Where They Love George W. Bush and Bill Clinton

Albanians, in Albanian proper and in Kosovo, love America. Perhaps contradictorily, they also love George W. Bush and Bill Clinton. Pristina, Kosovo’s capital, is probably the only city in the world with both George W. Bush and Bill Clinton boulevards.

Albanians love 42 for his support of the 11-week NATO bombing of Serbia in 1999, which led to the Serbian military withdrawal from Kosovo and the placement of the province under United Nations administration, and 43 for supporting Kosovo’s declaration of independence from Serbia in February last year.

But now Kosovo Albanians have shown their special gratitude to Clinton — who is seen as the architect of the NATO bombing campaign — by erecting a giant, 10-foot tall, golden statue of the former U.S. President. Clinton visited Pristina for the statue’s unveiling, but appeared slightly sheepish about the whole thing:

Bush got a similar hero’s welcome in Albania in June 2007, when he made an official visit there. The capital Tirana was festooned with American flags and huge posters of Bush’s face, in a style reminiscent of the city’s communist-era parades. It was strange to see the giant, concrete pyramid that had been built by Albanian’s former communist dictator Enver Hoxha as his tomb draped in red, white and blue.

Eight months later, Kosovo Albanians waved American flags and held aloft “We love America”signs during their independence celebrations.All this was at a time when America wasn’t exactly the most popular kid on the global playground.

Kosovo (the ethnically Albanian parts, at least) and Albania are still probably the two most pro-American places in the world — they may even be more pro-American than America. At the very least, they’ve shown greater enthusiasm for America’s recent foreign escapades than the American people as a whole.

Albania, which recently got into NATO with U.S. backing, has been loyal supporter of the wars in Iraq and Afghanistan, and has sent hundreds of troops to the two conflicts. America was even able to use its leverage there to coerce the poor Balkan country into taking some of the prisoners — most of them Chinese Uyghurs — who they wanted to release from Guantanamo Bay but for various reasons couldn’t send to their home countries.

For the Bush administration, support from Kosovo and Albania, both majority Muslim, was seen as an important counterargument to allegations that America was waging a war on Islam.
But the new Clinton statue may be bad news for Bush. Kosovo was probably the only state in the world that might have erected a statue to him and it’s unlikely even they will adorn their streets with two giant statues of American presidents.

Kosovo police up security ahead of Clinton visit

PRISTINA, Kosovo — Police in Kosovo say they have upped security measures ahead of former U.S. President Bill Clinton’s arrival in the capital Pristina where he is to unveil an 11-foot (3.5-meter) statue of himself.

Kosovo police spokesman Baki Kelani says more traffic police and special police units have been deployed to provide security during Clinton’s visit on Sunday. He did not give specific details.

Police placed steel barriers at the site where the statue is to be unveiled. Thousands of people are expected to flock into the capital to welcome Clinton, who is considered a hero for launching NATO’s bombing campaign against Yugoslavia in 1999.

The alliance’s 78-day air war forced Serb troops out of Kosovo, paving the way for Kosovo’s secession.

The meeting is mediate under the intervention of George Tenet, a personal friend of the family of Former President of USA Bill Clinton.

BELGRADE -- Daily Danas writes that the U.S. is working with Greece to coordinate an integration of the Western Balkans into the European Union by 2014. Sources from international circles and the Serbian government told the daily that America wants to end the “Balkan issue” as soon as possible and ensure lasting peace and stability in the region. The U.S. has found its best ally for this in Athens, which is both close to the U.S. and Balkans countries, including Serbia. The desired date for countries of the Western Balkans to join the EU, according to domestic and international speculation, is June 28, 2014. Washington’s plan came to light in the so-called “road map” present by Athens, which proposes that Serbia and the rest of the Western Balkans enter the EU on the 100-year anniversary of the start of World War I. Serbian Foreign Minister Vuk Jeremić was also the first international official to meet with newly appointed Greek Foreign Minister George Papandreou, who also mention a plan for the Balkans joining the EU in 2014. Former foreign minister of the then federal union of Serbia-Montenegro, Aleksandra Joksimović, said that it is logical for the U.S. to support such a plan, because it sees the integration of the Balkans into the EU as the best solution for all regional problems. “The European integration of the region would decrease tensions and neuralgic points which are of key importance to America, such as Bosnia-Herzegovina and Kosovo. It should be taken into consideration that formally, such an initiative can come from the EU itself, and not from the U.S. There is also the fact that the idea could come from small EU member-states, not from the most powerful ones, because this would open the problem of balance and dominance among the stronger EU member-states. Greece perfectly fits the profile of a country that could support such an initiative,” Joksimović said. She said that a potential problem is that there are countries that are against a further enlargement of the EU, even to include Iceland and Croatia, which are well on their way to becoming members. “This initiative would call for this group of countries to appear before the door of the EU at the same time, and that would call for agreement within the group. I think that, for example, Croatia would not be thrilled by that,” she said.

Αγνωστο παραμένει το πού θα οδηγήσει τελικά η παρατεταμένη πολιτική κρίση που σοβεί στην Αλβανία, μετά τις αμφιλεγόμενης νομιμότητας βουλευτικές εκλογές του Ιουνίου. Ο ηγέτης της σοσιαλιστικής αντιπολίτευσης και δήμαρχος των Τιράνων, Εντι Ράμα, τέσσερις ολόκληρους μήνες μετά τις εκλογές εξακολουθεί να μην αναγνωρίζει το αποτέλεσμά τους, βάσει του οποίου ο δεξιός Σαλί Μπερίσα σχημάτισε κυβέρνηση. Η Κεντρική Εφορευτική Επιτροπή είχε τελικά κατακυρώσει 71 έδρες του 140μελούς Κοινοβουλίου στον Μπερίσα, 65 στο Σοσιαλιστικό Κόμμα του Εντι Ράμα και 4 σε μια ομάδα αποστατών σοσιαλιστών, οι οποίοι μετεκλογικά συντάχθηκαν με τον... Μπερίσα! Ο Εντι Ράμα ισχυρίζεται ότι ο Μπερίσα έκανε νοθεία και ότι η επανακαταμέτρηση των ψήφων σε ορισμένες αμφιλεγόμενες περιπτώσεις θα είχε δώσει την πλειοψηφία στο Σοσιαλιστικό Κόμμα.

Το βέβαιο είναι ότι οι σοσιαλιστές μποϊκοτάρουν τις εργασίες της αλβανικής Βουλής, η οποία έτσι έχει καταστεί άνευ περιεχομένου όργανο από τον Ιούνιο και μετά. Παράλληλα ο Ράμα άρχισε να οργανώνει μαζικές κινητοποιήσεις των οπαδών του κόμματός του. Χιλιάδες σοσιαλιστές κατέκλυσαν τους δρόμους των Τιράνων προ δύο εβδομάδων, σε μια μεγάλη διαδήλωση με συνθήματα όπως «Πού είναι η ψήφος μου;» και «Ανοίχτε τις κάλπες». Το τελευταίο σύνθημα σχετίζεται με το γεγονός ότι τόσο οι εφορευτικές επιτροπές όσο και τα δικαστήρια αρνήθηκαν πεισματικά οποιοδήποτε αίτημα επανακαταμέτρησης υπέβαλαν οι σοσιαλιστές.

Μάλιστα σαν να μην έφτανε αυτό, η Κεντρική Εφορευτική Επιτροπή άρχισε τις τελευταίες μέρες να... καίει (!) τα ψηφοδέλτια, κάτι που σημαίνει ότι σύντομα κάθε αίτημα επανακαταμέτρησης θα είναι αντικειμενικά αδύνατον να ικανοποιηθεί, αφού θα έχουν καταστραφεί διά της πυράς τα αντίστοιχα ψηφοδέλτια. Ακόμη και οι τέως πρόεδροι της Αλβανίας Αλφρεντ Μοϊσίου και Ρετζέπ Μεϊντάνι τάχθηκαν με δημόσιες δηλώσεις τους υπέρ του ανοίγματος των αμφισβητούμενων καλπών και της επανακαταμέτρησης των ψηφοδελτίων που περιέχουν, αλλά αυτό δεν μετέπεισε φυσικά τον Σαλί Μπερίσα, αφού διακυβεύεται η εξουσία του.

Η αλήθεια είναι πως ούτε η ΕΕ ούτε φυσικά οι ΗΠΑ ασκούν κάποια πίεση στον Αλβανό πρωθυπουργό προς την κατεύθυνση αυτή, πράγμα που κάνει έξαλλο τον Εντι Ράμα, ο οποίος δημοσίως κατηγορεί την ΕΕ ότι στην Αλβανία ανέχεται κραυγαλέες παραβιάσεις δημοκρατικών στάνταρντ, που σε καμία περίπτωση δεν θα ανεχόταν σε κράτη-μέλη της.
Αξίζει να σημειωθεί ότι οι παρατηρητές του Οργανισμού για την Ασφάλεια και τη Συνεργασία στην Ευρώπη (ΟΑΣΕ) έκριναν «κακές» ή «πολύ κακές» τις διαδικασίες καταμέτρησης των ψήφων στο ένα τρίτο (!) από τα 66 κέντρα καταμέτρησης που είχαν συγκροτηθεί ειδικά για τον σκοπό αυτόν.

Στην Αλβανία δεν καταμετρώνται οι ψήφοι επί τόπου στα εκλογικά τμήματα, επειδή έτσι θα γινόταν όργιο νοθείας, αλλά μεταφέρονται οι κάλπες από όλη τη χώρα σε ειδικά κέντρα καταμέτρησης, όπου υποτίθεται ότι διασφαλίζεται η ορθή καταμέτρηση. Τώρα βέβαια κατά πόσον οι κάλπες που φτάνουν στο κέντρο καταμέτρησης είναι οι ίδιες ακριβώς με αυτές που έφυγαν σφραγισμένες από τα εκλογικά τμήματα, αυτό είναι άλλου (Αλβανού!) παπά Ευαγγέλιο.

Ο Ράμα απείλησε με «ατελείωτο κύμα διαμαρτυριών» αν ο Μπερίσα δεν συναινέσει σε επανακαταμέτρηση των αμφισβητούμενων ψήφων. Οι δηλώσεις πολιτικών στην Αλβανία δεν έχουν ποτέ ιδιαίτερη σημασία, οπότε είναι άδηλο αν ο Ράμα θα κατορθώσει να επιμείνει στην πολιτική ακύρωσης της Βουλής και συντήρησης του κλίματος αλλεπάλληλων διαδηλώσεων.
Αν ναι, αυτό θα οδηγήσει αργά ή γρήγορα σε κλιμάκωση της αναταραχής και στην πρόκληση σύγκρουσης με ενδεχομένως βίαιες πτυχές. Αν όχι, δεν αποκλείεται καθόλου να «φαγωθεί» ο... ίδιος ο Ράμα από σκληροπυρηνικά στελέχη των σοσιαλιστών, με πρόσχημα την αποτυχία του να αποτρέψει τη νοθεία σε βάρος του κόμματος από τον Μπερίσα.
Εξαγωγή της κρίσης

Μεγάλη Αλβανία και αναστάτωση

Η πολιτική αστάθεια που προκαλεί αυτή η εσωτερική σύγκρουση στην Αλβανία ενδέχεται να έχει επιπτώσεις και στην Ελλάδα, καθώς ο Σαλί Μπερίσα κάνει και κινήσεις εξαγωγής της κρίσης στο εξωτερικό. Υπό το πρίσμα αυτό πρέπει να ερμηνευθεί και η πρόσφατη δήλωση του Αλβανού πρωθυπουργού ότι «η Αλβανία, το Κόσοβο και τμήμα της Μακεδονίας όπου διαμένουν κυρίως Αλβανοί οφείλουν να ανοίξουν τα σύνορα για να ενεργοποιηθούν οι σχέσεις μεταξύ των Αλβανών», η οποία προκάλεσε την άμεση αντίδραση του Ρώσου υπουργού Εξωτερικών Σεργκέι Λαβρόφ. Η απαίτηση του Μπερίσα συμπεριλαμβάνει και την ελληνική περιοχή της «Τσαμουριάς», είχε σημειώσει το ρωσικό πρακτορείο ΡΙΑ - Νόβοστι.

Stern warning to Skopje from Parvanov over 'minority' claim

SOFIA (ANA-MPA - B. Borisov) Bulgarian President Georgi Parvanov on Thursday warned the government in the Former Yugoslav Republic of Macedonia (FYROM) to retract statements regarding the existence of an ethnic 'Macedonian' minority in Bulgaria's Pirin region or jeopardise the country's prospects of joining the EU.

An announcement released by the Bulgarian presidency's press office on Thursday quotes Parvanov's stern reaction to a statement made by FYROM Prime Minister Nikola Gruevski - who referred to "Macedonians of Vardar, the Aegean and Pirin" - and his warning that Sofia's support for FYROM's EU accession was not "unconditional".

"I am bewildered by the position that has been expressed by the Prime Minister of neighbouring [FYROM]. I see it as unacceptable, as an expression of territorial claims. It is all the more unacceptable as [FYROM] aspires to become a member of the EU,” Parvanov said on Thursday, during an official visit to Australia.

Albania's Police Chief Replaced

Ahmet PrenciAlbania's Interior Ministry announced in a Wednesday statement that the general director of police, Ahmet Prenci, had resigned his post and would be replaced by his deputy, Hysni Burgaj.

Officially, Interior Minister Lulzim Basha accepted Prenci's resignation for health reasons.
“During this period Albania's state police achieved [good] results in the fight against crime; it built and strengthened the relationship with international partners,” said Basha in a statement praising Prenci's work.

Prenci took the reins of Albania's state police three years ago. In the intervening years, he achieved a series of successes in the fight against organised crime. However, he will be best remembered for the positive role that the police played in the 2007 local elections and in the June 28, 2009, parliamentary poll.

Traditionally, police in Albania had been used by politicians to deform the electoral process, and the force's successful management of the last two electoral processes elicited praise from international institutions.

Basha was officially presented by Burgaj in a ceremony on Thursday. Prior to serving as deputy director of state police he was the head of police in the districts of Kukes and Gjirokastra.

Orikum, protesters clash with Police District of Vlora

Hundreds of people in Orikum, 20 km from Vlora, are clashed today with police forces and shot with rocks and hard stuff. Cause is made ownership of a land surface, which residents claim is their property.

Former Agricultural Farm workers strongly protested and threw items at the police strong, when blue uniforms came to the area of construction of the building, which has an "old owner".

The protesters claim that their property is, as in the 90s, they have taken to the right of this property under the 7501 law. But the property according to albanian media was known former owners, who possess the "appropriate documentation".

Orikum, or old Hellenic center known as Orikus before ottoman invasion, during to dictator period, is known as the "Traktat of Varsavia" Naval Base for submarines. After destructing of Albanian army in 1997, the old Naval Base is on the NATO hand since Albania joint NATO alliance in April 2009.

Greece celebrates Oct. 28 national holiday

President of the Hellenic Republic Karolos Papoulias on Wednesday attended the military parade held in the northern Greek city of Thessaloniki to mark the October 28 national holiday - or Ochi Day - which commemorates Greece's decision to defy the Axis powers and join World War II on the side of the Allies.

In statements immediately after the end of the parade, Papoulias referred to the present-day relevance of the messages of that time, the legacy of national resistance and the sacrifices of people that had laid down their lives to defend Greece's freedom.

"The struggle continues today on many levels for the defence of the country and its territorial integrity, for a better future, for better health, for better education, for a new social conscience, a sense of solidarity with the weak and persecuted, for the creation of a country that embraces all of us and especially the young people that live with the dream of a better life," he said.

National Defence Minister Evangelos Venizelos said the day was a reminder that "we must be united, responsible, optimistic and proud," while stressing that this demanded a nationwide effort.
"This is the effort the government is directing and it is in this effort that we invite all Greek men and women to participate, without any kind of political discrimination, in order to make our country stronger, more competitive and better for all of us," he said.

Main opposition New Democracy Parliamentary group secretary Yiannis Tragakis, who represented ND leader Costas Karamanlis, stressed that the "heart of Greece today beat in Macedonia, in Thessaloniki" and underlined ND's pride in "our armed forces youth".
"Let us all take as our example the sacrifices of the heroes of 1940. Let us today all say no to terrorism, say a big no to corruption and a big yes to democratic processes, a big yes to transparency and a big yes to the unity of Greeks," he added.

Popular Orthodox Rally (LAOS) George Karatzaferis noted that, 69 years after 1940, Greece "must again say no, but this time to an enemy that lies within the gates. We must defeat terrorism. We must defeat that which seriously harms democracy."

The parade in Thessaloniki was also attended by the candidates for main opposition ND's leadership, Antonis Samaras, Dora Bakoyannis, Thessaloniki Prefect Panagiotis Psomiadis and Dimitris Avramopoulos, in addition to the usual military leadership and local government officials.
After the parade, Thessaloniki Mayor Vassilis Papageorgopoulos held an official luncheon in honour of President Papoulias, who expressed satisfaction that the Egnatia Highway now linked Thessaloniki directly with the northwestern Greek city of Ioannina, saying that this would greatly boost cooperation between the two cities.

In Athens, as in every other municipality of Greece, the day was marked by parades of school children throughout the country. The parade in central Athens going past Syntagma Square was attended by Education, Lifelong Learning and Religions Minister Anna Diamantopoulou and had been preceded by a celebratory mass and the laying of wreaths at the Monument of the Unknown Soldier by Athens Mayor Nikitas Kaklamanis, other local government officials and representatives of the political parties.

EU foreign ministers fail to discuss Albania's bid

LUXEMBOURG -- "Technical reasons" prevented the EU foreign ministers from discussing Albania's request for EU candidate country status on Tuesday (October 27th).

The Swedish EU presidency said the delay was not for political reasons. "The only reason for the delay is that the German parliament is expected to convene soon âs since Germany went through elections recently," Swedish Foreign Minister Carl Bildt said.

Albania applied for candidate status in April.

Bollanos - Berisha meeting

On the the meeting with all the mayors, the Albanian Prime Minister Sali Berisha met especialy with the mayor of Himara Vasilis Bolanos.

The debate was a very good atmosphere. Present at the meeting was an adviser to Prime Minister on issues of local government.

The President of Omonia and Himara Mayor informed Mr. Berisha for the problems facing in Himara Region such as property, investments, infrastructure, etc..

Albanian Prime Minister were received complaints from the president of Omonia on the unacceptable behavior of some local politicians in the Democratic Party who fired Omonia after the recent elections in July.

The two men renewed their meeting where they will investigate the issue more thoroughly.

Albanian cabinet backs investigations against lawmakers, ministers

TIRANA, Albania -- The government has voiced readiness to strip immunity from any parliamentary member or minister, should they face legal proceedings. "Every request from legal institutions to remove a lawmaker's immunity will be accepted," Prime Minister Sali Berisha said on Saturday (October 24th), reacting to calls from the US and British embassies in Tirana to do more in this area.

The parliamentary majority led by Berisha's ruling Democratic Party has insisted that it is impossible to adopt such a law given the absence of the opposition. The Socialist Party has been boycotting parliament to protest what it describes as the "manipulation" of the June general elections.

At the same time, the SP and other opposition parties have criticised the government for obstructing legal proceedings against cabinet members accused of corruption

EU's Rehn urges Albanian government to resolve political crisis

BRUSSELS, Belgium -- EU Enlargement Commissioner Olli Rehn said on Thursday (October 22nd) that he expects the government to find a way out of the political standstill that has plagued Albania since the June 28th general elections.

The opposition Socialist Party insists the voting process was "manipulated" and has boycotted work in parliament until an investigation is conducted.

Speaking in Brussels, Rehn said the Albanian government must demonstrate more commitment to political stability and evolve its European orientation.

Οι τελευταίες εξελίξεις στην περιοχή των Βαλκανίων, καταδεικνύουν περίτρανα τις παραπάνω επισημάνσεις.

· Αιγαίο: Αδιευκρίνιστες θέσεις και απόψεις, για την γεωστρατηγική σημασία και αξία των 12 ναυτικών μιλίων, που με βάση τις Διεθνείς συνθήκες και αποφάσεις δικαιούται στην πράξη η Ελλάδα.

Για τον επιχειρησιακό χώρο του Αιγαίου, όπου η μετάγγιση των δυνάμεων περιορίζεται στις θαλάσσιες ή εναέριες δυνατότητες, εκτιμάται ότι κατ’ αρχήν πρέπει να εξασφαλισθεί η αυτάρκεια του κάθε νησιού και οπωσδήποτε να επιδιωχθεί η κυριαρχία στον εναέριο και θαλάσσιο χώρο ώστε με κατάλληλα αντίστοιχα μεταφορικά μέσα να είναι δυνατή η ενίσχυση του απειλουμένου νησιού.

Η διαμερισμάτωση της Ελλάδας και το νησιωτικό σύμπλεγμα δημιουργούν την ανάγκη υπάρξεως ανεξαρτήτων δυνάμεων σε όλους τους ενδεχόμενους άξονες εισβολής ή τουλάχιστον δημιουργίας προϋποθέσεων για την ταχεία μετάγγιση δυνάμεων από την μια περιοχή στην απειλούμενη περιοχή.

Albania's Politicians Continue Poll Row


Albanian Prime Minister Sali Berisha and opposition leader Edi Rama continue their verbal joust, which has kept the local political scene on its tiptoes for the last month, over the June 28 national elections.

Rama's Socialist Party is contesting the results of the parliamentary poll, seeking an investigation into alleged improprieties, and a recount. The party's 64 deputies are boycotting parliament, bringing major reforms to a virtual standstill.

On the other side the right-wing Berisha, claims that the election results represent the will of the electorate and, while accepting a parliamentary investigation into the poll, claims a recount is not viable.

Speaking in a Wednesday cabinet meeting, Berisha said that the courts had ruled on the election and that politicians could not circumvent their authority.

“The four voting regions where the opposition is seeking an investigation have already been reviewed by the judicial system,” said Berisha. “The request to impose political will above the ruling of the courts is absurd,” he added.

Responding to Berisha's statement, in what has become an almost daily ritual, Rama told a press conference that his party's battle to bring clarity to the election process was not over.

“This issue has not been resolved yet and we will do the impossible so it is not closed,” he said. “Albania today is at a crossroads and its main democratic institutions are in danger,” he warned.

On June 10, the Socialist Party staged a rally in Tirana, calling for a recount of the election ballots. The rally was attended by several thousand party supporters and was also backed by several minor opposition parties and various civil society groups.

An OSCE/ODIHR report on the parliamentary poll noted tangible progress with regard to the voter registration and identification processes, and in reform of the overall legal framework governing the election.

Although the electoral process was deemed an improvement on previous polls, it still did not meet internationally recognised election standards. Despite the Socialists' boycott, not everyone in the party agrees that the elections were stolen.

A group of deputies, headed by former ministers Ben Blushi and Arben Malaj, have contested the boycott and questioned Rama’s leadership, blaming him for what they say was a poorly run election campaign.

The EU and OSCE have also called on Rama to end the boycott.

Με δηλώσεις του στον αλβανικό σταθμό ALSAT, ο πρόεδρος του ΚΕΑΔ Βαγγέλης Ντούλες καυτηρίασε την στάση της αντιπολίτευσης στο θέμα που έχει προκύψει με την συμφωνία μεταξύ Ελλάδος και Αλβανίας για την οριοθέτηση των θαλασσίων συνόρων. Συγκεκριμένα:
Δημοσιογράφος: Υπήρξαν βαριές κατηγορίες από την αντιπολίτευση για αγοραπωλησία μιας σημαντικής υδάτινης επιφάνειας και για φαινόμενα διαφθοράς που συνόδευσαν τη συμφωνία αυτή.Ποια είναι η άποψή σας;

Β. Ντούλες: Είναι δικαίωμα κάθε ατόμου στη δημοκρατία κι άλλο τόσο των πολιτικών κομμάτων να είναι εις γνώσιν των εξελίξεων, να υπάρχει διαφάνεια. Όταν όμως αυτή η διαφάνεια είναι συγκυριακή, όταν χαρακτηρίζεται από σκοπιμότητα και κάτι τέτοιο ζητείται εκ των υστέρων, τότε κατ΄αρχήν χάνει την αξία η ουσία της διαφάνειας. Το ΚΕΑΔ αξιολογεί πως η Αλβανία διανύει άλλες εποχές και η ανάκληση των κραυγών του παρελθόντος για να εξυπηρετήσει κανείς τα συμφέροντα του παρόντος και του μέλλοντος, είναι ένα αποτυχημένο πείραμα.

Και με κάθε τρόπο ώστε τις εξωτερικές μας σχέσεις, τις σχέσεις με τους συμμάχους μας να τις αφήσουμε έξω από τις πολιτικές κόντρες, άλλο τόσο τις μικροκομματικές που περισσεύουν στην εδώ πολιτική πραγματικότητα.Δημοσιογράφος: Πόσο θα επηρρεάσει τις σχέσεις σας με τους συμμάχους και το Σοσιαλιστικό Κόμμα η προσφυγή από μέρους τους στο Συνταγματικό Δικαστήριο κατά της συμφωνίας για την υφαλοκρηπίδα με την Ελλάδα;

Β. Ντούλες: Το ΚΕΑΔ δεν παντρεύτηκε τις συμμαχίες. Το ΚΕΑΔ συμμαχεί και επενδύει σε κάθε συμμαχία με συγκεκριμένους πολιτικούς στόχους. Επομένως, το ΚΕΑΔ έχει τη δική του άποψη, κάνει τη δική του αξιόλογηση και έχει τα δικά του κριτήριά άσκησης πολιτικής.

Albania sea deal in doubt

A deal between Greece and Albania that aimed to settle a longstanding disagreement between the two countries over their sea borders and continental shelf rights could be scuppered by a legal challenge being mounted by opposition parties in Tirana, it emerged yesterday.

The agreement, signed in April by then Prime Minister Costas Karamanlis and his counterpart Sali Berisha, was due to be ratified by the country’s parliament on Monday.

However, Socialist opposition leader Edi Rama says the deal, which enforces a clear delineation in the Ionian Sea, lacks transparency and damages Albania’s sovereignty. Six parties are due to file an appeal with the country’s Constitutional Court to stop the accord being approved.

The Socialists’ campaign is seen as part of a wider effort to challenge Berisha’s government, which the opposition claims won June’s parliamentary elections thanks to voting irregularities.

Στις συμπληγάδες της εσωτερικής πολιτικής κρίσης που ταλανίζει την Αλβανία κινδυνεύει να συνθλιβεί η συμφωνία με την Ελλάδα για την οριοθέτηση των θαλάσσιων ζωνών στα στενά της Κέρκυρας, η οποία υπεγράφη τον περασμένο Απρίλιο στα Τίρανα σε πανηγυρική ατμόσφαιρα από τους πρωθυπουργούς των δύο χωρών. Η συμφωνία επρόκειτο να έρθει προς επικύρωση στο αλβανικό Κοινοβούλιο τη Δευτέρα, αποφασίστηκε όμως να ανασταλεί επ’ αόριστον, μολονότι επικυρώθηκε από τη Νομική Επιτροπή της Βουλής, ως αποτέλεσμα της εκστρατείας του αντιπολιτευόμενου Σοσιαλιστικού Κόμματος, που τελικώς προσέφυγε χθες στο Συνταγματικό Δικαστήριο της χώρας.Οι σοσιαλιστές, που κατά την υπογραφή της συμφωνίας δεν εξέφρασαν διαφωνία -μάλιστα ο κ.

Κ. Καραμανλής συναντήθηκε σε πολύ καλό κλίμα με τον ηγέτη τους κ. Εντι Ράμα- υποστηρίζουν εκ των υστέρων, και μετά την ήττα τους στις βουλευτικές εκλογές, ότι είναι «αναξιοπρεπής, αντισυνταγματική, θίγει την εθνική κυριαρχία και την εδαφική ακεραιότητα της χώρας». Ωστόσο, δεν προκύπτει σαφώς από τη δημόσια επιχειρηματολογία του κ. Ράμα και των άλλων επικριτών πώς ακριβώς και γιατί πλήττονται τα συμφέροντα της αλβανικής πλευράς. Μάλιστα, ο επικεφαλής της επιτροπής νομικών θεμάτων του Σοσιαλιστικού Κόμματος Ιλι Μανιάνι δήλωσε πως «η συμφωνία δεν έχει νομικά προβλήματα», ενώ η επιτροπή της Βουλής κατέληξε στο συμπέρασμα ότι «δεν θίγεται κανένα δικάιωμα του αλβανικού κράτους».Παρά ταύτα, η αντιπολίτευση φαίνεται να σχεδιάζει με την προσφυγή στο Συνταγματικό Δικαστήριο το πάγωμα σε πρώτο στάδιο και στη συνέχεια την ακύρωση της συμφωνίας. Αντικειμενικοί παρατηρητές στα Τίρανα εντάσσουν την κίνηση στην προσπάθεια της αντιπολίτευσης να πλήξει τον πρωθυπουργό Σαλί Μπερίσα, στο πλαίσιο της ολομέτωπης επίθεσης που έχει εξαπολύσει εναντίον του, αμφισβητώντας το εκλογικό αποτέλεσμα ως προϊόν νοθείας, μολονότι οι διεθνείς παρατηρητές δεν συμφωνούν με αυτήν την εκτίμηση.

Για τον λόγο αυτόν το Σοσιαλιστικό Κόμμα και οι σύμμαχοί του απέχουν συστηματικά από τη Βουλή μπλοκάροντας το μεταρρυθμιστικό έργο που πρέπει να υλοποιήσουν τα Τίρανα ώστε να εκπληρώσουν τα κριτήρια ένταξης στην Ε.Ε. Σε μία τέτοια ατμόσφαιρα παρατεταμένης πολιτικής οξύτητας, ευαίσθητα θέματα, όπως τα σύνορα και οι σχέσεις με τις γειτονικές χώρες, εμπλέκονται στην αντιπαράθεση εξάπτοντας εθνικισμούς και πυροδοτώντας ανέξοδο «πατριωτικό πυρετό», με κατηγορίες περί «εθνικών μειοδοτών», όπως αυτή εναντίον του κ. Μπερίσα, να εκτοξεύονται με μοναδική ευκολία.Η αλβανική κυβέρνηση δηλώνει ότι η συμφωνία υπερασπίζεται στο έπακρο τα εθνικά συμφέροντα και κατηγορεί την αντιπολίτευση ότι προσπαθεί να πλήξει τις σχέσεις με την Ελλάδα.

Είναι χαρακτηριστικά τα όσα δήλωσε ο αντιπρόεδρος της κυβέρνησης και υπουργός Εξωτερικών Ιλιρ Μέτα: «Ο χειρισμός της υπόθεσης από την ηγεσία της αντιπολίτευσης οδηγεί σε έναν επικίνδυνο δρόμο χωρίς κατάληξη, ο οποίος ενθαρρύνει τα συναισθήματα ξενοφοβίας έναντι γειτονικών χωρών, επαναφέρει πνεύμα αντιπαλότητας και απομόνωσης στην περιφερειακή πολιτική ειρήνης και σταθερότητας που με συνέπεια έχει ακολουθήσει η Αλβανία, ενώ την ίδια ώρα έχει ως στόχο την υπονόμευση των εξαίρετων σχέσεων με την Ελλάδα». Ο κ. Μέτα κάλεσε το Σοσιαλιστικό Κόμμα να κρατήσει αποστάσεις «από εξτρεμιστικές εμπνεύσεις που βλάπτουν τις σχέσεις καλής γειτονίας, όπως είναι οι εκκλήσεις για καύσεις σημαιών γειτονικών χωρών», και τόνισε πως «η εποχή του εξτρεμισμού και του εθνικισμού στα Βαλκάνια έχει τελειώσει».

Στο συνταγματικό Δικαστήριο της Αλβανίας συζητείται η συμφωνία μεταξύ Ελλάδας και Αλβανίας για τα χωρικά ύδατα στο Ιόνιο, ύστερα από προσφυγή της αξιωματικής αντιπολίτευσης της γειτονικής χώρας να κηρυχθεί αντισυνταγματική με την αιτιολογία ότι πρόκειται για παραχώρηση προς τη χώρα μας. Χθες η Αλβανική Βουλή ανέβαλε την επικύρωση της συμφωνίας, που υπεγράφη στα Τίρανα τον περασμένο Απρίλιο μεταξύ των υπουργών Εξωτερικών των δύο χωρών, λόγω των αντιδράσεων της αντιπολίτευσης.

The Albanian government, is preparing a plan "as well studied" against the rightful owners on the coastline who have built on their own land, even with beneficence and advice of Prime Minister Berisha, who declared "more floors for tourism" during the recent visit that he developed last August in Himara. According to information, only in the Municipality of Himara, are "cut sheets of massive demolition".

These trends are illustrated in an escalation of ethnic conflict, when against the Albanian government is opened an international process with the World Bank for the demolition of the village Jali in Himara Municipality, on April 2007, by further processes penal against the Mayor Vasilis Bollanos and other residents of Himara all with the greek nationality who continue to be prosecuted by Vlora Attorney for rebellion against Himara police station two years ago.

Before those facts, there are double standards required, the other in the south of Albania, and another in the north of the country. Anyway the people of Himara are waiting for final decision, supporting the Mayor and President of Omonia Vassilis Bollanos as interlocutor with the Albanian Government.

Προσφυγή του Έντι Ράμα στο δικαστήριο για την ελληνοαλβανική συμφωνία

Στο Συνταγματικό Δικαστήριο της Αλβανίας θα προσφύγει το Σοσιαλιστικό Κόμμα της χώρας για τη συμφωνία που η κυβέρνηση του Σαλί Μπερίσα υπέγραψε με την Ελλάδα για την οριοθέτηση των θαλασσίων ζωνών στο Ιόνιο Πέλαγος, σύμφωνα με όσα δήλωσε ο πρόεδρος του κόμματος, Έντι Ράμα, στον τηλεοπτικό σταθμό Top Channel.

Μετά τις αντιδράσεις διαφόρων εθνικιστικών οργανώσεων και ορισμένων βουλευτών του Σοσιαλιστικού Κόμματος για την υπογραφείσα συμφωνία, ο επικεφαλής της αλβανικής αξιωματικής αντιπολίτευσης δήλωσε, σε συνέντευξη Τύπου: "η συμφωνία αυτή είναι απολύτως λανθασμένη και ανάξια και γι' αυτό πρέπει να βρεθούν τρόποι επαναδιαπραγμάτευσής της. Αυτοί που θα εκπροσωπήσουν τη χώρα μας να το κάνουν με αξιοπρέπεια και σεβασμό, στο πλαίσιο της καλής γειτονίας".

Στο μεταξύ, ο αντιπρόεδρος της αλβανικής κυβέρνησης και υπουργός Εσωτερικών, Ιλίρ Μέτα, απηύθυνε έκκληση στην αντιπολίτευση και τον αρχηγό της, Έντι Ράμα, να αποστασιοποιηθούν από τέτοιες ενέργειες εθνικιστικών κύκλων, που αποσκοπούν, όπως είπε, να βλάψουν τις άριστες ελληνοαλβανικές σχέσεις. "Η συμφωνία αυτή είναι διαφανής και συνάδει με το διεθνές δίκαιο και το δίκαιο της θάλασσας", τόνισε ο κ. Μέτα.

Η απόφαση του Σοσιαλιστικού Κόμματος να προσφύγει στο Συνταγματικό Δικαστήριο θα "παγώσει" την επικύρωση της συμφωνίας από την αλβανική βουλή, καθώς θα πρέπει πρώτα ν' αποφανθούν οι αρμόδιες δικαστικές αρχές.

Ντούλες κατά Μπερίσα και Ξέρα: Διώχνετε έλληνες από τη δουλειά

Στη χθεσινοβραδυνή συζήτηση στη βουλή όπου συζητούνταν η έκθεση της Ευρωπαϊκής Ένωσης σχετικά με την υλοποίηση των στόχων της Συμφωνίας Σύνδεσης και Σταθερότητας εκ μέρους της αλβανικής κυβέρνησης, πήρε το λόγο και ο πρόεδρος του ΚΕΑΔ κ. Β. Ντούλες.

Ο κ. Ντούλες επεσήμανε πως "ενώ αυτή η κυβέρνηση έχει ως προτεραιότητα την ευρωπαϊκή ένταξη, ωστόσο καθημερινά εκδιώκει από τη δημόσια διοίκηση μέλη της εθνικής ελληνικής μειονότητας.

Κάτι τέτοιο γίνεται, συνέχισε ο Ντούλες, μόνο και μόνο επειδή εκπρόσωποι αυτής της μειονότητας δεν είναι μέλη του Δημοκρατικού Κόμματος ή δεν δέχονται να υπηρετήσουν μέλος αυτής της κυβέρνησης".

Τα βέλη των δηλώσεων Ντούλε στη Βουλή δεν κατευθύνονταν μόνο προς τον αλβανό πρωθυπουργό Μπερίσα, αλλά και προς το μέλος της κυβέρνησής του κ. Σπύρο Ξέρα ο οποίος και προεκλογικά, αλλά και μετεκλογικά εξεδίωξε από το αλβανικό δημόσιο όλα εκείνα τα μέλη της μειονότητας που δεν στήριξαν τον ίδιο και το κόμμα του Σαλί Μπερίσα κατά τις προηγούμενες εκλογές.

Σημαντική παρέμβαση Ντούλε στη βουλή: Ο Μπερίσα δεσμεύεται για απογραφή των εθνικών μειονοτήτων

Παρόντος του αλβανού πρωθυπουργού Σαλί Μπερίσα έγινε αργά το απόγευμα σήμερα στην αλβανική βουλή συζήτηση σχετικά με την έκθεση της Ευρωπαϊκής Ένωσης για την πρόοδο της χώρας στα πλαίσια της συμφωνίας σταθερότητας και σύνδεσης της Αλβανίας με την Ευρωπαϊκή Ένωση.

Στην ομοιομορφία απόψεων που εξέφρασαν οι κυβερνητικοί βουλευτές, "παραφωνία" ήταν η πλέον σημαντική παρέμβαση του προέδρου του ΚΕΑΔ κ. Βαγγέλη Ντούλε.

Ο κ. Ντούλες ως η μοναδική αντιπολιτευτική φωνή αυτή τη στιγμή στην αλβανική βουλή, επεσήμανε γενικότερα πως οι εκλογές της 28ης Ιουνίου δεν εκπλήρωσαν τις προδιαγραφές και τις προσδοκίες της Ευρωπαϊκής Ένωσης και την περίοδο που πέρασε διαπιστώθηκε σοβαρή καθυστέρηση στην υλοποίηση των απαιτήσεων της συμφωνίας Σύνδεσης και Σταθερότητας.

Επίσης ο πρόεδρος του ΚΕΑΔ, αναφερόμενος στα όσα η έκθεση αναφέρει για τις μειονότητες, επεσήμανε για άλλη μια φορά το πόσο μακριά βρίσκεται η Αλβανία στο θέμα σεβασμού των εθνικών και άλλων μειονοτήτων.

Εντωμεταξύ αμέσως μετά απάντησε στον πρόεδρο του ΚΕΑΔ ο αλβανός πρωθυπουργός Σαλί Μπερίσα ο οποίος δεσμέυτηκε ότι κατά τη διάρκεια της κυβερνητικής του θητείας θα κάνει απογραφή του πληθυσμού των μειονοτήτων όπου να αναγράφεται το ερώτημα σχετικά με την εθνικότητα, αλλά και άλλα χαρακτηριστικά.

Γκέρχαρτν Σρέντερ: Μεγάλο λάθος η αναγνώριση της ανεξαρτησίας του Κοσόβου

Η αναγνώριση της ανεξαρτησίας του Κοσόβου ήταν μεγάλο λάθος, δήλωσε ο πρώην Καγκελάριος της Γερμανίας, Γκέρχαρτν Σρέντερ.

Σε συνέντευξή του στο σερβικό εβδομαδιαίο περιοδικό "ΝΙΝ", ο κ. Σρέντερ ανέφερε ότι "η αναγνώριση της ανεξαρτησίας, που κήρυξε μονομερώς το Κόσοβο, από κάποιες ευρωπαϊκές χώρες έγινε υπό τις ασφυκτικές πιέσεις των ΗΠΑ" και εκτίμησε ως πρόωρη την απόφαση αυτή.
"Δεν είναι τυχαίο ότι τα 2/3 της διεθνούς κοινότητας δεν αναγνωρίζουν την ανεξαρτησία του Κοσόβου", τόνισε ο Σρέντερ, δηλώνοντας ότι συνεχίζει να είναι επικριτής της ανεξαρτησίας.
Ο πρώην Καγκελάριος της Γερμανίας τάχθηκε υπέρ της ένταξης της Σερβίας στην Ευρωπαϊκή Ένωση.
"Η Σερβία έχει δημοκρατική φιλοευρωπαϊκή κυβέρνηση και πρόεδρο, ο οποίος ασκεί άψογα τα καθήκοντα του.
Η Ε.Ε.οφείλει να στηρίξει την πολιτική αυτή, γιατί, αντιθέτως, υπάρχει κίνδυνος να ενισχυθούν οι αντιευρωπαϊκές, οπισθοδρομικές δυνάμεις και αυτό θα ήταν καταστροφικό, όχι μόνο για τη Σερβία αλλά και για την Ευρώπη", εκτίμησε ο κ. Σρέντερ, επισημαίνοντας την ανάγκη επίσπευσης των διαδικασιών για την ευρωπαϊκή ολοκλήρωση της Σερβίας.

Albania's PM Praises Progress Report

Helmut Lohan and Sali BerishaAlbanian Prime Minister Sali Berisha has praised the European Commission, EC, progress report on Albania, during a meeting with the EC delegation head in Tirana, Helmut Lohan.

“We have passed a very important test, in front of Albania's citizens, our international friends and the European Commission: the [parliamentary] elections. And, in this context, the EU has a very objective valuation,” Berisha said in a statement. “All the objective criticism [...] in the report towards the government and the institutions in our country, will be treated seriously,” he added.

Brussels says in the progress report that the June 28 parliamentary elections met most international standards, although “further efforts are needed to address the shortcomings identified”. The opposition Socialist Party has contested the result of the election, claiming it was marred by fraud, and has since launched a boycott of parliament.

Albania has applied for EU membership. More than six months have passed since submission, and the EU Council has yet to authorise the EC to start preparing an opinion, or “avis” on Albania’s readiness to join the bloc. The Commission has reiterated that it is ready to start preparations for the opinion, “once invited by the Council".

“Albania needs to make progress, in particular, regarding the rule of law and, notably, the fight against corruption, as well as the proper functioning of state institutions, especially the independence of the judiciary”, the EC report says. Administrative and enforcement capacities require further strengthening, it adds.

Speaking to reporters after passing the EC report to the Albanian government, Lohan said that “the relationship between the EU and Albania is encouraging”. “I welcome the interest expressed [by the government in] the report, and the attention that it will receive in the coming months,” he added.

Albanian authorities arrested a local imam, Artan Kristo, on charges of inciting terrorist acts on Monday afternoon, in the port city of Durres.

In a press statement, the General Prosecutor's Office, said that the investigation into Kristo's activities started in July and is ongoing, underlining that enough information had been gathered to warrant his arrest.

Kristo, also know as Muhamed Abdullah, is accused of “publicly inciting and propagating terrorist acts”. He is also charged with calling for jihad in the AlbSelafi.net online forum.

While historically Albanians have practiced a traditional, tolerant form of Sunni and Bektashi Islam, now a third, more radical school is gradually being introduced.

According to observers, the Selefi sect of Islam, which currently enjoys the adherence of a small minority in Albania, associated with imams who mostly studied in the Middle East after the collapse of communism, has been persistently seeking to gain control of Albania's Muslim Community, AMC, the country's leading Islamic organisation.

In a paper published in August 2008 for the Advanced Research and Assessment Group of the British Defence Department, historian Miranda Vickers argues that the Selefi sect is garnering increasing support in Albania from young men favouring a stricter, more rigorous interpretation of Islam, as practiced in some Arab states.

Kristo had formerly worked in 2002 as a representative of the El-Haramain Foundation, an Islamic charity with alleged ties to Al-Qaida. The El-Haramain offices in Albania were closed in 2004 and the charity banned, after its inclusion on the US State Department's terrorist watch list.

Since the mid-1990s thousands of young Sunni Muslim Albanians have travelled to Arab and Asian countries on educational scholarships, with many returning to Albania having embraced different religious schools to the Hanefi, which is traditionally predominant in the Balkans.

A secret service official in Tirana told Balkan Insight that the activities of "Islamic radicals were being closely monitored as a serious threat to national security." Albania's Secret Service, SHISH, has been closely cooperating with the CIA since the 2001 attacks on the Pentagon and World Trade Centre......................

Albanian police seize illegal motorboats along Vlora coast

TIRANA, Albania -- Border police along Vlora's coastline seized two motorboats in an operation Saturday (October 10th). Lacking proper documents for sailing in Albanian waters, the dinghies were confiscated.

Police patrols in the region have intensified since June, when the coast was re-opened for commercial use after a three-year ban enforced by the current Democratic Party rule.

Albania's coastline has posed a serious problem since the early 1990s due to illegal immigration and drug smuggling.

«Ξαναζεσταίνεται» η «Μεγάλη Αλβανία», οι ιμπεριαλιστικές δυνάμεις θέλουν να υπάρχει αβεβαιότητα στα Βαλκάνια, ώστε να έχουν το πρόσχημα για νέες επεμβάσεις

Tα νερά της επιφανειακής ηρεμίας στα δυτικά Βαλκάνια τάραξε ο Αλβανός πρωθυπουργός Σαλί Μπερίσα με το που ξεκίνησε, στις αρχές της βδομάδας, τη διήμερη περιοδεία του στο Κοσσυφοπέδιο. Αφορμή η αμφιλεγόμενη δήλωσή του για την «ανάγκη ενοποίησης των αλβανικών εδαφών στα Βαλκάνια το συντομότερο δυνατόν» και την «κατάργηση των συνόρων» μεταξύ των αλβανικών περιοχών της Βαλκανικής (ΠΓΔΜ, Αλβανία, Νότια Σερβία, Κοσσυφοπέδιο κ.ά.). Η άμεση και έντονη αντίδραση της Ρωσίας τον ανάγκασε σε λεκτική στροφή 180 μοιρών.

Ο Ρώσος υπουργός Εξωτερικών, Σεργκέι Λαβρόφ, έσπευσε να εκφράσει τη «βαθιά ανησυχία» της Μόσχας για τις δηλώσεις Μπερίσα και να σημειώσει πως η χώρα του θα επιμείνει στην «αναγκαιότητα του σεβασμού του διεθνούς δικαίου, του σεβασμού των αποφάσεων του Συμβουλίου Ασφαλείας του ΟΗΕ και της αποφυγής οποιωνδήποτε μονομερών ενεργειών (όπως η μονομερής ανεξαρτησία του Κοσσυφοπεδίου το Φλεβάρη του 2008), που έρχονται σε αντιπαράθεση με τον Καταστατικό Χάρτη του ΟΗΕ και τις αρχές του ΟΑΣΕ. Ο Λαβρόφ, μάλιστα, (ενώπιον του Σέρβου ομολόγου του Βουκ Γέρεμιτς που είχε μεταβεί στη Μόσχα για να προετοιμάσει το επικείμενο ταξίδι του Ρώσου προέδρου στο Βελιγράδι) πρόσθεσε με νόημα πως η Ρωσία θα συμμετάσχει στις ακροάσεις που ξεκινά το Δεκέμβρη το Διεθνές Δικαστήριο Διαιτησίας της Χάγης. Εκεί, δηλαδή, όπου έχει προσφύγει η Σερβία ζητώντας απ' το δικαστήριο να αποφανθεί εάν η μονομερής κήρυξη ανεξαρτησίας του Κοσσυφοπεδίου είναι παράνομη ή νόμιμη...Ανοιχτό το ζήτημα των συνόρων

Με άλλα λόγια, η ρωσική κυβέρνηση άδραξε και αυτή την αφορμή προκειμένου να υπενθυμίσει πως το ζήτημα του Κοσσυφοπεδίου παραμένει ανοιχτό, παρά τις ιμπεριαλιστικές επεμβάσεις της Δύσης. Και θα τεθεί, αργά ή γρήγορα, ξανά επί τάπητος, είτε με δήθεν «βελούδινο τρόπο» (όπως δήλωνε το 1999 ως υπουργός Εξωτερικών της Ελλάδας και νυν πρωθυπουργός ο Γιώργος Παπανδρέου αναφερόμενος στις αλλαγές συνόρων στα Βαλκάνια), είτε με την κλασική μέθοδο των όπλων... που επίσης οι κυβερνήσεις ΠΑΣΟΚ και ΝΔ συνδράμουν τους ιμπεριαλιστές.

Γεγονός πάντως είναι πως η αντίδραση της Μόσχας έκανε τον Σαλί Μπερίσα να ανασκευάσει τις αρχικές δηλώσεις του, αποδίδοντας το σάλο σε «μεταφραστικό λάθος απ' την αλβανική στη ρωσική γλώσσα». Ετσι, μετά τις δηλώσεις του περί του «αδιαίρετου - αδελφού» έθνους Αλβανίας και Κοσσυφοπεδίου, ο Μπερίσα άρχισε ένα λογύδριο περί της αντίθεσης των Τιράνων στην ένωση των δύο «χωρών» μεταξύ τους, υπογραμμίζοντας απ' την άλλη τη στρατηγική επιλογή αμφοτέρων για ένταξή τους στην ΕΕ. Για να προλάβει τη νέα αντίδραση της Μόσχας (η οποία προηγουμένως είχε καλέσει ΝΑΤΟ και ΕΕ να βάλουν στη ... θέση του τον Αλβανό πρωθυπουργό), ο Μπερίσα διευκρίνισε πως Αλβανία και Κοσσυφοπέδιο θα πρέπει να ενταχθούν ξεχωριστά στην ΕΕ. Μολονότι (κατά τον Αλβανό πρωθυπουργό) το κοινό «ιδεώδες» Τιράνων - Πρίστινας είναι το «ευρωπαϊκό»...

Περί «Μεγάλης» Αλβανίας....

Βεβαίως, οι αντιδράσεις της Μόσχας δεν προέκυψαν ούτε από μεταφραστικό λάθος, ούτε στηρίχτηκαν στα λόγια του Αλβανού πρωθυπουργού. Προήλθαν κυρίως απ' τα πεπραγμένα και τα σχέδια της αλβανικής κυβέρνησης που ενισχύουν με τον πιο κατηγορηματικό τρόπο τα σενάρια της «Μεγάλης Αλβανίας». Σενάρια που επανέρχονται, κάθε τόσο, στο προσκήνιο της επικαιρότητας κυρίως επειδή οι ιμπεριαλιστικές δυνάμεις φροντίζουν να φορτίζουν, κατά διαστήματα, την περιοχή με ένταση, ώστε να εξασφαλίζουν ρόλο και λόγο. Με τη γνωστή τακτική του «διαίρει και βασίλευε».

Πάντως, ο Μπερίσα δε βρέθηκε τυχαία στην Πρίστινα. Υπέγραψε έξι συμφωνίες που αφορούσαν τη διευκόλυνση των μετακινήσεων και των μεταφορών, ενώ έθεσε, όπως είπε επί λέξει, το λιμάνι Σεντζίν (βόρεια του Δυρραχίου) της Αδριατικής στη διάθεση του Κοσσυφοπεδίου. «Το λιμάνι του Σεντζίν είναι τώρα η έξοδος του Κοσσόβου στη θάλασσα», είπε μετά την υπογραφή συμφωνιών για την ανεμπόδιστη κυκλοφορία των Αλβανών μεταξύ των δύο χωρών και την προώθηση της συνεργασίας των τελωνειακών και των αστυνομικών συνοριακών αρχών. Βέβαια, ο ευρύτερος στόχος πίσω απ' τον σημερινό κατασκευαστικό οργασμό στην Αλβανία, διά της δημιουργίας ή εκσυγχρονισμού οδικών, σιδηροδρομικών δικτύων και λιμανιών της περιοχής, είναι (μεταξύ άλλων) και η μετατόπιση του διαμετακομιστικού εμπορικού κέντρου των Βαλκανίων απ' το λιμάνι της Θεσσαλονίκης στα λιμάνια του Δυρραχίου και του Σεντζίν... Αλλωστε, αυτό απαιτούν και οι γνωστοί ενεργειακοί σχεδιασμοί σχετικά με τη χάραξη των νέων δρόμων του πετρελαίου και του φυσικού αερίου στο πλαίσιο της συνεχιζόμενης ενδοϊμπεριαλιστικής κόντρας Δύσης - Ρωσίας.

Μοιραία, λοιπόν, ο Αλβανός πρωθυπουργός αναφέρθηκε στα προ τεσσάρων μηνών εγκαίνια του νέου σύγχρονου οδικού δικτύου (ύψους 600 εκατ. ευρώ αμερικανο-τουρκικής κοινοπραξίας) που περνά μέσα από ορεινές περιοχές της Βόρειας Αλβανίας και φθάνει μέχρι το Κοσσυφοπέδιο, μειώνοντας κατά δύο ώρες την έως τότε οκτάωρη διαδρομή Τίρανα - Πρίστινα...

Απ' την άλλη, θα πρέπει να αναφερθεί ότι έμειναν άκαρπες οι πιέσεις που άσκησε ο Μπερίσα στον διοικητή των ΝΑΤΟικών δυνάμεων της KFOR στο Κοσσυφοπέδιο, Μάρκους Μπέντλερ, για συμμετοχή και Αλβανών (με την ιδιότητα πλέον της χώρας - μέλους του ΝΑΤΟ) στη δύναμη. Ο Μπερίσα δήλωσε μετά τη συνάντησή του με τον Μπέντλερ ότι η Αλβανία δε θα συμμετάσχει στην KFOR γιατί μπορεί και με άλλους τρόπους να συμβάλει στη σταθερότητα του Κοσσόβου... Προφανώς, επειδή η έστω και συμβολική συμμετοχή των Αλβανών στην KFOR θα προκαλούσε εύλογα τις εντονότατες διαμαρτυρίες του Βελιγραδίου και της Μόσχας...

Εννοείται βέβαια ότι κατά τις συναντήσεις του Μπερίσα με την ηγεσία των Κοσσοβάρων Αλβανών δεν έγινε η παραμικρή νύξη πάνω στο οργανωμένο έγκλημα και στα λαθρεμπόρια ναρκωτικών, που μαστίζουν την ευρύτερη περιοχή, κρατώντας δέσμιους τους λαούς. Πώς θα μπορούσαν άλλωστε, αφού τόσο ο Μπερίσα όσο και οι πρώην αυτονομιστές του UCK, που είναι εδώ και χρόνια «κυβέρνηση» στο Κοσσυφοπέδιο, έχουν λερωμένη τη φωλιά τους; Το βέβαιο μετά από όλα αυτά είναι ότι η κατάσταση φαινομενικής ευρω-ατλαντικής «σταθερότητας και ειρήνης» που έχει επιβληθεί στην περιοχή, με τη δύναμη των όπλων, θα ανατραπεί, αργά ή γρήγορα, και πάλι. Προκαλώντας νέα δεινά στους λαούς της ευρύτερης περιοχής...

Albania Opposition Protests "Stolen" June Election


Albania's opposition Socialist Party took to the streets on Saturday to demand a recount of votes from June's general election which they say was stolen.

The Socialists have been boycotting parliament since the June 28 election which gave the ruling Democratic Party a second mandate by the smallest margin in any election since the end of communism in Albania.

In the first of what organisers said would be an ongoing series of protests, thousands of opposition supporters gathered outside Prime Minister Sali Berisha's office chanting: "Where is my vote?" and "Open the ballot boxes."

"If Sali Berisha will lock up with force the sovereign decision of the majority of Albanians inside the ballot boxes, we shall start the unending wave of protest of our people all over Albania, " Socialist leader Edi Rama told the crowd.

Rama said his Socialists were boycotting parliament as they did not want "share the blame in the theft of the votes."

"We want parliament to investigate the June 28 parliamentary elections and every illegal element during the elections so they will never be repeated," Rama said.

Western observers said the vote was an improvement on previous elections but had fallen short of the highest international standards. The vote count was delayed because of quarrels over breaches of procedure.

Both the Central Election Commission and the electoral courts found the Democratic Party had won 70 seats, the Socialists 66 and the SIM 4 seats.

Ballot boxes considered to be "irregular" have not been reopened, to the anger of the Socialists who say a recount of those votes would prove they had won.

Berisha told the Socialists shortly before the rally to take their complaints to the prosecutor's office and added that reopening the ballot boxes ran contrary to the law.
