και επιπλέον είναι μόνο στα Αλβανικά και στα Αγγλικά και όχι και στα Ελληνικά, όπως διεκδικεί το δημοτικό συμβούλιο.

Μετά την καταδίκη από το δικαστήριο του Αυλώνα ο κ. Μπολάνος περιμένει να καθαρογραφεί η απόφαση και να του κοινοποιηθεί επίσημα ώστε να ασκήσει έφεση.Είναι μάλιστα αποφασισμένος να προσφύγει για το θέμα, τόσο στο Ανώτατο Δικαστήριο της Αλβανίας όσο και στο Ευρωπαϊκό Δικαστήριο Ανθρωπίνων Δικαιωμάτων ώστε να δικαιωθεί.ΧΡΙΣΤΟΣ ΤΕΛΙΔΗΣ

Το προεκλογικό παιχνίδι στα Τίρανα και η αυριανή επίσκεψη ΚαραμανλήΤου Σταυρου ΤζιμαΟι συνήθως καχύποπτοι απέναντι στους Ελληνες Αλβανοί, λένε ότι όποιον πολιτικό ηγέτη τους στηρίζει η Αθήνα, κυβερνάει τη χώρα!Υπενθυμίζουν, προκειμένου να ενισχύσουν τη θεωρία τους, τη βοήθεια, υλική και πολιτική, της κυβέρνησης Μητσοτάκη προεκλογικά το 1992 στον κ. Σαλί Μπερίσα, την πολυσυζητημένη επίσκεψη του Προέδρου της Δημοκρατίας κ. Κωστή Στεφανόπουλου στα Τίρανα, το 1996, πάλι παραμονές εκλογών τις οποίες κέρδισε με βία και νοθεία ο κ. Μπερίσα, την απλόχερη υποστήριξη της κυβέρνησης Σημίτη στις εκλογές που ακολούθησαν την εξέγερση των πυραμίδων το 1997 στους σοσιαλιστές του κ. Φάτος Νάνο. Τώρα, με αφορμή την αυριανή επίσημη επίσκεψη του πρωθυπουργού Κώστα Καραμανλή στα Τίρανα στα πολιτικά στέκια της αλβανικής πρωτεύουσας κυριαρχεί και πάλι ο ίδιος χαβάς.

Καθώς η Αλβανία έχει εισέλθει σε εκλογική τροχιά –οι κάλπες θα στηθούν στις 28 Ιουνίου– το ταξίδι του Ελληνα πρωθυπουργού, φαίνεται να έχει πέσει «θύμα» αυτης της θεωρίας, αφού εκλαμβάνεται από τους αντιπάλους της σημερινής κυβέρνησης –και όχι μόνο– ως «προεκλογικό δωράκι» της Αθήνας στον κ. Μπερίσα και το κόμμα του, που οι δημοσκοπήσεις το εμφανίζουν να υπολείπεται των σοσιαλιστών.Μερικοί μάλιστα υποστηρίζουν ότι ο Αλβανός ηγέτης επεδίωξε την παρουσία του Ελληνα ομολόγου του παραμονές των εκλογών, πιέζοντας μέσω του Ευρωπαϊκού Λαϊκού Κόμματος.Δεν υπάρχει αμφιβολία ότι ο κ. Μπερίσα, μαζί με το μεγάλο του προεκλογικό όπλο, που είναι η πρόσφατη ένταξη της Αλβανίας στο ΝΑΤΟ, θα παίξει και το χαρτί των άριστων ελληνοαλβανικών σχέσεων, αποβλέποντας στην ψήφο τόσο της ελληνικής μειονότητας όσο και των συμπατριωτών του που ζουν και εργάζονται στην Ελλάδα και ελπίζει ότι θα προσέλθουν στις κάλπες.Το εκλογικό αποτέλεσμαΟμως, για την ελληνική πλευρά, μάλλον μικρή σημασία έχει το αποτέλεσμα, εάν, δηλαδή, κερδίσει ο κ. Μπερίσα ή ο σοσιαλιστής κ. Εντι Ράμα, δεδομένου ότι μεταξύ Αθήνας και Τιράνων έχει παγιωθεί εύκρατο πολιτικό κλίμα τα τελευταία χρόνια και δεν διαφαίνεται ότι μπορεί να το χαλάσει η επικράτηση του ενός ή του άλλου.

Εξάλλου, οι σχέσεις της ελληνικής μειονότητας του Νότου με τα Τίρανα διάγουν μακρά περίοδο ύφεσης, με εξαίρεση την υποβόσκουσα ένταση στην Χειμάρρα για τις περιουσίες, το θέμα των στρατιωτικών νεκροταφείων έχει διευθετηθεί, ενώ η βελτίωση της θέσης των Αλβανών οικονομικών μεταναστών στην Ελλάδα έχει ηρεμήσει την άλλη πλευρά.Ετσι, λοιπόν, εκτός απροόπτου –να εγερθεί δηλαδή για προεκλογικούς ή άλλους λόγους που έχουν να κάνουν με εσωτερικές πολιτικές έριδες, σε κάποια από τις συναντήσεις εκ μέρους των Αλβανών θέμα Τσάμηδων– η υπογραφή της συμφωνίας για την υφαλοκρηπίδα και τα χερσαία σύνορα αναμένεται να γίνει σε γιορτινή ατμόσφαιρα, και η επίσκεψη να κυλήσει σε ευχάριστους ανοιξιάτικους ρυθμούς.

Ο κ. Καραμανλής, εκτός από τον πρωθυπουργό και τον πρόεδρο της χώρας κ. Μπαμίρ Τόπι, θα δει τον κ. Εντι Ράμα, με την ιδιότητα του δημάρχου Τιράνων όμως και όχι αυτήν του ηγέτη του Σοσιαλιστικού Κόμματος, ενώ θα επισκεφθεί και τον Αρχιεπίσκοπο κ. Αναστάσιο.Περιοδεία του κ. Καραμανλή στα χωριά της μειονότητας στον Νότο δεν είχε προβλεφθεί και ο πρωθυπουργός θα συζητήσει θέματα που την αφορούν σε συνάντηση με την ηγεσία της στα Τίρανα.Εκτός των συναντήσεων, ο κ. Καραμανλής θα εκφωνήσει αύριο το απόγευμα λόγο, σε πανηγυρική συνεδρίαση του αλβανικού κοινοβουλίου, στον οποίο πρόκειται να αναφερθεί πέραν των ελληνοαλβανικών σχέσεων και σε ζητήματα της ευρύτερης περιοχής της δυτικής Βαλκανικής.Στη ΧειμάρραΜια εβδομάδα πριν από την επίσκεψη, αλβανικό δικαστήριο καταδίκασε σε φυλάκιση έξι μηνών και αφαίρεση του δικαιώματος κατοχής δημόσιων αξιωμάτων επί τρία χρόνια τον πρόεδρο της Ομόνοιας και δήμαρχο Χειμάρρας κ. Βασίλη Μπολάνο.

Σε άλλες εποχές, μια τέτοια εξέλιξη θα πυροδοτούσε ένταση στις ελληνοαλβανικές σχέσεις και πιθανότατα θα τορπίλιζε ένα ταξίδι Ελληνα πρωθυπουργού.Τώρα όμως οι δύο πλευρές υποβάθμισαν το θέμα, με τον κ. Μπερίσα να δηλώνει ότι τα πολιτικά ζητήματα δεν λύνονται με αποφάσεις δικαστηρίων και την Αθήνα να σιωπά με εξαίρεση μια δήλωση του εκπροσώπου για θέματα εξωτερικής πολιτικής του ΠΑΣΟΚ κ. Ανδ. Λοβέρδου.Το θέμα της Χειμάρρας, ωστόσο, δεν ανέκυψε με την επιμονή του κ. Μπολάνου να αναρτήσει –παράνομα κατά το δικαστήριο– οδικές πινακίδες με ελληνικές ονομασίες σε δρόμους που δεν ανήκουν στην αρμοδιότητα του δήμου του, αλλά του Υπ. Συγκοινωνιών.Είναι βαθύτερο και έχει να κάνει με τον μακροχρόνιο αγώνα των εκεί Ελλήνων να χαρακτηριστούν τα χωριά τους μειονοτική ζώνη και, τελευταία, να τους αποδοθούν οι περιουσίες των προγόνων τους.

Οσον αφορά τις περιουσίες, το ζήτημα αγγίζει ισχυρά οικονομικά συμφέροντα, καθώς η πανέμορφη περιοχή –αποκαλούμενη «αλβανική Ριβιέρα»– θεωρείται υψηλής προτεραιότητας για την τουριστική ανάπτυξη της χώρας και μάλιστα οι Ιταλοί έχουν ήδη επενδύσει μεγάλα κεφάλαια.Καθώς στην Αλβανία βρίσκεται σε εξέλιξη η διανομή της γης που είχε κρατικοποιήσει ο Χότζα, οι Χειμαρριώτες ζητούν από την κυβέρνηση, οι περιουσίες να δοθούν στους κατόχους με βάση τα πριν από τον πόλεμο ταπιά που αποδεικνύουν ότι οι παραλιακές εκτάσεις ανήκαν στους προγόνους τους.

According to albanian press, in Albania, will rise two cemeteries for 12,000 Greek solders fallen during Italian-Greek war in 1940-1941, and not as claimed by the official of Athens for more. The first cemetery was built already in Bularat, while the new will be built in Këlcyrë. This cemetery will take about 1610 square meters. They will be verified by a special commission, mix Greek-Albanian.

The political spokesman of PASOK on Foreign Affairs, Andreas Loverdos, said the sentencing of V. Bolanou by the Court of Vlora: «We are obsserving political developments in Albania and sure what happened with the adoption of the decision of the Court of Avlona in condemning the president of Omonia and mayor of Himara, Mr. V. Bolano. We have evidenced of the enormous difficulties in the harmonization of Albania in the European legal and political culture.

Only one solution exists: the Albanian state, both the state and society itself, to remove the mistrust towards the Greek minority and to follow the cooperation according to european standarts. As PASOK, will monitor closely the developments in this issue .

The Human Rights Union Party (HURP) reacted strongly by his chairman Vangjel Doule; “the decision of Albanian Court to the chairman Vasil Bollano is a political trial with nationalist background and Albania showed that although NATO`s member is not acceptable to be punished the leader of the Greek community of Albania.

Vangjel Dule accused the Albanian political forces which used the Courts and Prosecutors for Albanian nationalist interests to punish exponent who protected the human rights, expressing the penalty against the Greek minority leader of Albania, is a political scandal for which we remember the time when the old system condemned leaders of the Greek community.

THE HIMARA COMMUNITY OF ALBANIA

In a statement by the Himara Community, condemned attempts to hit the symbol of resistance of the human rights in Albania Vasil Bollano. The Greek minority leader and Mayor of Himara, has denounced flagrant violations of robbery lands and properties of the community of the Himara region. Often Bollano has raised the voices to international community for Tirana to respect the religious freedoms and civil rights of the Greek minority in the region of Himara .

ALBANIA WANTS TO BUY 34 HELLICOPTERS FROM FRANCE

The associations “Riviera”,“Himariote Community”, and The Intelectuals of Himara” with their branches inTirana, Himara, Athens and Washington D.C. express their concern about the violations done in their properties in the area of Ionian Riviera.

The associations have shown several times by facts that state institutions and especially the local Commission for Property’ s Restitution and Compensation (CPRC) have“permitted” that different individuals to take over the properties inherited bythe lawful owners of the Ionian Riviera. It’s strange to notice that in asingle day (May 29, 2006) three consecutive decisions of local CPRC of Vlora, respectively nr. 133, 134, 135, restituted to one single person, respectively 5.5; 2 and 2 hectares.

By decision nr. 175 of June 21, 2006, to the same person isrestituted an area of 33.3 hectares. A different decision of the same CPRC on April 20, 2006, restituted 4 hectares to another person from Dhërmi, through a “gjyq fakti” that deserves to be investigated.

These factsare the peak of iceberg of a big corruption with the deeds in the Ionian Riviera. The last data of World Economic Forum for the Travel and Turist Competitiveness Index shows clearly and dramatically that Albania is ranked in the 126 placeout of 136 countries of the world with regard to the respect of ownershipr ights. Our associations are deeply concerned about the impact of thissituation for the future of the development of the area.

TheAlbanian Government still doesn’t seems to find the power to take the distancesfrom the shadows of the infamous law 7501, that is chasing back as Macdaff ghost,the solution of this fundamental issue for the prosperity of the area. Ourassociations congratulate the government for the rejection of the decision ofthe government 111, decision that allowed the use of an area of more than 10hectares by illegitimate usurpers.

But we would wished that the Government andall the political forces to take the courage to see the reality and take thenecessary actions for giving back the property to the lawful owners. By doingthis, they will contribute positively to the long-term and sustainabledevelopment of Albanian and especially to the Ionian Riviera.

Ourassociations are deeply concerned by the strange attitude of the OECD, thatstill ‘can not find time” to meet our representatives. OECD, very strangely,insists in the first registration of properties under the law 7501!!! While thepopulation of the Ionian Riviera, for 18 consecutive years, have expressedclearly, without any hesitation and by overwhelming majority, for the solutionof this issue through the restitution of properties to the lawful owners.

Is of concern that still theexpropriation for the construction of the national road are not yetcompensated, while the construction firms are continuing their work. This can arisenegative conflicts as has already has happened in other areas of Albania. Our associations are collaboratingwith the community and the local government and have already finished the listsof all lawful owners, aiming to begin the process of restitution and resolvingthis major concern. The Himariote community is committed to the last sacrifice.

MEMBER OF BERISHA`S CABINET GENC RULI, ATTACKS THE PRESIDENT OF THE GREEK MINORITY

"Vasil Bollano must comply Albanian symbols and not to oppose the decisions of his government", expressed Genc Ruli Minister of Economy, during a meeting with his electorate in Gjirokaster. For the first time that a declaration against a coalition member government was showed.

Genc Ruli during the first period as Minister of Finance in 1993, has been accused by president Berisha for corruption while now is the member of his government.

According to the newspaper "Korrieri", the declaration of Ruli has become a critical moment when the Berisha government is waiting until April 21, the decision of District Court of Vlora to give the final verdict against the mayor of Himara.

Anyway, Tirana is entered on a strong international observation especially after join NATO, where in particular, the issue of the respect of human rights and the local autonomy is to discuss to the State Department.

For the final decision of the Court of Vlora`s district, is waiting also a meeting of U.S. Secretary of State Hillary Clinton with a represents of the Pan Epiriotic Federation of USA, especially Greek American citizens from Himara, to discuss about the expected developments in Albania.

On latest developments, the Pan Associations of Himara`s Region, held in Tirana a meeting denouncing the massive corruption of lands and properties in areas between Saranda and Himara. They denounced the Government the Albanian Courts which taken decisions against basic human rights and property, in the areas inhabited by ethnic Greeks in Himara and Saranda regions.

The Himara Community of America will meet with US Secretary Hillary Clinton

The Minister for Foreign Affairs of the U.S. Hillary Clinton, decided to meet with a delegation of Himara Community of America after a memorandum which they submitted, showing the violations of rights of Northern Epiriotes especially in Himara Region. The date of the meeting will be announced in the coming days.

According to information, the meeting will hold after the "Red Alert" situation which is passing the Greek ethnic minority especially Himara Region by the repressing and human rights violence used from the Albanian authorities.

Since 1995 when the chairman of the Northern Epirus Federation Nicholas Gage met with US President Bill Clinton, this is actually the second meeting with US high authorities with the Greek ethnic community represent in USA.

In 1994 the former mediator of US President Clinton, Scheffer met in Tirana with the President Sali Berisha to discuss the ethnic trial against the leaders of the Greek Community, but former Albanian president "did not move from his decision to charge for espionage" them.

In addition is very important to obsserver the albanian oposite and his leader Edi Rama, even the Socialist Party has a large Greek community electorate in southern Albania (Northern Epirus), prefers not to report on political repression that makes the Albanian government against the Greek ethnic minority, and especially to its leader Vasilis Bollanos.

WHILE WE SELF-INFLICT, TURKEY LURKS

A major Athens daily recently claimed that Greek diplomats and military leaders fear that the next phase in the steadily deteriorating relations with Turkey will be a Turkish snap operation to occupy one of Greece's small inhabited islands in the eastern Aegean. Such Turkish action would bolster Turkey's claims that islands and islets not specifically named in treaties that essentially installed Greek sovereignty over almost the entire Aegean are of “undefined” status and, thus, up for grabs.

This modified Falklands/Malvinas scenario is not all that implausible. One look at the map and even the untrained eye can see the insurmountable problem Greece has in trying to defend island territories spread all over along the Asia Minor coast and within pistol shot of Turkish invasion forces deployed and waiting. Greek military planners juggle with various methods in their attempt to provide credible defense for the islands. No amount of planning though can resolve the untenable situation of simply not having the resources and manpower to effectively cover every island, islet, and rock that Turkey could potentially covet as its next trophy
after Cyprus.

Greece's options in dealing with such prospect are limited. A surprise Turkish amphibious operation could be carried out with overwhelming odds in favor of the attackers. A small Greek garrison could be dealt with swiftly and the Greek population pushed out overnight in a “magnanimous” Turkish gesture toward civilians losing their homes to the invader. A Greek military response centered on the occupied island will be hampered by distance
from bases, while the Turks enjoy the luxuries of steady reinforcements and saturation naval and air support from installations near the Turkish Aegean shore.

A generalized war against Turkey will almost immediately run into international and “allied” pressure on Greece to stop the conflict, not to mention the true costs of such a clash on a Hellas with a tottering economy and a shaky domestic front. Turkey will continue to enjoy overt and/or thinly-veiled support from our “partners” and “friends.” Greece, the real victim of yet another Turkish invasion, will be quickly metamorphosed into the aggressor by “realist” diplomats, contemplating “geostrategic imperatives” and spreading derisive comments about an “insignificant island,” not to mention an international media that won't care all that much, especially since the Aegean does not carry the sensationalist “communication potential” of, say, a Gaza or Darfur.

Those who doubt Turkey's aggressive intentions should think again. Ankara is redefining its status as a grand regional power with the help of both the United States and its friends in Europe. Turkish appetite for EU membership is waning. One way or another, the EU prospect never operated as an incentive for the Turks to act “European,” denounce the use of force, and become starched-collar, benign interlocutors. Greece's non-stop, unconditional support for Turkey's “European future” sent all the wrong signals to Ankara.

The Turks have, correctly, read the Greek political elite's embrace of an eventual EU member Turkey as the clearest evidence of this elite's rejection of anything that even remotely could highlight a Greek open option to respond militarily to Turkish provocations. And the Turkish generals have neither forgotten the Imia/Kardak crisis and Greek responses to it, nor the established Greek government practice of obsessively covering up Turkish challenges of Greek sovereignty in the Aegean and Turkish open agitation among western Thrace's Muslims, always of course in the interest of “peace.”

Throughout history, effective deterrence was linked to the undying promise (and capability) of inflicting unbearable hurt on an enemy who chooses to attack first. This fundamental principle in nowhere to be found in the Greek discourse surrounding the Greek-Turkish confrontation calculus. The occasional “defiant” words of senior Greek leaders on independence day simply won't cut it as credible warnings against foes with nefarious, expansionist plans.

Assuming and promoting a posture with a hard, but brittle, shell and an inner core with the consistency of pizza dough offers the best beacon for opponents seeking the right opportunity to strike. The more Greek leaders sink in the morass of non-confrontational, politically correct illusions; and the more Greece deteriorates into political weakness and indecision, the more sandbox exercise scenarios, such as the above, will converge with real intentions.

Περιμένοντας “El Greco” πότε τέτοιος γεννηθήκαμε!!!

Τον φίλο μου Αλβανό από Τίρανα τον έλεγαν Σαμπάν, έχει περίπου 10 χρόνια στην Ελλάδα, και μου δίνη να κοιτάξω τα στοιχειά του. Είμαστε σε ένα καφενείου στα Τίρανα. Ο Αλβανός Στέφανος (Σαμπάν) μου λέγει ότι νιώθετε Έλληνας μάλλον έχει και διαβατήριο. «Πόλη από μας από Τίρανα έχουμε ελληνική ταυτότητα».

Σαν το Σαμπάν ξερό πολύ από Τίρανα Αλβανή να έχουνε πάρι την ελληνική υπηκοότητα. Ένα χρόνο πριν η εφημερίδα «Καθημερινή» έγραφε ότι περίπου 8 χειλάδες Αλβανή από Τίρανα έχουνε ανοίξει επένδυσης στην Ελλάδα. Σίγουρα ότι πολύ άπω αυτούς έχουνε πλερώσει να γίνουνε Έλληνες, και πολύ άλλους χειλάδες έχουνε πάρει την Βόρειο Ηπειρώτικο κάρτα.

Ενο και τώρα, στην Αλβανία μας κατηγορούνε «Γρεκο μασκαρά», όχι μονό εμείς οπ ου γεννηθήκαμε και ζήσαμε στην εποχή της δικτατορίας, αλά σε μια αλί εποχή αυτή της σημερινής μάλλον στην «Αλβανία στο ΝΑΤΟ». Τη συμβαίνει με τους Βόρειο Ηπειρώτες στην Αλβανία?

Το Οκτώβριο 2006 η κυβερνήσει του Κόστα Καραμανλής γνώρισε την διπλή τυπικότητα για τους Βόρειο Ηπειρώτες. Πιστεύαμε ότι μια μέρα θα μας φωνάξουνε μία φορά και κάλι στα προξενεία η στης περιοχές κοντά με την Βόρεια Ήπειρο περιοχές, να μας παραδώσουνε την ελληνική ταυτότητα, αλά για πιο λόγο έχουνε σταματήσει αυτά, ένας θεός το ξέρη. Τώρα αφτί ι διαδικασία έχει πέραση στο «μάτι του κύκλωμα» και μάλλον έχω πληροφορίες ότι όχοι μόνο Αλβανή αλλά και πολύ βόρειο Ηπειρώτες πλερώνουνε χρήματα να πάρουνε ταυτότητα δηλαδή «να γίνουνε Έλληνες».

Ο λόγος που γράφω είναι τόσο προσωπικό, αλλά κοινοτικό και εθνικό. Ως πολύ Βόρειο Ηπειρώτες πέρασα όλες τις διαδικασίες για να καταστεί η ελληνική ιθαγένεια από δύο χρόνια και περιμένουμε να κάνει την τελική ορκωμοσία για την ελληνική ταυτότητας (αν και έχω γεννηθεί Έλληνας από Δρυμάδες, Χειμάρα). Έχω έρθει μερικές φορές στα γραφεία της Νομαρχίας Αθήνας και μου είπανε ακόμα και οι σειρά μου δεν έχει έρθει.

Μετά από ένα χρόνο δεν έχω ενδιαφερθεί καθόλου για την ταυτότητα. την διαδικασία αυτή από το ελάχιστων τα τελευταία χρόνια μας έχει αρπάξει το «ίδρο μας». Μόνο μέσα σε ένα χρόνο που πέρασα να ανταποκριθεί η οικογένειά μου με κάρτες από την ελληνική αστυνομία μου έχουνε κοστίζει περίπου 7 χιλ. ευρώ, μετάξι δρόμους Αλβανία και Ελλάδα, μετάφρασες, σφραγίδες και λοιπά,, ενώ έχασα την εργασία και το σχολείο τα παιδιά που λείπανε τόσες φορές. Θα ήθελα να ξέρω, ακόμα θα συνεχίσει να μας φωνάξουνε αλλοδαπών στη Ελλάδα και στη εθνική πολιτική μας λένε Έλληνες της Βόρειο Ήπειρο???

Από αυτούς που δεν ξέρουνε τη συμβαίνει στην Αλβανία πρέπει να μάθουνε ότι στην Αλβανία κάθε Αλβανός από Κοσοβο και ΦΥΡΟΜ, που σπουδάζει ι έχει δηοτική εργασία στην Αλβανία πέρνη αλβανική ταυτότητα. Επίσης θα ήθελα να σας ενημερώσω ότι οι Βούλγαροι έχουνε παραδώσει στους σε αυτούς που νιώθουνε Βούλγαροι στην Αλβανία πάνω από 200 χειλάδες διαβατήρια!!! Γιατί ώμος με την Ελλάδα ι Βόρειο Ηπειρώτες πρέπει να περιμένουνε μάλλον δίνουνε και λεφτά στα γραφεία?

Εάν και ι μητέρα μου «έγινε Ελληνίδα 70 χρονών» ι οποία και σήμερα δεν ξερή και τόσο καλά στα αλβανικά, και οι αλί από πίσω πρώτα από μένα, πρέπει να περιμένουνε να γίνουνε Έλληνες λόγο ταυτότητας περιμένοντας την σειρά, σε μια κατάσταση στα Βαλκάνια η Αλβανή και Βούλγαροι είναι τόσο δυνατή για να διαλυθούνε τα εθνικά θέματα, από την Αθήνα πρέπει να «λέμε αλίμονο». Αλά πολύ από βλάχους που περιμένανε την ελληνική ταυτότητα τώρα έχουνε Πάρη και το Βουλγαρικό διαβατήριο, Ωρεό και αυτό!!!.

Εν τω μεταξύ, δεν μπορώ να μι πω διό λόγια για τους Βορίο Ηπειρώτικες φόρουμ ι οποία έχουνε σταματήσει την διαμαρτυρία για την ελληνική τυπικότητα στους Βόρειο Ηπειρώτες, αλά έχουνε γυρίσει τα εθνικά συμφέροντα στα παιχνίδια με τους ψήφους και τα κόμματα. Το ελληνικό διαβατήριο ως διπλή υπηκοότητα χρειάζεται ος η «ΑΛΦΑ» λόγο διαμαρτυρίας όσο φορά ένας Έλληνας Βόρειο Ηπειρώτης ευρωπαϊκός πολίτης με τα μεγάλα πρόβλημα που έχει με το αλβανικό κρατο για κλεπτοκρατιας περιουσίες και οικόπεδα.

Με την διπλή υπηκοότητα κάθε Βόρειο Ηπειρώτες νουθετείται πιο περήφανος πότε ζητάνε τα δικαιώματα ως ευρωπαίος, να καλέσει την ελληνική γλώσσα της μητέρας στο πολιτικό σύστημα της Αλβανίας, και στο μετάξι να οργανωθεί αφτί ι εθνική κοινότητα.

Celebrations in Albania, demonstrations in Croatia

Contradictory to the scene of new countries - NATO members. With festivals, parades and concerts Albania welcomed the accession to NATO alliance. "Another picture" in Croatia, where Zagreb and Zadar dominated by demonstrations against the NATO Alliance.

Around 300 people gathered in central Zagreb on the initiative of the NGO "Anti Action, while Croatia taken the decision as a full member of NATO, the last Alliance meeting in Strasbourg. "Peace for the people, war on capitalists and NATO 60 years, enough" were the main slogans of the demonstrators.

While in Tirana, the banners were hung in front of public buildings, saying: "NATO ensure security and our future." There organized a military parade, the evening will be a big concert to celebrate "the dream became a reality." All streets of the Albanian capital were decorated with flags of the country and NATO. The celebrations will continue tomorrow and Sunday, with a great demonstration. The Albanian authorities offer shirts and demonstrators kapelakia with the motto of NATO.

Acording to the Albanian media, to Saranda have came dozens of criminal police from Tirana. The robbers thought to have been more in number, after which they have taken security box lot of documents. The region of Saranda has been under massive corruption and thousand people particularly from the north of Albania are favoring to build without property document.

Karamanlis, Obama reaffirm excellent relations

StrasbourgPrime minister Costas Karamanlis of Greece met on Saturday afternoon with new US President Barack Obama in Strasbourg shortly after the conclusion of NATO's 60th anniversary summit, and reaffirmed the excellent relations and bonds between the two countries.

Speaking to reporters before the discussion, the US President said he was happy to be meeting with the prime minister of Greece, adding that the meeting provided an opportunity to reaffirm the excellent relations between the US and Greece.

Obama stressed that it was not only the US that has been inspired by Ancient Greece, but Greece, too, has been inspired by the US, citing the American Revolution as an example. He said that the two countries share common democratic principles and will continue hand-in-hand in the 21st century as well, while also noting the significant role played by the Greek community in the US.

Obama futher noted that US-Greek cooperation was very crucial on matters concerning the confrontation of terrorism, the global financial crisis and energy security, adding that he was proud of his friendship with the Greek prime minister.

The prime minister added that Greece was in favor of further NATO enlargement, on condition, however, that the candidate countries fully meet the membership conditions set out by NATO, mainly with respect to establishing good neighbor relations

Obama expressed his desire to visit Athens, and listened with interest to the positions of Greek foreign policy regarding the wider region of the Balkans and Southeast Europe, while he also appeared positive towards backing Greece's efforts in the region.

ALBANIA, CROATIA IN NATO

Former Communist countries Albania and Croatia were formally welcomed on Saturday (4 April) as NATO's newest members. Macedonia's membership, however, is still pending due to a name dispute with Greece, while Georgia and Ukraine's accession perspectives look distant.

"You have very well earned your place at the table," outgoing NATO secretary general Jaap de Hoop Scheffer told Albanian and Croatian delegations at the opening of the NATO council on Saturday morning in Strasbourg.

Mr Scheffer said that the move is testimony to the countries' long years of reforms and a proof of the "open-door policy" of NATO enlargement. US President Barack Obama, himself for the first time at a NATO summit, thanked the pair for sending 140 Albanian and 296 Croatian troops to Afghanistan - a considerable contribution for the two small Balkan states of 3 and 4.5 million people, respectively.

Albania’s independence now ‘secure’ with its membership in NATO, says FM

STRASBOURG – Albania’s new membership in NATO means the tiny Balkan country will never again have to worry about foreign invaders, the foreign minister said. The flags of both Albania and Croatia were raised in front of NATO headquarters after the two countries became the alliance’s 27th and 28th members this week.

The leaders of Albania and Croatia attended NATO’s 60th summit yesterday as full members. “It’s a historic day for my nation, which has fought very hard for its freedom through centuries, most often alone,” Albania’s Foreign Minister Lulzim Basha said in a brief interview.

“The next time our freedom is threatened we’ll have (NATO’s 27 nations) with us,” he said.

Anyway about declaration of the Albanian FM Basha, Albania attacked Greece together with Italian of Mussolini Fascist forces on 28 October 1940 sending to invade his armed battalions to another independent state, Greece. The Greek parliament approved the "State of War with Albania".

Between Albania and Greece there is the Friendly Agreement of 1996, but the law "The State of War with Albania" never has been removed by the Greek parliament, even Albania is became member of NATO alliance.

TIRANA WANTS TO CONSIDER ALBANIAN EMIGRANTS AS DIASPORA

According to the "Libertas" Newspaper the Foreign Albanian Ministry is going to plain a project where the emigrants will call as diaspora, which understand that "they have no the right to vote for the elections in Albania". About 1/3 of Albanians are emigrant in Greece and Italy, particularly in Greece there are 800 thousand emigrant.

The project wants to deviate the right of the Albanians in Greece to come back to voting for the politic elections next June 2009. The Albanian opposite has urges the Albanian government to be transparent for the emigrants who live out of the borders, mostly in Greece.

According to NR 2 of Socialist Party Gramos Ruci, the police authorities are doing a inquiring process in Albanian territory for the emigrants that live relay in Greece to evident a process linked with the strategy of Berisha`s government to manipulate the politic elections in Albania.
According to estimates by Athens, in Greece live more 800 thousand Albanian emigrants mostly about 600 thousand are member of the Greek Minority known as northern epirotes.

ALBANIAN MEDIA, "VERY SENSIBILITY FOR THE STABILITY IN GREECE"

NATO chief soon to send letters of invitation to Croatia and Albania to join alliance

NATO Secretary General Jaap de Hoop Scheffer has been notified by the US State Department that all NATO member states have deposited their ratification instruments in Washington, and he will soon send a letter of invitation to Croatia and Albania to join the alliance, NATO's public relations office told Hina in Brussels on Monday.

Earlier in the day, de Hoop Scheffer told Croatian Television (HRT) that it would be a privilege for him to write a formal letter of invitation and that he would do so as soon as he received an official notification from the US State Department as the depository of the North Atlantic Treaty.
After the NATO Secretary General officially invites Albania and Croatia to join, the two countries are to deposit their ratification instruments in the US State Department, as of which moment they will become full members of the alliance.

The Croatian Parliament ratified the North Atlantic Treaty on 25 March and is now awaiting a formal invitation from the NATO Secretary General.

A US State Department spokeswoman said on Monday that the ambassadors of Croatia and Albania would be invited to the State Department most likely on Tuesday or Wednesday to deposit the accession instruments ratified by their parliaments.

What is the agreement? The agreement is a part of " United Nations Convention on the Law of the Sea of 10 December 1982" based on international conventions of ONU.

On 19 March 2009 the “Agreement between the Republic of Albania and the Hellenic Republic on the Delimitation of their Maritime Space and Continental Shelf” was initialed at the Ministry of Foreign Affairs.

This Agreement of special national significance for both our countries, which is based on the international law principles and on the UN Maritime Convention, is due to be signed soon.
