"Serbia-Kosovo dialogue unnecessary prolonged"

He stated that everything must be done in order to reach the Schengen area in which European freedoms, free movement of goods, people, capital and services are applied.

Rama also said he believes dialogue has been left at a low level, rather than being treated as a top priority.

Democratic Congressman from North Carolina David Price believes that the Balkan states will resist the situation in which borders could become uncertain again.

"I'm not sure who could be the source of something like that. I am aware that it is distributed diplomatically. "I think that the states, as we know them, will resist that and we will support them," he said when asked about unofficial documents from an unknown and unclear source, which suggest possibilities for changing the borders between the countries of the Western Balkans.

Price, one of the congressmen with extensive foreign policy experience, who has represented North Carolina's 4th district in the House of Representatives since 1987 (with a two-year hiatus between 1995 and 1997), said it "evokes memories of past hostilities and threatens to raise tensions in the Balkans", as he called it "a politically fragmented area with a multitude of ongoing disagreements".

"However, countries like North Macedonia and Kosovo and others have come a long way in developing democracy and their own relations. We like to believe that we have been a part of it at the parliamentary level, especially with North Macedonia and Kosovo. I can't imagine those "countries could return to a situation where borders are uncertain again," Price said.

In the last month, two so-called "non-papers" have appeared in the international public, discussing issues that have aroused passions among the countries of the Western Balkans.

"Non-paper" is an unofficial, unsigned and unapproved document in any official body.

The first "non-paper" became a topic after the media in Slovenia, Croatia and Bosnia and Herzegovina speculated about the existence of an alleged document containing a proposal to draw new borders in the former Yugoslavia.

Bosnian media claimed that Slovenian Prime Minister Janez Jansa sent it to European Council President Charles Michel, and the Slovenian portal "Uncensored" even published the content of an unofficial document, of unconfirmed authenticity, which allegedly presented ideas about the division of Bosnia-Herzegovina, the annexation of Republika Srpska to Serbia and the unification of Kosovo with Albania.

Jansa has repeatedly claimed publicly that he neither compiled nor sent the document, while on the other hand, Charles Michel's cabinet could not confirm or deny its receipt.

Foreign ministers of the G7 member states called on Belgrade and Pristina to participate in the negotiations in the dialogue with the help of the European Union, as well as to fully normalize relations through a "comprehensive and legally binding agreement that will contribute to regional stability."

In a joint statement at the end of the summit held in London from May 3rd to 5th, they assessed that "unjustified speculations about changing borders along ethnic lines" are not a solution to the challenges facing the region and that such changes would pose a threat to a regional security.

"We resolutely reject any attempt to undermine the territorial integrity of Bosnia and Herzegovina," reads the part of the statement dedicated to the Western Balkans.

The foreign ministers of the United States, Britain, France, Germany, Italy, Canada and Japan reaffirmed their shared commitment to security, economic recovery and the European perspective of the Western Balkans as a "key investment for peace and stability".

They called for internal reforms, the rule of law and the fight against organized crime and corruption, and supported further progress in regional co-operation, in particular through the Common Regional Market, the Green Agenda for the Western Balkans and the Berlin Process.

"Are you threatening Serbia with a genocide lawsuit? I'm just warning you"

Serbian President Aleksandar Vučić says that the lawsuit of the so-called Kosovo for genocide against Serbia is possible only through another state - Albania.

"Are you threatening Serbia with lawsuits for genocide? You can only do that through another state, that is, through Albania - that means unification with Albania. I ask Albanians from Kosovo not to do that," says President Vučić and adds:

"When you listen to the reactions of people from abroad and as soon as they tell you that they are against changing the borders, you know that they are lying to you openly - they are in favor of changing the borders of Serbia."

"And then they say it\'s because of a humanitarian catastrophe. Isn\'t it a humanitarian catastrophe in Syria, Afghanistan or Iraq? Still, you didn\'t separate Basra from Iraq, or Homs from Damascus. You do that only to Serbia. For Europe, Serbia is successful only without Kosovo. And the great powers have always done the same, namely, they want unification against the Serbs," the president said.

Vučić points out that Serbia can easily reach an agreement with all countries in the region, but that foreign actors constantly want to limit and restrain Serbia.

Ο πρωθυπουργός της Αλβανίας, Έντι Ράμα, αντέδρασε μετά την είδηση ​​ότι υποστήριξε έναν νέο χάρτη συνόρων μεταξύ Σερβίας και Κοσσυφοπεδίου.

Serbian member of the Presidency of Bosnia-Herzegovina, Milorad Dodik, stated that Republika Srpska made its own "non-paper".

"The paper has been written, it's rather fashionable, I'm not kidding, we've already made some of our 'non-paper' document, so one day, when we decide, we will also send it to everyone", Dodik told reporters in Banja Luka.

He stated that the Republika Srpska is in the National Assembly to hold a debate, create and articulate its platform for negotiations with the Federation of Bosnia-Herzegovina and Bosniaks and Croats, as constituent peoples, on what and how to proceed in Bosnia-Herzegovina.

According to him, the whole procedure will be realized without the participation of foreigners.

Dodik reiterated that the time would come for a peaceful break-up in Bosnia-Herzegovina, stating that there is no cohesion element in the state that could bring together the constituent peoples.

According to him, foreigners have been trying for a long time to make Bosnia-Herzegovina the way they want, and in the end, it turned out to be an unwanted experiment.

Dodik stated that ten years ago, no one, except RS, was allowed to mention the referendum or talk about the fact that Bosnia-Herzegovina should disintegrate.

"It was all said before, and now some are confirming it, they used to blame us as if we were disturbing something, and today we hear it from the mouth of important people in the world," he said.

Assessing that the time will come for a peaceful split in Bosnia-Herzegovina, Dodik pointed out that Serbs have no reason to opt for any kind of war option and that they should gather around a policy that will further strengthen Republika Srpska

Παιχνίδια με χάρτες στα Βαλκάνια

Η παρουσία μιας Μεγάλης Αλβανίας στα βόρεια σύνορα δεν θα είναι αποδεικτή από την Ελλάδα, η οποία θα νομιμοποιείται να διεκδικήσει προσάρτηση της Βορείου Ηπείρου, ούτε η Μεγάλη Σερβία από τη Βουλγαρία

Ενα έγγραφο (non paper) «φάντασμα», που φέρεται να προβλέπει αλλαγές συνόρων στα Δυτικά Βαλκάνια, αφυπνίζει εφιαλτικά σενάρια σε εποχές γεωπολιτικών αναταράξεων στην ευρύτερη περιοχή της Νoτιοανατολικής Ευρώπης, στη Μαύρη Θάλασσα και βεβαίως στην Ανατολική Μεσόγειο.

Επισήμως κανείς δεν έχει δει αυτό το έγγραφο, που έφερε στο φως σλοβενική ιστοσελίδα με τον ισχυρισμό ότι μεταξύ των συντακτών ήταν και η κυβέρνηση της χώρας της και προβλέπει ανταλλαγές εδαφών που θα οδηγήσουν στην ανατροπή του σημερινού συνοριακού καθεστώτος με διάλυση της Βοσνίας-Ερζεγοβίνης και τη δημιουργία Μεγάλης Αλβανίας, Μεγάλης Σερβίας και Μεγάλης Κροατίας. 

Η σλοβενική κυβέρνηση το διέψευσε και ενημέρωσε σχετικά το Σεράγεβο, όμως ο Εντι Ράμα, σύμφωνα με τη σερβική τηλεόραση, δήλωσε ότι πριν από λίγο καιρό μίλησε με τον Σλοβένο πρωθυπουργό για διάφορες ιδέες και μάλιστα είδε το non paper.

H κυβέρνηση της Βόρειας Μακεδονίας το αποδοκίμασε επίσης ως σχέδιο επικίνδυνης αποσταθεροποίησης. 

Δεν είναι βέβαια η πρώτη φορά που σενάρια περί αλλαγής συνόρων και ανταλλαγές εδαφών διακινούνται από διάφορους «μάγειρες» στη «βαλκανική κουζίνα», με επίκεντρο κυρίως το Κόσοβο και τη διευθέτηση του οριστικού καθεστώτος του, το οποίο θα αναγνωρίζεται και από τη Σερβία. Διανύουμε όμως πονηρές εποχές και όσοι (η Ελλάδα δηλαδή) με τον έναν ή τον άλλο τρόπο μπορεί να βρεθούν στη δίνη τέτοιων ανατροπών και στη δημιουργία νέων πόλων ισχύος στην κοντινή γειτονιά τους καλό θα είναι να μην αγνοούν τροχιοδεικτικές βολές του είδους, όταν μάλιστα κυοφορούνται γενικότερες γεωπολιτικές μεταβολές στον ορίζοντα.

Εκ νέου αλλαγή του συνοριακού χάρτη στα Δυτικά Βαλκάνια σημαίνει κατάργηση των υφιστάμενων συνθηκών (κυρίως του Ντέιτον), που τις διαμόρφωσαν με «φωτιά και τσεκούρι» οι πόλεμοι στη Βοσνία και στην Κροατία και αργότερα η συμφωνία του Κουμάνοβο, που άνοιξε τον δρόμο για την ανεξαρτησία του Κοσόβου.

Μια τέτοια ρύθμιση θα εμπλέξει  αναπόφευκτα το σύνολο των βαλκανικών κρατών, αφού θα επηρεάσει την ασφάλεια και τα συμφέροντα όλων, και αυτό θα σημάνει αίμα και πάλι. 

Η παρουσία μιας Μεγάλης Αλβανίας στα βόρεια σύνορα δεν θα είναι αποδεικτή από την Ελλάδα, η οποία θα νομιμοποιείται να διεκδικήσει προσάρτηση της Βορείου Ηπείρου, ούτε η Μεγάλη Σερβία από τη Βουλγαρία, που θα θελήσει να «μεγαλώσει» και εκείνη διεκδικώντας το εναπομείναν κομμάτι της Βόρειας Μακεδονίας, ενώ οι Τούρκοι θα βρουν ευκαιρία να προσπαθήσουν να περάσουν στη Θράκη. Μύλος, δηλαδή. Kathimerini
