Οι εκλογές στην Αλβανία

Aνέκαθεν οι εκλογές στη γειτονική Αλβανία είχαν ένα ξεχωριστό ενδιαφέρον για την Ελλάδα και κάθε φορά που διεξάγονταν η θερμοκρασία στις σχέσεις των δυο χωρών ανέβαινε κατακόρυφα. Ο λόγος; η ελληνική μειονότητα και η κοινοβουλευτική της παρουσία. Καλό κόμμα ήταν για μας εκείνο στο οποίο θα προσκολλούσε προεκλογικά, για να επιβιώσει, το μικρό Κόμμα Ενωσης Ανθρωπίνων Δικαιωμάτων (ΚΕΑΔ), που αποτελεί και την οργανωμένη πολιτική της έκφραση. Λίγο ή ελάχιστα μας απασχολούσε αν κυβερνούσε δημοκρατικά, αν η πολιτική του οδηγούσε στην οικονομική ανάπτυξη και την ευημερία της γείτονος -και μαζί του ελληνικού στοιχείου- ποια ήταν η πολιτική του στη βαλκανική σκακιέρα.

Η αγωνία μας στις αλβανικές εκλογές εξαντλείτο στο εάν θα πάει καλά το ΚΕΑΔ και αν θα σπάσει το «φράγμα» των τριών βουλευτών, όριο που δεν ξεπέρασε ποτέ. Και δεν το ξεπέρασε γιατί δεν το επέτρεψε η πολιτική εσωστρέφεια στην οποία έχει βυθιστεί η ελληνική μειονότητα και από την οποία δεν λέει να βγει.Δεν θυμάμαι σε όλα αυτά τα χρόνια μια εκλογική αναμέτρηση στην οποία οι μειονοτικοί μας να κατήλθαν μονοιασμένοι, με εξαίρεση ίσως εκείνη του 1991, αμέσως μετά την πτώση του κομμουνιστικού καθεστώτος, όταν η πολιτική τους οργάνωση «Ομόνοια» έστειλε στο κοινοβούλιο πέντε εκπροσώπους της. Οι έριδες, οι φατριασμοί, οι χωρίς αρχές αντιπαραθέσεις, οι προσωπικές φιλοδοξίες, τα μικροσυμφέροντα, αποτυπώνονταν στην εκλογική συμπεριφορά της τροφοδοτώντας κλίμα απογοήτευσης στους ομογενείς.Τα ίδια και τώρα.

Το ΚΕΑΔ κατέρχεται στις εκλογές τραυματισμένο. Παραμονές τις κρίσιμης μάχης αποχώρησαν αξιόλογα στελέχη του προβάλλοντας διαφωνίες με όχι και τόσο έντονα πολιτικά χαρακτηριστικά. Την ώρα που επιχειρεί άνοιγμα στους μη μειονοτικούς ψηφοφόρους, χάνει σημαντικό έδαφος στους ομογενείς που θεωρητικά είναι η μεγάλη, δεξαμενή ψήφων του.Οι άνεμοι δεν είναι ούριοι για το κόμμα της μειονότητας, που απειλείται με περαιτέρω εκλογική συρρίκνωση. Η -αναγκαστική- επιλογή του να συμπαραταχθεί με τους σοσιαλιστές απορρίπτοντας τον συνασπισμό του Μπερίσα γιατί είχε συμπεριλάβει σε αυτόν και το κόμμα των Tσάμηδων, δεν του εξασφαλίζει την επιτυχία την οποία προσδοκά διά της έμμεσης πριμοδότησής του από το Σοσιαλιστικό Κόμμα.

Ούτε η χαρισματική παρουσία στα ΜΜΕ του προέδρου κ. Βαγγελή Ντούλε φτάνει.Η πόλωση προβλέπεται μεγάλη και η πίεση των αλβανικών κομμάτων, που κατεβάζουν ομογενείς στα ψηφοδέλτιά τους, αναμένεται ασφυκτική.Ο μεγάλος εχθρός του όμως βρίσκεται στα σπλάχνα του και είναι ο διχασμός που κατατρώει τους Ελληνες της Αλβανίας και για τον οποίο δεν είναι άμοιρο ευθυνών το «μητροπολιτικό» κέντρο, που μια ζωή, με τον ένα ή τον άλλο τρόπο, έπαιζε και εξακολουθεί να παίζει, παιχνίδια στην πλάτη τους. Αλλά αυτό το τελευταίο είναι ένα κεφάλαιο που όζει.

USAID: Elections are Albania's main challenge

TIRANA, Albania -- Next month's general elections are the main challenge for Albania, as they are the primary condition for advancing the country's EU bid, USAID Mission Director to Albania Roberta Mahoney said Wednesday (May 20th). "Elections are an important test. Albania has to show it can hold a free and fair vote," she noted.

Separately Wednesday, OSCE Ambassador to Tirana Robert Bosch also underscored the elections' importance, saying he expects them to be fair and transparent. The OSCE is sending 400 observers to monitor the process, in addition to 100 deployed by the EU.

In other news Wednesday, main opposition Socialist Party (SP) leader Edi Rama presented a list of 140 SP candidates who will run for parliamentary seats. Explaining his absence from the list, Rama said he does not want "an empty seat in parliament", as this may conflict with his current position as mayor of Tirana or with his "future one as prime minister".
Biden makes his way to Priština

PRIŠTINA U.S. Vice President Joseph Biden will be visiting Kosovo this Thursday.

According to earlier announcements, he will first be visiting the Kosovo assembly. Police announced that they would be blocking off entire streets in Priština for several hours.Security measures are at their highest at the airport, on Kosovo’s main roads and streets, and there are American flags on display throughout the city, denoting the importance given to the visit.

This will be the first visit by one of the highest ranking official of the American administration since the Kosovo Albanians unilaterally proclaimed independence from Serbia in February of last year. Biden is expected to address the Kosovo assembly, but before that, he will be meeting with Kosovo President Fatmir Sejdiu and Prime Minister Hashim Thaci.

Sejdiu will present Biden the “Golden Order of Freedom” during his visit. The U.S. Vice President will also be visiting the Serbian Orthodox monastery Visoki (High) Dečani later in the day, and will also be going to the U.S. Bondsteel military camp near Uroševac. Albanian language media have called Biden’s visit a “strong act of support from the United States of America for independent Kosovo” quoting Biden’s stance from two days ago in Sarajevo, that Kosovo's independence is an “irreversible process and that it is of critical importance for the stability of the region”.

Biden will be greeted in the streets of Priština by primary and high school students. There are also billboards in the town with Biden’s picture reading “welcome and thank you".

Albanians in Kosovo are not hiding their excitement regarding the visit, with Serbs in central Kosovo showing indifference, while those in the north have announced that they would be protesting. During his visit to Belgrade on Wednesday, Biden told Serbia’s senior officials that America is not expecting Serbia to recognize Kosovo and that this will not have an effect on further bilateral relations between the two countries.

Albania's election commission, interior ministry sign agreement

TIRANA, Albania. The Central Election Commission and the interior ministry signed a co-operation agreement Tuesday (May 19th) to ensure free and democratic elections next month. The ministry pledged to take all necessary measures to guarantee transparent and peaceful voting, in line with European and international standards.

Also Tuesday, the ruling Democratic Party (DP) and the main opposition Socialist Party published their lists of candidates for the June 28th elections. Prime Minister Sali Berisha, who leads the DP, told reporters the current government deserves another mandate, given its efforts on behalf of NATO membership and EU accession.

Four coalitions to run in Albania's June general elections

Prosecutors in the city of Berat charged former Labour and Social Affairs Minister Kosta Barka with abuse of power

TIRANA, Albania -- A total of 26 political parties organised in four coalitions will take part in the Albanian parliamentary elections on June 28th, the Central Election Commission (CEC) said on Friday (May 15th) after endorsing the candidate registration lists. The ruling Democratic Party (DP) leads the coalition "Alliance for Changes" of ten parties.

Another right-wing faction is led by the Christian Democratic Party of Albania. The main opposition Socialist Party has five allies, joined in the left-wing coalition "Unification for Changes".

The Socialist Movement for Integration (SMI) is at the helm of the fourth, left-wing coalition called "Socialist Alliance".

In other news on Friday, prosecutors in the city of Berat charged former Labour and Social Affairs Minister Kosta Barka with abuse of power, the general prosecutor's office announced. Barka is accused of mishandling funds and donations aimed for an NGO that ran a school for children – victims of blood feuds in the town of Polican.

Last January, an investigation revealed that children at the Polican rehabilitation centre were malnourished and mistreated.
