Albania bans citizens from taking part in armed conflicts abroad

Tirana. Albanian parliament is working out amendments to the Penal Code, which envisages incrimination of participation of Albanian citizens in wars and armed conflicts abroad, Macedonian Vecer daily writes.
The proposal was made by a group of MPs, headed by chairperson of the legislative committee Fatmir Djafaj.
“Albanian citizens, who do not have citizenship for any country under an armed conflict outside the territory of Albania, will be sentenced to ten years imprisonment,” the proposed amendment says.

A video considered as “the document of horror”, shows one of the aspects of the Golden Dawn activities. It has been recently published by the Greek media.

The video has been recorded by an amateur camera in one of the meetings of this party, in the Nikea neighborhood, Athens, a few months ago. It is one of the materials of the investigative case that the Greek justice has sent to Parliament with the request to remove immunity to nine Parliament Members of this political force.

The video starts with “You’re born a Greek, and you can never become one”, and continues with “We will pour your blood, Albanian pig”. The video continues with other chants, mainly hate verses against the Albanian people.

“Do you see them? They’re called Albanians. We will make clothes out of their skin”, one of the activist leaders says in the video.

This video has been considered by the Greek investigators as one of the most powerful documents for the criminal activity of this party.

Some hours before the video was published, a Golden Dawn Parliament Member has made their usual Nazi salute in a meeting in Iraclio. There have been several reactions for the candidacy of a Greek police officer with this political force in Crete, for the post of Governor.

The Golden Dawn leader and five Parliament Members are currently in prison, waiting for their trial. They are charged with creating and participating in an criminal organization. Three other Parliament Members are under investigation.

The Greek justice asked the Parliament to remove the identity of all the neo Nazi Parliament Members, giving them a final blow before the local and European Parliament elections, where the Greek nationalists hope to have their representatives.

OSCE: Elections conducted successfully

PRIŠTINA -- The OSCE in Kosovo has expressed satisfaction that the repeat mayoral elections in northern Kosovska Mitrovica they facilitated were carried out successfully.

Ambassador Jean-Claude Schlumberger, head of the OSCE Mission in Kosovo said he was very pleased with the course of Sunday’s elections, observing that the polling station committees’ members carried out their tasks professionally and some 100 OSCE staff provided all the necessary technical support.
“Furthermore, security providers, including Kosovo Police, EULEX and KFOR, once again stepped up to their task and provided for a safe electoral environment, and I thank them for their hard work,” he added.

Eligible voters were able to cast ballots from 7 a.m. to 7 p.m. at a total of 33 polling stations in seven polling centers, the OSCE said in a release on Sunday.

The polling station committees counted the votes at the stations and handed the election materials over to the Central Election Commission through its municipal branch, it added.

The OSCE is facilitating northern Kosovo local elections in line with the EU-brokered agreement on normalization of relations between Belgrade and Pristina reached in Brussels on April 19, 2013.

The second round may be held in four weeks if no candidate has won more than 50 percent of the votes cast on Sunday, the OSCE said.

Goran Rakić, candidate from the Citizens’ Initiative Srpska list, declared first round victory last night.

According to Srpska’s preliminary data, Rakić won a total of 2,707 votes, 271 more than all the three remaining candidates put together.

Greek Restaurant Chain Branch Out to Kosovo

The Greek Group Vivartia proceeded in another strategic agreement in order to branch out its business in Kosovo’s market. In this way the group abides by its commitment for extroversion and continuous promotion of the Greek entrepreneurship in foreign markets.


More specifically, the group Goody’s-Everest signed a cooperation agreement with the Magna Food SHPK company for the expansion of the Goody’s restaurant chain in Kosovo. The agreement provides for the operation of at least ten Goody’s restaurants in major urban centers of the country. The first restaurant is expected to start operating before May 2014.

The extroversion plan conducted by the group Goody’s-Everest includes agreements for expansion in Albania, Montenegro, Kosovo, FYROM, Belarus, Libya and the United Arab Emirates as well as the operation of more than twenty restaurants in Cyprus, Bulgaria, Romania and Hungary.

The chief executive Thanasis Papanikolaou noted that “This new agreement for the presence of Greek businesses in Kosovo’s market makes us very happy and enhances the dynamic presence of the group Goody’s-Everest abroad.”

The chief executive of Vivartia group Yiannis Artinos added that “The group Vivartia, loyal to its operational strategy for development, constantly exploits every opportunity inside or outside borders. Through a dynamic program, the past three years we have developed in a fast and hectic pace, our presence abroad by exporting products, services and new production units. This new agreement represents another country in which our group’s restaurants will be presented, while through our ten new restaurants we will be given the opportunity to offer our products and services to two million new consumers.”

Adriatic Card, regional conference gathered

The regional conference for inter-parliamentary cooperation under the Adriatic Card was held in Tirana, with the presence of delegations from Bosnia Herzegovina, Croatia, Serbia, Montenegro, Macedonia and Kosovo.

Parliament Speaker, Ilir Meta, declared that the Adriatic Card is important for the security in our region and that the European Union will not be complete without the integration of Western Balkans.

“Albania supports the aspirations of all regional countries to integrate in the European Union. The Adriatic Card is a commitment for a cooperative policy between us”, Meta declared.

The Albanian Parliament Speaker declared that the Adriatic Card should be enlarged with the memberships of Kosovo and Serbia.

“Regional cooperation must produce concrete achievements”, Meta declared, underlining that the Albanian Parliament supports the Adriatic Card agenda.

Defense Minister, Mimi Kodheli, declared that it is of utmost important for all countries of the region to feel safe.

“Different from many years ago, our region is safer today. Parliaments are playing a significant role in the cooperation between countries. Albania is paying special attention to the regional cooperation in the defense sector”, Kodheli declared.

The Albanian Foreign Minister, Ditmir Bushati, declared that the Adriatic Card has an important role in the reinforcement of peace.

“The countries of our region are involved in the European Integration processes. Albania has undertaken a series for reforms for the candidate status”, Bushati declared.

According to him, Albania, as a NATO member, has given a significant contribution in the region.

“We support the negotiations for normalizing the relations between Kosovo and Serbia”, Bushati declared.

Russia withdraws ambassador from Kiev

KIEV -- As reported by the BBC, Russia has decided to withdraw its ambassador from Kiev, while EU High Representative Catherine Ashton is expected to arrive in Ukraine.

According to this report, Russia made the decision because of the deteriorating situation in Ukraine.
Moscow has condemned the vote to dismiss Ukrainian President Viktor Yanukovych, and the decision to withdraw its ambassador was also influenced by the statement of the interim president that he was turning toward the EU and not Russia, for which the Yanukovych "gave up" closer ties with Brussels.

Ashton will meet with key political stakeholders to discuss ways out of the crisis and measures for economic stabilization of the country, it was announced from her cabinet.

"The high representative is closely monitoring the situation in Ukraine and urges all parties to remain engaged in dialogue to find a sustainable solution and to preserve the unity and territorial integrity of Ukraine, in order to provide all citizens a prosperous and democratic future," the statement said.

The violence in the Ukrainian capital last week was the worst since the country gained independence in 1991. 82 people were killed, and 645 injured.

The Ukrainian parliament on Sunday voted to oust President Yanukovych, freed former Prime Minister Yulia Tymoshenko from prison, and decided to hold early parliamentary elections on May 25. Yanukovych, meanwhile, has said he did not intend to resign.

This morning in Kiev was peaceful, but a group of about 5,000 people gathered last night to peacefully protest against Tymoshenko's return to the political scene.

No reaction from NATO about announcements of "Kosovo army"

PRIŠTINA -- NATO has not officially commented on announcements made in Priština that the "Kosovo armed forces" would be formed, writes Koha Ditore.

This Albanian-language daily published in Priština, however, quoted NATO diplomats as saying that "announcements that some kind of army of Kosovo would be formed was election rhetoric meant to be used for internal marketing."
They also "hoped that Kosovo's officials would stick to their promise that they will not make any steps related to security forces without consulting with the alliance."

At the same time, several countries are considering how to improve the Kosovo Security Force (KSF), and are warning that the rhetoric could set back these efforts, the newspaper writes.

The unnamed diplomats "admitted that when the security forces of Kosovo are discussed, several counties that have not recognized Kosovo, Spain in particular, are making big obstacles to plans to engage NATO in increased cooperation with the KSF."

"Currently several countries have an idea to gradually invite the KSF to international meetings dedicated to security topics, but are unsure how the NATO Council would react," the article added.

"All improvements and successes that we have achieved so far have only been possible because we convinced member-states that this was work within NATO's mandate, and not for the sake of some other activity to form some kind of army in the territory of Kosovo," a diplomat from a NATO member-state was quoted as saying, and adding:

"In this manner we succeeded in confirming that the FSK had raised all operative capacities. We are aware that now this process needs to be improved, but we must do that very carefully."

The same source also "warned that there were fears that Spain or some other country could abuse the pre-election rhetoric in Kosovo in order to prevent NATO's engagement in helping the KSF."

(Reuters) - Ukraine's new interim president pledged to put the country back on course for European integration now that Moscow-backed Viktor Yanukovich had been ousted, while the United States warned Russia against sending in its forces.
As rival neighbours east and west of the former Soviet republic said a power vacuum in Kiev must not lead to the country breaking apart, acting president Oleksander Turchinov said on Sunday that Ukraine's new leadership wanted relations with Russia on a "new, equal and good-neighbourly footing that recognises and takes into account Ukraine's European choice".

A day after Yanukovich fled to the Russian-speaking east following dozens of deaths during street protests aimed at toppling him, parliament named new speaker Turchinov as interim head of state. An ally of the ousted leader's long jailed rival Yulia Tymoshenko, he aims to swear in a government by Tuesday that can provide authority until a presidential election on May 25.
With battle-hardened, pro-Western protesters in control of central Kiev and determined to hold their leaders to account, lawmakers rushed through decisions to cement their power, display their rejection of rampant corruption and bring to book officials who ordered police to fire on Independence Square.
But whoever takes charge as interim prime minister faces a huge challenge to satisfy popular expectations and will find an economy in deep crisis, even if the EU makes good on new offers of aid that may help make up for loans that Russia has frozen.
Scuffles in Russian-speaking Crimea and some eastern cities between supporters of the new, pro-EU order in Kiev and those anxious to stay close to Moscow revived fears of separatism that a week earlier were focused on the west, where Ukrainian nationalists had disowned Yanukovich and proclaimed self-rule.
President Barack Obama's national security adviser, Susan Rice, was asked on U.S. television about the possibility of Russia sending troops to Ukraine, which President Vladimir Putin had hoped Yanukovich would keep closely allied to Moscow.
"That would be a grave mistake," Rice said. "It's not in the interests of Ukraine or of Russia or of Europe or the United States to see a country split. It's in nobody's interest to see violence return and the situation escalate."
Yanukovich's flight into hiding left Putin's Ukraine policy in tatters, on a day he had hoped eyes would be on the grand finale to the Sochi Olympics. The Kremlin leader spoke on Sunday with German Chancellor Angela Merkel, whose foreign minister had brokered a short-lived truce in Kiev on Friday.
They agreed Ukraine's "territorial integrity" must be maintained, Merkel's spokesman said in a statement.
British Foreign Secretary William Hague was asked if Russia might "send in the tanks" to defend its interests among ethnic Russians in the east and on the Crimea peninsula, where Moscow bases its Black Sea Fleet: "It would really not be in the interests of Russia to do any such thing," he told the BBC.
Earlier this month, a Kremlin aide warned that Moscow could intervene and accused Washington of breaching their 1994 treaty under which Russia removed Soviet nuclear weapons from Ukraine.
It is unlikely the United States and its allies in NATO would risk an outright military confrontation with Russia but such rhetoric, laden with echoes of the Cold War, underlines the high stakes in Ukraine, whose 46 million people and sprawling territory are caught in a geopolitical tug of war.
EUROPEAN OFFERS
EU officials offered financial aid to a new government and to revive a trade deal that Yanukovich spurned under Russian pressure in November, sparking the protests that drove him from office after 82 deaths last week, many from police sniper fire.
EU foreign policy chief Catherine Ashton will travel to Ukraine on Monday to discuss economic help, the EU said.
The United States has also promised help. But budgets are tight in the EU and Washington, and international creditors like the IMF may remain wary of Yanukovich's opponents, whose years in government before him were no economic success story.
However, concern about instability and a popular desire to be seen backing what looks to Western voters like a democratic movement threatened by Russian diktat may loosen purse strings - at least to tide Ukraine over until after the elections.
In Russia, where Putin hoped to count on Ukraine as a key element in a union of ex-Soviet states and might also fear the Kiev uprising could inspire his own opponents, the finance minister said the next tranche of a $15-billion loan package agreed in December would not be paid, at least before a new government is formed.
Russian Foreign Minister Sergei Lavrov, according to his office, told U.S. Secretary of State John Kerry the opposition had "seized power" by force by ignoring the EU-brokered truce on Friday that left Yanukovich in office for the time being. Lavrov said that power-sharing agreement should be revived.
However, even lawmakers from Yanukovich's own party voted for his removal on Saturday and issued a statement blaming him and his entourage for the crisis. Business "oligarchs" - rich from control of ex-Soviet assets - also distanced themselves from a man long seen as their representative in the presidency.
In a mark of passions dividing Ukrainians along a historic faultline between Russian and Ukrainian cultures, local television in Kerch, in eastern Crimea, showed a crowd hauling down the blue-and-yellow Ukrainian flag in front of the town hall and hoisting the white, blue and red Russian tricolour.
Yanukovich, whose whereabouts remain unclear but who may be in his home city of Donetsk near the Russian border, accused opponents of a Nazi-style coup and said he remained in power.

Greece to get third Hilton hotel, in Crete

After Athens and Kos, a third Hilton hotel is about to open in Greece, this time in Crete, by Dolphin Capital Investors (DCI) as the group appears poised to kick off a series of multifaceted investments worth a total of more than 1 billion euros in five destinations across the country between 2014 and 2016.
Sources told Kathimerini that DCI has already reached an agreement for the construction at Sitia, eastern Crete, of a Waldorf Astoria hotel, which constitutes the highest quality hotel chain of the group of Hilton Hotels and Resorts. DCI will undertake the hotel’s operation of the hotel, while construction is expected to begin next year.
DCI is also close to sealing another deal in the coming months by acquiring a stake in Asian chain Aman Resorts, which controls 25 hotels around the world including one operated by DCI at Kranidi, in the eastern Peloponnese. The next Aman Resorts hotel is planned for Kea in the Cyclades.
In the summer, DCI will also start operating the first Nikki Beach hotel at Porto Heli, near Kranidi, and plans opening a Chedi hotel in Kranidi and one more unit in Viotia, central Greece, in association with Indian group Oberoi Hotels and Resorts.

Prisoner exchange between Albania and Greece

The Minister of Justice, Nasip Naco, held a visit in Athens, invited by his Greek counterpart, Haralambos Athansiu. The focus of the discussion was the cooperation of both countries in the justice system.

The parties have agreed for establishing a joint commission on the possibilities of transferring all Albanian and Greek prisoners from Greek to Albanian prisoners and vice versa, so that they can serve their time in their own countries.

The judiciary reform in Albania was also part of the discussion, and the Albanian Minister informed the Greek counterpart for the steps taken by the new government. The Greek Minister expressed Athens’ support for the judiciary reform, saying that the ministry he leads is ready to offer the help that is needed for improving the infrastructure in the Albanian system.

“We exchanged opinions about the judiciary and its functionality in both countries. We also exchanged opinions about prisons in both countries, and the possibility of sending Albanian and Greek prisoners in their native countries. We decided to create a joint commission to discuss this issue. We agreed to sign an agreement for sanctioning what we decided”, Athanasiu.

“Our relations have taken another dimension. We want to become European Union members, and we want to reach standards in this area. For reaching these standards we want your help and support. Crime has no limits, that’s why we need to cooperate with each other, so that our countries don’t become shelter of criminals for every country. We want the Albanian citizens who have been sentenced here to come and serve their time in Albania. This goes for the Greek prisoners in Albania too”, declared Minister Naco.

Both parties agreed to intensify the relations between the two Ministries of Justice. There are 2832 Albanian prisoners in Greece, from 12.000 in total.

Naco had a meeting with the Head of the Supreme Court in Greece, Mihalis Theoharidhis, with whom they discussed about the mutual cooperation in justice.

Former DP Minister: Albanian Economy towards recession

“They plunged the country in debts and we are paying for them”, Bushati declared.

“In the four months of the Socialist government, taxes for 97% of the Albanian citizens have reduced; the small business tax was removed and tax for profit decreased from 10% to 7.5%”, the Socialist Party declared, countering Bode’s declarations.

“Other figures show that the reality is different from what Bode has shown, with customs gathering 17% more revenues, Taxes 3.1 billion ALL more, compared to the same period of one year ago”.

“The new government’s budget injects 1.1 billion ALL during 2014, not only by paying the 350 million USD debt inherited by the new government, by also by investing in the Albanian economy. We are determined to recover the economy and return the trust of local and foreign investors”, Bushati declared.

Tirana: Toponyms, Bushati, We agreed in principle

The Greek Foreign Minister, Evangelos Venizelos, declared that the technical problems between Albania and Greece will be resolved soon, based on the international laws.

Venizellos concluded in Tirana his regional tour, and declared that he has informed his Albanian counterpart about the current results of the Greek Presidency, and underlined that the integration of Western Balkan is a priority of ths Presidency.

“We will work together for a good use of the tractate in force for good neighboring”, Venizellos declared.

The Albanian Foreign Minister, Ditmir Bushati, declared that they have agreed in principle for the issue of birthplace names in the passports of Albanian immigrants who live in Greece. Bushati also expressed his evaluation for the positive messages that Venizellos has given in the meeting as regards the European future of Albania.

“We have found a common language that respects the territorial integrity. We have discussed issues that needs to be addressed to”, Bushati declared.

Venizellos: Albania’s European Union  agenda acceleration, a priority for Greece

Parliament Speaker Ilir Meta held a meeting today with the Greek Deputy Prime Minister and Minister of Foreign Affairs, Evangelos Venizellos, based on the Greek Presidency of the European Union Council.

Parliament Speaker Ilir Meta valued the commitment of Greece in function of the European perspective of Albania, and underlined that Albania trusts the role of Greece in the European Union Council for advancing with the fulfilling of the European Commission priorities.

Meta expressed his commitment for advancing with the important reforms required by the Albanian citizens, by reconfirming that the Albanian Parliament will play its role the constructive and productive political dialogue between parties.

The Deputy Prime Minister and Foreign Minister of Greece, Venziellos, reconfirmed the maximal commitment of Greece during the European Union Council Presidency, noting that the acceleration of Albania’s European agenda will be a main priority in the months to come.

Venizellos noted that the fulfillment of the European Union priorities by the Albanian government will bring an important encouragement for the country’s progress, and underlined that Greece considers Albania’s European Union integration progress as key for the entire region.

Serbia, Macedonia "to cooperate more closely"

BELGRADE -- Foreign Ministers of Serbia and Macedonia Ivan Mrkić and Nikola Poposki agreed on Friday in Belgrade that the two countries "share the same EU prospects."

They announced closer cooperation in the future.
"Our relations are exceptionally good and we are determined to strengthen them, and the best proof of this are the two governments' plans for future joint activities," Mrkić told a joint press conference.

Mrkić noted that Belgrade and Skopje organized the first joint sitting of the two governments last year, while a new meeting is planned to take place in the second half of 2014.

An agreement was made with the Macedonian side to prepare a joint consultation program, said Mrkić.

The topics discussed in the meeting included the situation in the region and the relations with the European Union, considering that both countries are vying for a full EU membership, said Mrkić.

Macedonian Foreign Minister Poposki stressed that Macedonia and Serbia have excellent relations and a shared vision in many areas.

Continued progress of countries in the region in the EU integration process is also in the interest of Macedonia, said Poposki.

Macedonia and Serbia share a common European future, which is why we are working on this goal together, he said.

"We plan to hold joint meetings and consultations this year with regard to the EU integration ", Poposki announced.

Macedonia's foreign minister pointed that the two countries have a strong bilateral trade, reaching USD 800 million at an annual level.

"We hope that it will be possible to enhance cooperation in the field of railway and road infrastructure and in the energy sector," said Poposki.

The two ministers also signed an agreement on mutual recognition of professional qualifications.

Earlier today the Macedonian minister had separate meetings with Serbia's President Tomislav Nikolić and Prime Minister Ivica Dačić.

Relations between Serbia and Macedonia have improved significantly, with political dialogue and economic cooperation intensifying, Dačić and Poposki said on Friday.

Linking the roads and railroads of the two countries is extremely important, as well as the power supply networks, Dačić stated.

Police cooperation in battling illegal migration, trafficking and narcotics smuggling is already showing results, he noted.

The two also discussed improving trade cooperation by eliminating customs barriers, taking more advantage of CEFTA mechanisms and working together on other markets, the government office for media relations has said.
