Ukraine’s Right Sector leader Dmitry Yarosh said his radical movement rejects the Minsk peace deal and that their paramilitary units in eastern Ukraine will continue “active fighting" according to their "own plans."
The notorious ultranationalist leader published a statement on his Facebook page Friday, saying that his radical Right Sector movement doesn’t recognize the peace deal, signed by the so-called 'contact group' on Thursday and agreed upon by Ukraine, France, Germany and Russia after epic 16-hour talks.
Yarosh claimed that any agreement with the eastern militia, whom he calls “terrorists,” has no legal force.
In his statement, Yarosh claimed that that the Minsk deal is contrary to Ukraine’s constitution, so Ukrainian citizens are not obliged to abide by it. Thus if the army receives orders to cease military activity and withdraw heavy weaponry from the eastern regions, the Right Sector paramilitaries, who are also fighting there “reserve the right” to continue the war, he said.

The Right Sector paramilitary organization continues to deploy its combat and reserve units, to train and logistically support personnel, while coordinating its activities with the military command of the Ukrainian army, paramilitary units of the Defense Ministry and the Interior Ministry, he said.

The breakthrough Minsk agreement was reached on Thursday following marathon overnight negotiations between Ukraine, France, Germany and Russia, and offer hope the fighting in Eastern Ukraine may come to an end. The talks were part of a Franco-German initiative. President Francois Hollande and Chancellor Angela Merkel visited Kiev and Moscow before meeting the Russian and Ukrainian leaders at the negotiating table in Minsk.

Bluntly rejecting the German and French initiative, Yarosh said President Petro Poroshenko should have turned to the US or UK which “observe a consistent anti-Kremlin policy.”
“This could be devastating for the whole agreement,” Lode Vanoost, a former OSCE security consultant, told RT. “It could destroy it before it even starts. Now the fact that they announced it already one day ahead could of course mean that they sort of tried to force some kind of provocation so that the other side would react giving them an excuse to go on. But nevertheless this is indeed a very dangerous situation, yes.”
In March 2014, Yarosh appealed to Doku Umarov, Moscow's most wanted terrorist before he was reported dead, asking him “to take a chance and win over Russia.” He also later threatened to destroy Russian pipelines on Ukrainian territory calling Moscow “an enemy.”
The Russian Investigative Committee started criminal cases against several members of the radical Ukrainian groups over charges of fighting against the Russian military in the Chechen wars of the 1990s. Right Sector’s Dmitry Yarosh also faced a separate criminal case over public calls for extremist activities. Moscow charged Yarosh in absentia, demanding his arrest.
In July last year the Interpol put Right Sector leader Yarosh on its wanted list. This January, Russia’s Supreme Court banned the activitiesof the Right Sector within the country.

The radical movement was formed as a coalition of nationalist and neo-Nazi organizations during the Maidan protests in Kiev at the end of 2013.While wearing Nazi insignia, Right Sector fighters used clubs, petrol bombs and firearms against Ukrainian police during the EuroMaidan protests.
Last year, Kiev organized the National Guard force comprising former and current Ukrainian troops and volunteers from EuroMaidan “self-defense” squads. The National Guard was enabled to carry out the functions of any law enforcement agency by a decree signed by then-acting President Aleksandr Turchinov.
However Yarosh denies any of his fighters joined the National Guard. He believes his own units are better organized.
A number of volunteer pro-government battalions were also organized in Kiev – among them Aidar, Azov and Donbass. Human rights group Amnesty International reported in September that Aidar members operating in the north of the Lugansk Region “have been involved in widespread abuses, including abductions, unlawful detention, ill-treatment, theft, extortion and possible executions.” Troops from the Ukrainian Azov and Donbass battalions were reportedly seen wearing Nazi paraphernalia such as swastikas and SS badges.

Dijsselbloem "pessimistic" about a quick deal with Greece

The Hague. Eurogroup president Jeroen Dijsselbloem said Friday he was pessimistic about making progress on resolving a bitter row over extending Greece's bailout at an upcoming meeting of eurozone finance ministers.
"At this stage I'm very pessimistic about it," Dijsselbloem told the NOS public broadcaster when asked whether he thought concrete steps will be taken on Monday at the talks between Greece and its fellow single currency countries in the Eurogroup.
"The Greeks have sky-high ambitions. The possibilities, given the state of the Greek economy, are limited," said Dijsselbloem, who is the Dutch finance minister, ahead of a cabinet meeting on Friday.
"I don't know if we'll get there by Monday."
Dijsselbloem and Greek Prime Minister Alexis Tsipras agreed on Thursday to renew efforts to find a solution on extending Greece's current bailout after talks overnight Wednesday collapsed acrimoniously.
An agreement however was reached to ask "institutions to engage with Greek authorities to start work on a technical assessment of the common ground between the current programme and the Greek government's plans," Dijsselbloem tweeted after the meeting.
The agreement was made to help discussions set to take place Monday, seen by many as the last chance to seal a deal before Greece's current bailout programme expires at the end of the month.
Dijsselbloem however on Friday blasted Greece, saying Athens "for a number of months now has received no loans from Europe, because nothing's happening."
"We only lend out money when there's real progress and when new reforms are being carried through. For months this has not been the case," Dijsselbloem said.
"It really is up to the Greek government to take the firsts steps," he said.
Failure to reach a deal on an extension of the bailout or a credit line for Greece by the end of the month means Athens would quickly default and almost inevitably crash out of the eurozone.
European sources who spoke on the condition of anonymity said Wednesday's eurozone ministers' meeting had descended into a "total mess", making a reconciliation between Dijsselbloem and Tsipras necessary to prepare the talks for Monday.
Dijsselbloem said: "The Greek government has made it clear that they don't want to carry on with the programme as it currently stands."
"The Eurogroup has made it clear that there are only possibilities for change as long as the programme remains on the rails."

Erdogan challenges Obama on Chapel Hill murders
Turkish President Recep Tayyip Erdogan has criticised US President Barack Obama for his silence over the murder of three Muslim students in Chapel Hill, US.
Speaking on a visit to Mexico, Erdogan criticised Obama, Secretary of State John Kerry and US Vice-President Joe Biden for not having made any statement about the murder of the "three Muslims".
"If you stay silent when faced with an incident like this, and don't make a statement, the world will stay silent towards you…As politicians, we are responsible for everything that happens in our countries and we have to show our positions," he said.
More than 5,000 people attended the funeral of the students who were shot dead in Chapel Hill, North Carolina.
With a suspect in custody, police are still investigating the motive, amid family claims it was a hate crime.
Initial indications are that the gunman, Craig Hicks, acted in a dispute over a parking space, according to the police.
A district prosecutor said on Wednesday there was no evidence that the victims - Deah Shaddy Barakat, wife Yusor Mohammad and her sister Razan - had been targeted because of their faith.

France seeks 'modification' of Schengen travel deal

French interior minister speaks out as EU leaders meet in Brussels to discuss terrorism, just one month after attacks in Paris in which 17 people were murdered.
PARIS
A senior French minister has said the country wants to modify the Schengen-area travel agreement to tighten airport security.
French Interior minister Bernard Cazeneuve said Thursday that France wants "a modification of the Schengen code" so that European countries can carry out "routine checks" at European airports "to see if the people coming could be a problem or not."
Cazeneuve told radio station France Info that discussing this modification is on France's "specific agenda" at an ongoing EU summit in Brussels.
EU leaders are meeting Thursday to discuss fight against terrorism, just one month after attacks in Paris in which 17 people were murdered.
They are set to discuss tightening checks within the passport-free Schengen area and increasing information-sharing of the Passenger Name Record in a bid to identify EU nationals trying to travel to conflict zones such as Syria and Iraq.
The PNR is a collection of passenger information compiled by airlines when customers check-in or reserve flights, including seat number, reservation date, payment method and travel itinerary.
On Wednesday, the European Parliament heard calls for beefing up immigration checks on travelers entering the 26-nation Schengen area and investment in education and social programs to address the root causes of radicalization.
MEPs also said that under certain conditions, they could support an EU-wide program to exchange PNR data.

Former US national security adviser Zbigniew Brzezinski
Former US national security adviser Zbigniew Brzezinski
Brzezinski, who served as national security adviser to President Jimmy Carter, told the Senate Armed Services Committee on Wednesday that Putin might attempt to take over Baltic countries in a sudden attack.
The three northern European countries are called the Baltic states because they are located east of the Baltic Sea.
Brzezinski, known for his animosity towards Russia and its leaders, said a  nightmare scenario could be that "one day -- and I literally mean one day -- he [Putin] just seizes Riga and Tallinn,” referring to the capitals of Latvia and Estonia.
"And then we'll say how horrible, how shocking, how outrageous. But, of course, we can't do anything about it," said the Polish American geostrategist, the author of The Grand Chessboard.
Brzezinski also called on Washington to provide Ukraine with lethal weapons to deter Russia.
He said that by not providing that assistance to Ukraine "simply increases Russia's intentions to escalate tensions. In Europe, Putin is playing with fire, financing and arming a local rebellion."
"We need to do something to make Putin question before he escalates," he said.
Brzezinski went on to say that "I do recommend pre-positioning of some forces," in the Baltic countries.
The US accuses Russia of arming troops fighting alongside pro-Russian forces in eastern Ukraine. Moscow denies any involvement in the fighting.
Amid escalating US-Russia tensions over Ukraine during the past months, the Pentagon in April 2014 sent hundreds of troops to the ex-Soviet Baltic states and Poland.
US President Barack Obama also travelled to Estonia in September to meet with the leaders of Baltic states.
European NATO allies have sent hundreds of troops for exercises to the Baltic region in recent months. The alliance has also boosted its air force presence in the region.

'Black, White, Arab United Against the National Front' trends in France

Far-right party receives criticism online.

The hashtag #BlackBlancBeureUnisContreLeFn , which translates to "Black White Arab United Against the National Front", trended in France this week after the far-right party made gains in a regional by-election. The term "beur", used in the hashtag, refers to French-Arabs of North African descent.
On Sunday, the country's ruling Socialist Party scored a narrow victory  in a run-off election in eastern France, with the National Front coming in a close second.
The National Front has received criticism over the years for its anti-immigrant stance. In her campaign leaflets , candidate Sophie Montel warned constituents of an "Islamist peril".
French Twitter users accused the party of discrimination and expressed racial solidarity.
Key points of new Ukraine peace plan/MINSK-2

Minsk (AFP) - Kiev and pro-Russian rebels agreed a peace roadmap Thursday after marathon negotiations in Minsk involving the leaders of France, Germany, Russia and Ukraine.

The new agreement notably calls for a ceasefire starting on Sunday and an expanded buffer zone around the frontline, with the withdrawal of heavy weapons.

The plan, which builds on a previous failed protocol forged in Minsk in September, also lays out a roadmap for self-rule in the rebel-held areas in eastern Ukraine.

Following are the main points:

1. Immediate and total ceasefire in the Donetsk and Lugansk regions from February 15.

2. Withdrawal of all heavy weapons to create a buffer zone at least 50 kilometres (30 miles) for artillery with a calibre of 100 mm or more, 70 kilometres for multiple rocket launch systems, or 140 kilometres for Tornado multiple rocket launch systems and others.

The zone for Ukrainian troops has to start from the de facto frontline. But for rebel forces it starts from the September 19 frontline according to last year's Minsk pact. The separatists have however since pushed deeper into government held areas.

The withdrawal of heavy weapons must begin on the second day after the ceasefire, ie February 17, and take no more than 14 days.

3. The OSCE will check the ceasefire and heavy weaponry withdrawal from day one, and can use satellites and drones.

4. On the first day after withdrawal of heavy weapons, dialogue must start on holding local elections in Lugansk and Donetsk as well as the future "regime" in the rebel-held areas, based on Ukrainian legislation giving them temporary self-rule.

Ukraine's parliament must within 30 days pass a decree defining the geographical area that will have self-rule, based on the September agreement.

The separatist regions have the right to decide which language they use.

5. A law must enter force ensuring pardons and amnesty for those involved in the conflict in Donetsk and Lugansk, who will have immunity from prosecution and punishment.

6. Release and exchange all hostages and illegally detained prisoners on an "all-for-all" basis, starting five days after withdrawal of heavy weapons.

7. Ensure distribution and access to humanitarian aid

8. Both sides must work towards the restoration of social and economic links including payment of pensions, taxes.

Ukraine will restore the banking system in the conflict zones, with the possibility of an international mechanism to facilitate money transfers.

9. Ukraine must be given full control of its state border across the conflict zone. The process should start the day after local elections and must be completed by the end of 2015, on condition that constitutional reforms under point 11 have been implemented.

10. Withdrawal of all foreign armed groups, military equipment and mercenaries from Ukraine, observed by the OSCE. Disarmament of all illegal groups.

11. A new Ukraine constitution, agreed with Donetsk and Lugansk representatives, must enter force by end-2015 allowing for decentralisation. Adoption of legislation on the separatist regions' special status, also by end-2015.

12. Local elections in separatist regions to be held, monitored by the OSCE, but no date specified.

13. Intensify activity of the trilateral contact group including creation of working groups to implement the peace plan.

Thursday's deal was signed by the so-called Ukraine contact group -- the separatist leaders of Donetsk and Lugansk, as well as former Ukrainian president Leonid Kuchma, Russian ambassador to Kiev Mikhail Zurabov and Organisation for Security and Cooperation in Europe (OSCE) envoy Heidi Tagliavini.

Ukraine, between diplomacy and war

Fifty tanks, 40 missile systems crossed from Russia into east Ukraine

KIEV (Reuters) - Around 50 tanks, 40 missile systems and 40 armored vehicles crossed overnight into east Ukraine from Russia via Izvaryne border crossing into the separatist Luhansk region, a Kiev military spokesman said on Thursday.

"The enemy continues to strengthen its forces in the most dangerous areas, especially in north-east Luhansk region and in the direction of Debaltseve," spokesman Andriy Lysenko said in a daily briefing, referring to a strategic transport hub that has been the focus of heavy fighting in recent weeks.

He said the tanks and other military hardware had crossed the border "despite statements by Russian officials about the absence of Russian military equipment and forces on Ukrainian territory."

Russian Foreign Minister praises Greece's stance on sanctions

First entry: 12 February 2015
Russian Foreign Minister praises Greece's stance on sanctions
Russian Foreign Minister Sergei Lavrov praised Greece's stance on sanctions on Wednesday, saying the country understood how counter-productive their use was in dealing with Russia.
At a joint news conference with Greek Foreign Minister Nikos Kotzias, Lavrov said: "We appreciate the stance of the Greek government, which understands the complete counter-productivity of attempts to speak this language with Russia."
Lavrov added that Moscow would consider a request for financial aid if one came from Athens. A Greek official said earlier that Russia had offered support.
Kotzias said Athens had told other EU members that the bloc should not see its ties with Russia "through the prism of Ukraine" and should come out with a "positive agenda" instead.
Speaking via an official translator, Kotzias said Russia had a role to play in seeking a solution to the conflict in east Ukraine and expressed hope a significant deal would be reached at the summit in the Belarussian capital Minsk.

USA Today Publishes Map of Ukraine Without Crimea

USA Today Publishes Map of Ukraine Without Crimea

While the Western world refuses to recognize Russia’s annexation of Crimea, one of its largest newspapers just did.
On Tuesday, the front page of USA Today displayed a map of Ukraine that does not include the Crimean peninsula, which Moscow seized last year and voted to formally annex in March.
A spokesperson for the newspaper giant did not immediately respond to a request for comment. Gannett’s flagship broadsheet is the top U.S. newspaper by total average daily circulation, a figure that includes digital readership.
It’s unclear if the exclusion of Crimea, first flagged by a loyal FP reader, is the result of a conscious editorial decision or a mistake, but the newspaper’s major competitors, the Wall Street Journal and New York Times, have chosen to include the Black Sea peninsula in the country’s borders despite Moscow’s de facto control of the territory.
The United States, the European Union, and a host of other countries maintain a non-recognition policy toward Russia’s land grab in Crimea. Last March, the U.N. General Assembly passed a non-binding resolution declaring the peninsula’s referendum on seceding from Ukraine invalid.
In October, soccer’s governing body, FIFA, issued an apology after event organizers of the 2018 World Cup showcased a map that included Crimea as a part of Russia.

Greece bailout talks: No agreement in Brussels

Greek and eurozone officials have failed to reach an agreement over Greece's debt crisis, though both sides said there was still hope for a deal.
Eurogroup President Jeroen Dijsselbloem said seven hours of talks in Brussels had been "constructive".
But they ended without a joint statement to outline procedural steps ahead of further talks next Monday.
Greece says its bailout deal with the EU is punitive and must end. The EU has warned Greece to abide by the deal.
Greece's government, led by the radical left-wing Syriza party, says the conditions of the €240bn (£182bn; $272bn) bailout have impoverished Greece.
It was elected on a promise to end the bailout and ease the austerity measures that have accompanied it.
The government has proposed to overhaul 30% of its bailout obligations, replacing them with a 10-point plan of reforms.
However, Greece's creditors in the EU, led by Germany, have insisted that the terms of the bailout cannot be altered.

The Greek tangle - by BBC Europe Editor Gavin Hewitt All are aware that the clock is ticking.
If there is not an agreement within two weeks to extend the current bailout then Greece will not be eligible for a €7bn loan and shortly after will run out of money.
At the moment there is deadlock. Prime Minister Alexis Tsipras cannot go back to the Greek people if the existing deal is extended.
He will be accused of having misled the the voters.
The Germans, the Dutch, the Spanish and others are not prepared to tell their voters that the Greeks are getting a new deal.

The leaders of the 'Normandy Four' – Russia, Germany, France, and Ukraine – are continuing their roller coaster talks at the Minsk Palace of Independence. Their attempt to find a solution to the Ukraine crisis has been dragging on for over 15 hours.

During the first hours of deliberations, the talks took place in a wider format, before the leaders retreated to strike a compromise in a closed door session. All of the leaders reportedly took short breaks throughout the negotiations.
For Russian President Vladimir Putin, the Minsk peace negotiations became one of the longest in his political career, TASS reports. The importance of the talks was so great that German Foreign Minister Frank-Walter Steinmeier decided to delay his departure to Brazil.
“The talks in Minsk are not easy and are continuing,” he said.

After almost 14 hours, the marathon talks appeared to have finished, with the leaders walking out of the conference hall. But minutes later it became apparent that it was just a short break in the tough negotiations.

In the first talk in weeks, President Barack Obama called Vladimir Putin to discuss the crisis in eastern Ukraine and the upcoming meeting in Minsk to resolve the conflict, the White House said.
"President Obama underscored the rising human toll of the fighting and underscored the importance of President Putin seizing the opportunity presented by the ongoing discussions between Russia, France, Germany, and Ukraine to reach a peaceful resolution," the White House said.
According to the Kremlin, the discussion was focused on the “objectives of achieving a peaceful settlement of the acute crisis in Ukraine.”
“Vladimir Putin provided a detailed assessment of the situation in the southeast of Ukraine, with an emphasis on Russia’s recent proposals discussed, in particular, in the context of preparation for the [Minsk summit],” the statement reads.
“The presidents of Russia and the United States have emphasized the importance of a political – through dialogue – resolution of Ukraine’s internal conflict, the speedy cessation of bloodshed, and the protection of the legitimate rights of all Ukrainian citizens without exception, including in the southeast,” the Kremlin’s statement added.

Just before the statement, a contact group including representatives from Kiev, eastern Ukrainian rebels, Russia, and OSCE finished their preparations for the Normandy Four format talks set to take place Wednesday in Minsk. TASS news agency sources said the group worked out a ceasefire plan for eastern Ukraine and ways to monitor it. A heavy weapons withdrawal scheme was also reportedly agreed upon.
Another option reportedly on the table in Minsk would be creating a demilitarized zone in Donbass. The Organization for Security and Co-operation in Europe (OSCE), Germany, and France are expected to insist that Russia takes responsibility to establish it, RIA Novosti sources said.
The run-up to the crucial meeting saw pressure mounting on the sides of the talks. German foreign minister Frank-Walter Steinmeier said the meeting is “another huge chance…to take a big first step towards de-escalation” in south-eastern Ukraine.
"But nothing has been resolved yet. The taking place of the summit alone is no guarantee of its success. I urge and expect Moscow and Kiev... to really seize this chance," Steinmeier said.

Following last week’s “substantive and constructive” five-hour talks between Putin, German Chancellor Angela Merkel, and French President Francois Hollande, a number of Western media reported that an ultimatum was issued to the Russian President. Merkel reportedly vowed more sanctions if Russia finds new peace proposals from France and Germany to be unsatisfactory.

However, Russian presidential press secretary Dmitry Peskov said that nobody has ever talked to the president [Putin] in the tone of an ultimatum – and couldn’t do so even if they wanted to.”
The European Union has already announced new sanctions against Russian officials and Ukrainian militias, but postponed enforcing them for a week, pending the new Minsk peace talks.
Despite failing to provide any convincing proof, the US and EU continue to blame Russia for masterminding the Ukraine conflict and supporting rebels who are fighting the Kiev government in the country's southeast – claims repeatedly denied by Moscow.

The Ukraine conflict began last April when Kiev sent regular forces and volunteer battalions to the southeastern Donetsk and Lugansk regions, after rebels there refused to recognize the country’s new, coup-imposed authorities. The death toll in the Ukraine conflict has exceeded 5,300 people, with over 12,000 injured, according to UN estimates.
