Biden makes his way to Priština

PRIŠTINA U.S. Vice President Joseph Biden will be visiting Kosovo this Thursday.

According to earlier announcements, he will first be visiting the Kosovo assembly. Police announced that they would be blocking off entire streets in Priština for several hours.Security measures are at their highest at the airport, on Kosovo’s main roads and streets, and there are American flags on display throughout the city, denoting the importance given to the visit.

This will be the first visit by one of the highest ranking official of the American administration since the Kosovo Albanians unilaterally proclaimed independence from Serbia in February of last year. Biden is expected to address the Kosovo assembly, but before that, he will be meeting with Kosovo President Fatmir Sejdiu and Prime Minister Hashim Thaci.

Sejdiu will present Biden the “Golden Order of Freedom” during his visit. The U.S. Vice President will also be visiting the Serbian Orthodox monastery Visoki (High) Dečani later in the day, and will also be going to the U.S. Bondsteel military camp near Uroševac. Albanian language media have called Biden’s visit a “strong act of support from the United States of America for independent Kosovo” quoting Biden’s stance from two days ago in Sarajevo, that Kosovo's independence is an “irreversible process and that it is of critical importance for the stability of the region”.

Biden will be greeted in the streets of Priština by primary and high school students. There are also billboards in the town with Biden’s picture reading “welcome and thank you".

Albanians in Kosovo are not hiding their excitement regarding the visit, with Serbs in central Kosovo showing indifference, while those in the north have announced that they would be protesting. During his visit to Belgrade on Wednesday, Biden told Serbia’s senior officials that America is not expecting Serbia to recognize Kosovo and that this will not have an effect on further bilateral relations between the two countries.

Albania's election commission, interior ministry sign agreement

TIRANA, Albania. The Central Election Commission and the interior ministry signed a co-operation agreement Tuesday (May 19th) to ensure free and democratic elections next month. The ministry pledged to take all necessary measures to guarantee transparent and peaceful voting, in line with European and international standards.

Also Tuesday, the ruling Democratic Party (DP) and the main opposition Socialist Party published their lists of candidates for the June 28th elections. Prime Minister Sali Berisha, who leads the DP, told reporters the current government deserves another mandate, given its efforts on behalf of NATO membership and EU accession.

Four coalitions to run in Albania's June general elections

Prosecutors in the city of Berat charged former Labour and Social Affairs Minister Kosta Barka with abuse of power

TIRANA, Albania -- A total of 26 political parties organised in four coalitions will take part in the Albanian parliamentary elections on June 28th, the Central Election Commission (CEC) said on Friday (May 15th) after endorsing the candidate registration lists. The ruling Democratic Party (DP) leads the coalition "Alliance for Changes" of ten parties.

Another right-wing faction is led by the Christian Democratic Party of Albania. The main opposition Socialist Party has five allies, joined in the left-wing coalition "Unification for Changes".

The Socialist Movement for Integration (SMI) is at the helm of the fourth, left-wing coalition called "Socialist Alliance".

In other news on Friday, prosecutors in the city of Berat charged former Labour and Social Affairs Minister Kosta Barka with abuse of power, the general prosecutor's office announced. Barka is accused of mishandling funds and donations aimed for an NGO that ran a school for children – victims of blood feuds in the town of Polican.

Last January, an investigation revealed that children at the Polican rehabilitation centre were malnourished and mistreated.

EU criticises Albania for rejecting election monitor

TIRANA, Albania -- The European Commission considers unacceptable Albania's rejection of Audrey Glover as the new head of the OSCE's Office for Democratic Institutions and Human Rights (ODIHR), local media reported on Wednesday (May 13th).

The ruling coalition objects to her appointment this time around because her first posting in Albania produced a report in 1996 that the same right-wing coalition branded "unrealistic". "The government's position does not match the criteria of a country which aims to become part of the EU," said Cristina Gallach, spokeswoman for EU foreign policy chief Javier Solana.

Albania holds general elections on June 28th.

Losing the minority

Albania’s new electoral system, which is to come into force in the June parliamentary elections, will shut out the smaller parties.

The system has been designed to prompt the latter to cooperate with the two mainstream parties, the Socialists and the Democrats. The Unity for Human Rights Party (KEAD), which is supported by the Greek minority, is facing a dilemma. According to projections, if the party runs on its own it would win one parliamentary seat, while if it joined a coalition it would win at least three out of the 140 seats.

The cooperation between Prime Minister Sali Berisha and the party of Albanian Cams, which has made claims on Greek territory, prompted KEAD to join hands with the Socialist Party of Albania instead. KEAD has in the past participated in Socialist and Democratic-led governments without relinquishing its independence.

However, Greece’s Deputy Foreign Minister Theodoros Kassimis has asked KEAD chief Vangjel Dule not to cooperate with the Socialists. His demand came only a few days after the Greek prime minister urged Dule to decide based on his own criteria. Like a bull in a china shop, Kassimis violated the code of ethics. KEAD is a party of the Albanian parliament and not a Greek expat organization; worse, he damaged national interest. If KEAD has managed to survive so far it’s because it has resisted Greek and Albanian partisanship. With his actions, Kassimis caused cracks in the unity of the Greek minority.

Kassimis’s inexperience on the matter may explain some mistakes but not his attitude. Some explained his reaction saying that he tried to back Berisha. Others blamed it on his dislike for Dule whom, according to sources, he sees as an obstacle in his attempt to control the minority. After all, the Greeks of southern Albania (northern Epirus) are a key factor in Kassimis’s tough constituency. Now it’s too late to change anything. Whether he knew it or not, Kassimis has destroyed years of efforts on a very sensitive matter.

U.S. Admiral James G. Stavridis Appointed NATO Supreme Commander


The NATO military alliance announced Tuesday that it has appointed U.S. Navy Admiral James G. Stavridis as its top military commander.

Adm. Stavridis, who was a senior adviser to former Defense Secretary Donald Rumsfeld, is currently the chief of US Southern Command, which oversees U.S. military operations in Latin America.

With the confirmation of his appointment on Tuesday, Adm Stavridis becomes the first naval officer to hold the top NATO military post.

He replaces U.S. General John Craddock as Supreme Allied Commander Europe (SACEUR), and like his predecessor, Adm Stavridis will now also serve as commander of U.S. forces in Europe.

The NATO Defense Planning Committee's announcement appointing Adm Stavridis as the alliance's supreme commander comes after President Barack Obama approved his nomination in March to become NATO chief and head of U.S. European Command.

Albanian "students" in suspected trafficking scam

TIRANA, Albania -- Italian authorities on Sunday (May 10th) sent home 170 Albanians who spent four days in the port city of Trieste because of visa problems. The group of self-proclaimed "students" found themselves barred from entering Italy, the first stop in a planned Mediterranean trip, after the Hungarian Embassy in Tirana declared their Schengen visas invalid, only days after it had issued them. Investigators say this may have been a human trafficking scheme, as only 87 of the students were enrolled in universities.

Στο προεκλογικό συνέδριο που ξεκίνησε τις εργασίες σήμερα στα Τίρανα ο πρόεδρος του ΚΕΑΔ δεν ξεκαθάρισε με ποιούς από τους δύο Σοσιαλιστικό ή Δημοκρατικό συνασπισμό θα συμπράξει στις εκλογές.


Ο κ. Ντούλες άσκησε σκληρή κριτική στη πολιτική Μπερίσα υπογραμμίζοντας πως η ένταξη στο ΝΑΤΟ καπηλεύεται από τον πρωθυπουργό για εκλογικούς σκοπούς ενώ στην ουσία είναι επίτευγμα ολόκληρου του Αλβανικού λαού.


Κριτική επίσης άσκησε στην κοινωνική πολιτική, στην παιδεία καθώς και στη πολιτική απέναντι στις μεονότητες και στους μετανάστες. Αναλύοντας όλα αυτά σύσσωμος ο αλβανικός τύπος συμπεραίνει πως η απόφαση του Ντούλε είναι η προεκλογική σύμπραξη με το Σοσιαλιστικό Κόμμα. Η τελική απόφαση πάντως θα ληφθεί την επόμενη Τρίτη όπου και λήγει η προθεσμία και ξεκινάει επίσημα η προεκλογική περίοδος.


Νωρίτερα ο Γραμματέας του κόμματος Λεονάρντ Σόλις δήλωσε πως ανεξάρτητα από τις προθέσεις δεν έχουμε εγγυήσεις για μια τίμια εκλογική διαδικασία, αυξάνοντας τους ψιθύρους για αλλαγή συμμάχου στις εκλογές.


Στο συνέδριο παρεβρέθηκε ο πρόεδρος της ΟΜΟΝΟΙΑΣ και δήμαρχος Χιμάρας Βασίλης Μπολάνος.

SCE starts election monitoring mission in Albania

The Organization for Security and Cooperation in Europe says it has started a mission to monitor Albania's June 28 parliamentary elections.The OSCE Office for Democratic Institutions and Human Rights said that on Friday it sent a first team of 40 international experts who will assess whether the process complies with international standards.

They will be supported by 400 short-term observers on election day. More than 3 million registered voters will elect 140 legislators under a regional proportional system. The main contestants are Prime Minister Sali Berisha's Democratic Party and and the main opposition Socialist Party of Tirana Mayor Edi Rama.

Elections in post-communist Albania have been marred frequently by irregularities.
Albanian diplomat arrested in Turkish drug bust

Albania's Foreign Ministry says one of its senior diplomats has been arrested in Turkey on drug trafficking charges.
A statement issued late Thursday says Agim Haxhiu, second secretary at the Albanian embassy in Skopje, Macedonia, was arrested May 2 in western Turkey after his car was searched by police. He is being held in a prison near Istanbul.

Turkish police were not immediately available for comment.

Albania's Foreign Ministry did not comment on local media reports that Haxhiu was caught with 65 kilograms of heroin, but says he has been stripped of his immunity and will face prosecution in Turkey.

Albania is a transit point for drug trafficking in southeast Europe.

Albania police seize 88 lbs. cocaine

Albanian police said they stopped a car at a border crossing with Greece and seized 88 pounds of cocaine.
Three Germans and two Albanians were in the vehicle at the southern Albanian crossing point of Kakavia.

Police officers in Tirana said it was the biggest seizure of contraband drugs in Albania, the Serbian news agency FoNet said Monday.The cocaine, wrapped in 80 packages and stashed in the car, had an estimated value of $660,000 on the street black market, police said.

Albania is on a major Balkan route for smuggling drugs and people from the Middle East and Asia to Europe.

Albania borrows 250 mln euros from Deutsche, Alpha

Reuters. Albania borrowed 250 million euros from Deutsche Bank and Greece's Alpha Bank to fund its investment programme, including a road to newly-independent Kosovo, the Finance Ministry said on Monday.

Securing the financing will help Albania complete ambitious infrastructure projects without borrowing from local banks, boosting the Balkan country's financial stability.

Albania holds parliamentary elections on June 28, and it is not eligible for funding from the International Monetary Fund (IMF) since it has not renewed its accord with the IMF, which sees its GDP grow O.4 percent in 2009 from 6.8 percent in 2008.

Albanian Prime Minister Sali Berisha stopped by New Europe’s NETV booth during the European People’s Party Congress in Warsaw, Poland on April 30, the same week he formally submitted an application to the European Union for membership, a process that takes some years, but which he said he was glad was finally underway.

It’s been a good spring for the often-overlooked Albania already, as the country, together with Croatia, finally made it into NATO, a springboard toward greater integration into the wider EU community, and he was glad to talk about it, as well as other aspirations for his country, during an interview.

With so much attention on the EU’s next round of expansion, ranging from Croatia to FYROM and, eventually the EU hopes, even to Turkey, Berisha was anxious that his country not be overlooked again, as it often is in the patchwork quilt that makes up the Balkans. Here’s what he had to say:

The new international of organized crime in the Balkans

The current global financial crisis coupled with the perennial instability of the Balkans raises suspicions around the creation of much stronger organized crime groups that will be able to dictate their rules of the game to both local governments and international institutions.
Already a trend emerges which has not be fully measured nor examined by the media that illustrates a significant rise in illegal activities and a sure rise in the criminal rates.

According to many reliable local sources, criminal gangs tend to merge and form much stronger teams that are often involved in more than one illegal sector and in parallel orchestrate multidimensional operations such as bank robberies in one country and narcotics contraband in another with a timely fashion and a well coordinated structure.

The latest report by the State Department which was issued on the 27th of February 2009, points out that all Balkan states have serious organized crime problems and the local authorities have a great challenge to overcome.

Albania is considered as a transit country for the heroin trafficking from Afghanistan o Western Europe, as well as a production country of large quantities of Cannabis that are exported mainly through Greece and Italy to other EU states.

Bosnia Herzegovina has a serious problem concerning the political clout crime kingpins exercise in its domestic political life, an issue directly related to drug trade, the modern white slave trade and the illegal immigration networks.

Bulgaria has been hit by a recent crime wave, and the domestic crime groups are more involved into synthetic drugs distribution and cocaine as well.

Greece is also hit by a crime wave involving armed robberies and weapons trafficking, and the general trend reveals an at least 20% rise in criminal rates on an annual basis. Illegal immigration networks also operate which gain millions of Euros per month by exploiting mostly Asian and African groups of people.

Montenegro is influenced by cocaine trade from Latin America, a similar pattern with Croatia. Both countries are also exit points for heroin distribution from Kosovo to Western Europe, as well as arms trafficking.

In Serbian drug use has increased and the role of private security firms operating as mafia front companies is being in question.

Romania is the least influenced by organized crime activities, but its Constanja port is being influenced by Albanian organized crime networks relating to narcotics trade, whilst Kosovo remains the undisputed center of every major crime related network in the region. The current fall in remittances from the Albanian Diaspora will most certainly give a rise in street crime in the Kosovo province in the near future.

FYROM is experiencing issues concerning its role as a transit country for illegal immigration from Kosovo to Europe and from Asia as well. Moreover criminal gangs are well into the contraband trade of light arms, mainly Kalashnikovs.

Turkey remains the undisputable geoeconomic bridge between the Asian criminal networks, and the Balkans which mainly operate as a physical traverse route towards the large markets of the core countries of the EU, Germany, Italy, France and the UK.

Moreover there is a general upward tendency for contract killings in the Balkans, with the Albanian and the Bulgarian mafias, thought as the main culprits.
The impact of a Balkan organized crime powerful web cannot be more illustrative that in the Kosovo region. Populated by approximately 1,5 million permanent citizens, it has probably the highest number per thousand people of new constructions and gas stations, although unemployment reaches over 40% and official exports do not account more than 5-7% of the GDP.

The extent by which the local networks are able to formulate their international strategies is truly impressive. Most of the heads of the mafia reside in Kosovo, but there are considerable outposts of importance in a wide global geographical terrain stretching from Milano, Zurich to Vienna and Copenhagen, London to New York and Brussels.

In Kosovo alone the unresolved court cases reach up to 300,000 (One for every five citizens) and the respect for the rule of law according to numerous reports from media such as the -BBC, Guardian, Der Spiegel, Washington Post or security services from various countries, like Italy, Germany and UK- is completely out of touch with the accustomed norms in Europe.

Mari Foucci of the Kosovo Trust Agency in 2004 has complained that most of the developmental aid did not reach the local economy but instead was directed towards the local mafia groups. It is important to highlight that more than a third of Kosovo’s GDP derives from external aid.
The issue grows bigger if one adds the gross misconducts done by UN employees since 1999, and a lot of relevant documents can be found in open intelligence sources such as the wikileaks. Already former UN employees have made joint companies in Kosovo in collaboration with figures related to organized crime and an emerging global corrupted nomenclature is taking control of Kosovo's economy in full extent.

The globalization process has enabled Balkan related crime groups to expand at a staggering pace across the world, thus making local security issues of a global concern.
A very brief note on the above can be easily traced by recent news updates. In Bolivia a team of suspected assassins of President Morales was disband and the leader of the group was revealed to be Rozsa Flores, of Croatian-Spanish descent who back in 1991 was the head of the Prvi Internacionalni Vod, an international paramilitary brigade that fought alongside the Croatian Army against the Serbs in Bosnia.

Around 95% of the members of this brigade had a criminal record and Flores who died in an exchange of fire in Santa Cruz in Bolivia, was prima facie an international mercenary accused of several executions including one of a photo reporter from Britain. The strong man of the Santa Cruz province and the primal opponent of Morales is the Croatian émigré Branko Marinkovi? . According to many he played a role in the attempted coup and assassination plot having also the role of the nexus between this Andean country and the Adriatic coast states of Croatia and Montenegro.

In another news item from the London Daily News, it was revealed that London has become a center for the employment of Albanian hired assassins who offer the services for 5,000 Sterling Pounds and serve as the iron fist for dozens of criminal gangs in the UK. Most of those found refuge in the country by applying with false papers for political asylum in the aftermath of the Kosovo war in 1999, but have already established themselves by engaging in heavy crime activities in that country. Similar experiences have been made public in Scandinavian countries and in Switzerland for over a generation now.

Moreover, a much worrying trend is the formation of ethnically mixed gangs in the Balkans that tend to recruit people from various states and conduct their operations by adapting fully to the local environment. For the moment there seems to be a combination of Bulgarian and Romanian gangs and of Croatian& Montenegrins ones. The Albanians often join Greek gangs in Greece and the Turks are well-placed within gangs in FYROM, Kosovo and Bulgaria.

Further, "Yugoslavian" gangs encompassing citizens from most ex-federation countries are active as well as networks including Middle Eastern and Western Europeans. Thus the work of the security services becomes more complicated; whilst the criminals can use the outreaches of their individual members so as to penetrate easier each country, acquire much needed information and local resources.

Lastly the current criminal groups in the Balkans, have already amassed a significant amount of capital that cannot be numerated precisely but it can be safely assumed that is reaches quite a few billions of Euros, along with thousands of properties and merchant companies.
Thus, sooner or later this criminal capital will have to be laundered through the legal system so as for the older generation -at least- to disengage itself from outlaw activities and ripe the fruits of law abiding business activity. That requires the collaboration of financial institutions which more likely will be concentrated in the Balkans, since the rest of the European banking system would not simply allow such a massive breach of regulations and most importantly a change of balance in the already established equilibrium of capital power in Europe as it exists since the end of WW2.

The Balkans already known for their corrupted public sector and their proximity with the Middle East will most likely become an important world hub for money laundering and the creation of business elite with a direct criminal background.
In a nutshell, organized crime is still a main threat for the stability of the region and an important aspect when dealing with Pan-European security affairs and the role of the underworld in the modern globalized world.

The signs of the era call for some definite and well structured action by the agencies involved before the situation become unconstrained and create a situation non-containable with the present day conventional methods.

Gunmen kill Albanian opposition MP ahead of polls

Gunmen shot and killed an Albanian opposition Socialist Party lawmaker on Saturday evening, police said, as the west Balkan country prepares to hold elections seen as crucial in its bid for European Union accession.
The killing of Fatmir Xhindi, 49, is likely to heighten tension ahead of the June 28 general elections, which pit the ruling Democratic Party of Prime Minister Sali Berisha against the main opposition Socialist Party led by Edi Rama.

Albania is one of Europe's poorest countries and faces an uphill struggle to join the EU, which remains to be convinced of its democratic credentials. The country formally applied for EU membership on April 28. The Interior Ministry said Xhindi was shot inside the courtyard of his own home just after parking his car.

"He was shot and killed with six bullets and died on the way to hospital," said police spokesman Klodian Branko, quoting from a statement by police in Fier, the regional centre near Roskovec in southern Albania where Xhindi was killed.

Xhindi is the second lawmaker to be killed in Albania since the fall of communism in 1990. The assassination of Democratic Party lawmaker Azem Hajdari in September 1998 enraged his supporters, who took over government offices and the public television broadcaster for several days.

The Socialists said they were shocked by Xhindi's killing.
Describing him as a "symbol of maturity and friendship who exuded benevolence," senior Socialist Gramoz Ruci said he did not exclude the possibility that the killing was politically motivated.

Parliament's speaker Jozefina Topalli, a Democrat, and Socialist Party leader Edi Rama travelled to Roskovec to comfort Xhindi's family. Rama said the Socialists were "impatiently waiting" for police to shed light on the killing.
No violence was reported.

Albania and Kosovo free borders, begins the start for Greater Albania

From May 1, citizens of Kosovo and Albania can move without passports on both sides of the "borders". The agreement is approved by Tirana and Prishtina some times ago.

With this agreement, the borders between Albania and Kosovo are nonexistent, thus promoting the first step to the Albanian aspiration of "The Greater Albania", the unification of Kosovo with Albania.

The donation of miles to Albanian state in favor of Greece is designed in Corfu.

The Secret negotiations were conducted between the Commander of Albanian Fleet Marine Kristaq Gerveni and his Greek counterpart, George Karamanliki, was held ion the island of Corfu where Gerveni lasted three days, respectively, in 26 dates, 27 and 28 November 2008.

According to Albanian press the issue of donation of about 225 km2 surface water in favor of Athens official was closed during the day of the Independence of Albania. Meanwhile, "Gazeta Shqiptare" has been able to secure exclusive photos from this meeting, where both the high military authorities appear to be happy about the results of the bilateral agreement reached.

An interesting detail that during his visit in Corfu is the fact that Gerveni and Karamanliki, have met with the mayor in Corfu and the island's Greek Orthodox bishop. The fact that the definition of the new border line between two states is located in Greece.

The new border line separating the territorial waters of two states, which consists of 150 points, results under the expert surveyor that has tended to join in the direction of Karaburun Penisule, so at the expense of Albania, with approximately 11 km. "Triangular" side of the presentation starts from the Greek point of 120 borderline.

According to Albanian press, the only investigation against the agreement between Greece and Albania, is the Italian interest water between Adriatic and Jonian Seas. MP of Albanian known as his historic references Pellumb Xhufi (former Ambassador of Albanian in Italy) said that: "The Greek Albanian water Agreement could implicate also Italy, based the Firence Protocol of 1913 between Italy and Greece water agreement.

Υπέβαλε επίσημα αίτηση ένταξης της Αλβανίας στην ΕΕ ο πρωθυπουργός της γειτονικής χώρας, Σαλί Μπερίσα, προχθές, λιγότερο από έναν μήνα αφότου η Αλβανία έγινε και τυπικά μέλος του ΝΑΤΟ, στις αρχές Απριλίου. Δεν υπάρχει αμφιβολία ότι τα κίνητρα υποβολής της αίτησης έναρξης ενταξιακών διαπραγματεύσεων με την ΕΕ είναι καθαρά προεκλογικά: στην Αλβανία θα γίνουν βουλευτικές εκλογές στις 28 Ιουνίου και ο Μπερίσα ήθελε να μείνει αυτός στην ιστορία ως ο «αρχιτέκτονας της ευρωπαϊκής πορείας» της χώρας του.

Υφίσταται μεγάλος κίνδυνος να μην είναι αυτός ο πρωθυπουργός της Αλβανίας μετά τις εκλογές, καθώς ο σοσιαλιστής -τρόπος του λέγειν- αντίπαλός του, ο δήμαρχος των Τιράνων, Εντι Ράμα, έχει την υποστήριξη των Αμερικανών. Εύνοια που ίσως αποδειχθεί σημαντική στην πιο φιλοαμερικανική χώρα της Ευρώπης.

Κατά τα άλλα, επί της ουσίας θα περάσουν πολλά χρόνια πριν η Αλβανία καταστεί μέλος της ΕΕ, με βάση τα χάλια που έχει σήμερα και τα υποτιθέμενα ενταξιακά κριτήρια της ΕΕ. Αυτό όμως είναι θεωρητικό, γιατί τα κριτήρια αυτά χρησιμοποιούνται όπως να ναι, αναλόγως με την υφιστάμενη πολιτική βούληση του Βερολίνου, όπως απέδειξε περίτρανα και η παταγωδώς αποτυχημένη διεύρυνση στις χώρες της Κεντρικής και Ανατολικής Ευρώπης. Η ένταξή τους αποφασίστηκε με καθαρά πολιτικά κριτήρια, ενώ από τεχνοκρατική σκοπιά απολύτως καμία δεν ήταν έτοιμη για ένταξη!Κάτι ανάλογο μπορεί ανά πάσα στιγμή να γίνει και αναφορικά με την ένταξη της Αλβανίας και των κομματιών της πρώην Γιουγκοσλαβίας.

Η Κροατία θα ενταχθεί σύντομα οπωσδήποτε γιατί το θέλουν οι Γερμανοί, παρά το μπλοκάρισμα στις ενταξιακές διαπραγματεύσεις που έχει προκαλέσει προσωρινά η Σλοβενία με ορισμένες διεκδικήσεις της στα θαλάσσια σύνορα των δύο χωρών που αντίκεινται στο διεθνές δίκαιο.Η ΠΓΔΜ, το Μαυροβούνιο και η Αλβανία έχουν ήδη υποβάλει αιτήσεις ένταξης, ενώ το ζήτημα της ένταξης της Σερβίας (την οποία εκβιάζει η ΕΕ), της Βοσνίας και του Κοσόβου είναι σαφώς πιο περίπλοκο.Παρά το σημερινό κλίμα στην Ευρώπη, που είναι εναντίον κάθε διεύρυνσης, το μηδαμινό πληθυσμιακό μέγεθος και η οικονομική ασημαντότητα σχεδόν όλων των προαναφερθεισών χωρών καθιστούν πολύ εύκολη την ένταξή τους στην ΕΕ, αν ληφθεί σχετική πολιτική απόφαση.

Χαρακτηριστικό της δυνατότητας αυτής ήταν π.χ. χθεσινό κύριο άρθρο των «Φαϊνάνσιαλ Τάιμς» του Λονδίνου με τον εντυπωσιακό τίτλο «Καλωσόρισες, Αλβανία» και υπότιτλο «Η ΕΕ πρέπει να ολοκληρώσει τον εναγκαλισμό των Βαλκανίων».Η άποψη της σοβαρής εφημερίδας είναι κατηγορηματική: «Οι Βρυξέλλες πρέπει να συνεχίσουν την κίνηση της διεύρυνσης, σε μια εποχή που αυτή αντιμετωπίζει σοβαρά εμπόδια... Η ΕΕ πρέπει να προκαλέσει περισσότερη δημόσια υποστήριξη για τη βαλκανική διεύρυνση.

Πρέπει να την πουλήσει ως ένα ταπεινό συμμάζεμα της διεύρυνσης του 2004-2007, καθώς θα εντάξει χώρες που ήδη περιβάλλονται από μέλη της ΕΕ», υποστηρίζει.Η Ελλάδα δεν έχει κανέναν λόγο να ταχθεί από θέση αρχής εναντίον της αλβανικής ένταξης. Εχει πάμπολλους λόγους, όμως, να επιδιώξει να ρυθμίσει όλα τα σοβαρά θέματα που αφορούν τα δικαιώματα της ελληνικής μειονότητας στην Αλβανία, τις πάσης φύσεως αλβανικές διεκδικήσεις έναντι της Ελλάδας και όλα τα προβλήματα στις σχέσεις των δύο χωρών, πριν και όχι μετά την αλβανική ένταξη.Δεν πρέπει επ ουδενί να επαναληφθεί το μοιραίο σφάλμα που έγινε με την Τουρκία, όπου Ελλάδα και Κύπρος δεν έβαλαν κανέναν όρο επίλυσης οποιουδήποτε προβλήματος πριν από την έναρξη των ενταξιακών διαπραγματεύσεων ΕΕ - Αγκυρας, με αποτέλεσμα οι Τούρκοι να εμφανίζονται σήμερα θρασύτατοι και αλαζόνες, αρνούμενοι την εκπλήρωση οιασδήποτε υποχρέωσής τους απέναντι στην Κυπριακή Δημοκρατία.Δεν είμαστε καθόλου σίγουροι ότι η Αθήνα θα δράσει έτσι.

Η κυβέρνηση Καραμανλή δεν έκανε απολύτως τίποτα από αυτά, με την ευκαιρία ένταξης της Αλβανίας στο ΝΑΤΟ.Δημιούργησε έτσι ένα κακό προηγούμενο που δεν ξέρουμε αν έχει την πρόθεση να το συνεχίσει και στο θέμα της ένταξης της Αλβανίας στην ΕΕ, χαράζοντας στραβό δρόμο και για την επόμενη κυβέρνηση, που πιθανότατα θα είναι του ΠΑΣΟΚ.

ΓΙΑ ΤΟΝ ΠΡΩΘΥΠΟΥΡΓΟ
Ολα είναι εντάξει με τη μειονότητα;Σοβαρές απορίες προκάλεσε η στάση του Κ. Καραμανλή κατά την επίσκεψή του τη Δευτέρα στα Τίρανα. Γιατί δεν αναφέρθηκε στην τριετή καθαίρεση από το αξίωμά του και στην εξάμηνη φυλάκιση που επέβαλε αλβανικό δικαστήριο στον ομογενή δήμαρχο Χειμάρρας, Βασίλη Μπονάνο, με τη γελοία αιτιολογία ότι κατέβασε πινακίδες οδών που τοποθέτησε ιδιωτική εταιρεία στα όρια του δήμου του, επειδή δεν ανέγραφαν τις ονομασίες και στα ελληνικά;

Θεωρεί ο Ελληνας πρωθυπουργός ασήμαντη την καθαίρεση και τη φυλάκιση του δημάρχου και σύμφωνη με το «κοινοτικό κεκτημένο» την απόφαση των Αλβανών δικαστών; Αντιλαμβανόμαστε ότι ο Κ. Καραμανλής θέλει να υποστηρίξει προεκλογικά τον ομοϊδεάτη του, Σαλί Μπερίσα, καίτοι λυσσωδώς ανθέλληνα, αλλά κάπου πρέπει να μπαίνει και ένα όριο...

Albania’s Parliamentary Election 2009: Is the European Dream at Risk?

The European Union emerged from the Yugoslav wars of the 1990s as a force that seemed capable of guaranteeing stability and peace in a part of the European continent perceived as a fracture-zone, an area of Europe known for its clashes.

Since 1991, Albania has radically changed, undergoing a complex transition period and a controversial process of institution-building. In contrast with countries like Serbia, Montenegro or Croatia, in Albania the power structures inherited from the Communist period were destroyed or swept away during the 1990s, especially during the explosion of violent conflict in 1997.

These old and disintegrated structures were replaced during a long period of transition characterized by lawlessness, with a growing gap between the southern part of the country and the northern, and what the historian Ian Jeffries describes as a kind of “gangster land anarchy.”

Albania Officially Files its EU Candidacy Bid

PM Berisha holding the EU candidacy applicationAlbanian Prime Minister Sali Berisha officially submitted the country’s application for EU candidacy status during a visit in Prague to the rotating Czech presidency of the European Union. The submission of the request to further ties with the EU was made in a ceremony held together with Czech Premier Mirel Topolanek, and EU’s Enlargement Director Michael Leigh. Speaking at the ceremony, Berisha thanked the Czech presidency for inviting Albania to file its EU candidacy bid, while promising that his government would take seriously the obligation connected with such status.

“I want to assure you Mr. Topolanek and Mr. Leigh that Albania considers this process as a great obligation [for standards] and progress will be based on the achievements that our country will make,” Berisha said to reporters in a joint press conference. Despite Berisha’s assurances, Topolanek said that the small Balkan country would need to do more in terms of reforms in order to progress in the EU ascension process. "There is a long road ahead of Albania and I hope it will be crowned with success," Topolanek told the news conference.

In the last EU progress report for Albania, the European Commission, acknowledged that the country had continued to make progress in the areas of democracy and the rule of law. “Despite some progress, the fight against corruption and organized crime remains a major challenge”, the report says. It also reports that an overall anti-corruption strategy has not yet been kicked off, and emphasizes that corruption “remains a widespread and serious problem”.

The report adds: “Fighting corruption in the judiciary system remains a key issue”, and it urges a thorough investigation of the Gerdec explosion case. “Much work is needed on all aspects of the issue, including judicial accountability and transparency of political party founding,” the paper notes.The report also notices that only limited progress has been achieved in preventing money laundering, as well as the fight against drug trafficking, which "remains a serious concern”. Albania is lacking an adequate court infrastructure, the report says, stressing a “comprehensive reform strategy for the judiciary system is still missing”.According to the paper, Albania needs to make greater efforts to establish an independent, efficient, and merit-based civil service.

Albania has made progress in aligning its legislation, policies, and capacities with European standards and in implementing interim agreement commitments. However, in the field of justice, freedom, and security, the country has progressed “unevenly”; therefore, the Commission considers a need for overall improvement.

The Commission, which is the bloc's executive arm, however welcomed Albania’s application on Tuesday through a statement released by the Enlargement Director, Michael Leigh. "Albania has continued to make progress on key political reforms and on its preparations for European integration," Michel Leigh, said in a statement. Albania joins Turkey, Croatia, Macedonia and Montenegro in the group of countries that have applied for EU membership.
Meeting of PM Karamanlis with Ntoule and Bolano

According to reports, a meeting was held by Prime Minister Karamanlis and Foreign Minister Ms. Dora Bakoyannis with representatives of Voreioipeiroton, Mr Evangelos Ntoule President of HURP and Vasil Bolano chairman of "OMONIA".

Representatives of the National Minority raised Greek account of the Prime Minister all matters relating to the Hellenism of Northern Epirus, including the recent unjust decisions of Albanian courts.

For his part Mr Karamanlis said the strong support given to the fight on all fronts for and soon agreed to a meeting of presidents of HURP and "OMONIA" with the Foreign Minister in Athens in order to develop more detailed issues concerning Hellenism in Northern Epirus.

BERISHA - KARAMANLIS, AN AGREEMENT FOR TOW CITIZENSHIP OF NORTHERN EPIRIOTES

According to information, the agreement supports both Democratic Party of Sali Berisha and New Democracy of Kostas Karamanlis for respective politic elections in Albania and Greece. Before the official meeting, Berisha and Karamanlis made a secret conversation together.

The politic elections on Albania are to be held on June 29. According to estimates the Albanian opposite headed by Edi Rama leader of Socialist Party, is classified as favorite to win the elections.

Anyway, Karamanlis and Berisha can support each other by alternately northern epiriotes electorate. Thus expected that in the coming days, the government of Karamanlis is waiting to take an initiative to be equipped with Greek citizen the northern epiriotes to vote in elections wich can be hold in Greece. According to data, about 380 thousand northern epiriotes benefit from Greek citizenship, an issue which is known as the "de jure" three years ago by another decision of Karamanlis government in October 2006.

Finally, the two prime ministers will be able to benefit to support which another although PASOK has rejected an opportunity for citizenship of northern epiriotes.

Αναδίπλωση του Μπερίσα εν όψει της επίσκεψης Καραμανλή, αλλά και των εκλογών του Ιουνίου στη χώρα του Σε προσωρινή αναδίπλωση υποχρεώθηκε η αλβανική κυβέρνηση για την υπόθεση της καταδίκης του δημάρχου της Χειμάρρας και προέδρου της «Ομόνοιας» Βασίλη Μπολάνου, στις αρχές της εβδομάδας, από δικαστήριο του ΑυλώναΤο δικαστήριο του επέβαλε ποινή φυλάκισης έξι μηνών, χρηματικό πρόστιμο περίπου 4.000 ευρώ και τρία χρόνια παύση από τα καθήκοντά του δημάρχου, με την κατηγορία της κατάχρησης εξουσίας επειδή κατέβασε κάποιες πινακίδες που τοποθετήθηκαν παράνομα στα όρια του δήμου, διεκδικώντας παράλληλα να αναγράφονται, εκτός από τα Αλβανικά και τα Αγγλικά, και στα Ελληνικά.

Ο πρωθυπουργός της χώρας Σαλί Μπερίσα, εν όψει και της σημερινής και αυριανής επίσκεψης στην Αλβανία του Ελληνα πρωθυπουργού Κώστα Καραμανλή αλλά και λόγω εκλογικών σκοπιμοτήτων, αφού η χώρα βρίσκεται ουσιαστικά σε προεκλογική περίοδο για τις βουλευτικές εκλογές της 28ης Ιουνίου, αντέδρασε δημόσια, αποδοκιμάζοντας την απόφαση του δικαστηρίου, υπονοώντας ότι πίσω από αυτήν υπάρχει πολιτική σκοπιμότητα και κάνοντας λόγο για παλιές μεθόδους.«Η ερμηνεία και εφαρμογή των νόμων, η οποία μπορεί να περιλαμβάνει πολιτικές και αναχρονιστικές χροιές δεν ευνοούν τον σκοπό του νόμου», δήλωσε.

Να σημειωθεί ότι η ΟΜΟΝΟΙΑ υποστηρίζει το Κόμμα της Ενωσης Ανθρωπίνων Δικαιωμάτων το οποίο συμμετέχει στην κυβέρνηση του Σ. Μπερίσα.Ο ίδιος ο Βασίλης Μπολάνος μιλώντας στο «Εθνος της Κυριακής» επέρριψε ευθύνες για την καταδίκη του σε εθνικιστικούς κύκλους στον χώρο της δικαιοσύνης αλλά και σε κάποιους άλλους ακραίους πολιτικούς κύκλους και ιδιοκτήτες ΜΜΕ που τον έχουν στοχοποιήσει, καθώς και οικονομικά συμφέροντα, τονίζοντας ότι είναι η πρώτη φορά στη σύντομη ιστορία της δημοκρατικής Αλβανίας που καταδικάζεται ένας εν ενεργεία δήμαρχος.Ιδιαίτερα για τους κύκλους αυτούς ανέφερε πως επιχειρούν να βάλουν χέρι σε εκτάσεις φιλέτα της Χειμάρρας που είναι μία από τις πιο τουριστικές περιοχές της Αλβανίας, αλλά βρίσκουν απέναντί τους τον ίδιο και το δημοτικό συμβούλιο της Χειμάρρας.

ΣτόχοςΝα σημειωθεί ότι ο Β. Μπολάνος που είναι δήμαρχος της Χειμάρρας από το 2003 και διανύει από τον Φεβρουάριο του 2007 τη δεύτερη θητεία του, έχει γίνει επανειλημμένα στόχος διαφόρων πολιτικών κύκλων της Αλβανίας για τις θέσεις που εκφράζει, ζητώντας να αναγνωριστεί και επίσημα η περιοχή της Χειμάρρας που κατοικούνταν πάντα από ελληνικής καταγωγής, γλώσσας και συνείδησης πληθυσμό, ως περιοχή της ελληνικής μειονότητας.Πολλά αλβανικά ΜΜΕ με τη συγχορδία κάποιων πολιτικών κύκλων με κάθε δυνατή ευκαιρία εξαπολύουν επιθέσεις κατά του Β. Μπολάνου και των Ελλήνων της Χειμάρρας κατηγορώντας τους για αντιαλβανική και αντισυνταγματική συμπεριφορά.Η ευκαιρία ώστε να συρθεί στα δικαστήρια ο δήμαρχος της Χειμάρρας δόθηκε με αφορμή τις πινακίδες που τοποθετήθηκαν παράνομα στα όρια του δήμου.

Ενώ η ευθύνη αυτή ανήκει σύμφωνα με τον νόμο στην τοπική αυτοδιοίκηση, μεθοδεύτηκε ώστε την τοποθέτηση με άνωθεν εντολή και ανάθεση να πραγματοποιήσει μια ιδιωτική εταιρεία, προκειμένου να ξεπεραστεί ο δήμος.Ομως ο δήμαρχος Β. Μπολάνος και το δημοτικό συμβούλιο πήραν απόφαση να τις κατεβάσουν γιατί, όπως μας είπε ο δήμαρχος, έχουν πολλά ορθογραφικά λάθη, η τοποθέτησή τους έγινε παράνομα από ιδιωτική εταιρεία, χωρίς τη συναίνεση του δήμου και επιπλέον είναι μόνο στα Αλβανικά και στα Αγγλικά και όχι και στα Ελληνικά, όπως διεκδικεί το δημοτικό συμβούλιο.

Μετά την καταδίκη από το δικαστήριο του Αυλώνα ο κ. Μπολάνος περιμένει να καθαρογραφεί η απόφαση και να του κοινοποιηθεί επίσημα ώστε να ασκήσει έφεση.Είναι μάλιστα αποφασισμένος να προσφύγει για το θέμα, τόσο στο Ανώτατο Δικαστήριο της Αλβανίας όσο και στο Ευρωπαϊκό Δικαστήριο Ανθρωπίνων Δικαιωμάτων ώστε να δικαιωθεί.ΧΡΙΣΤΟΣ ΤΕΛΙΔΗΣ

KATHIMERINI ABOUT THE TRIP OF KARAMANLIS IN TIRANA

«Εύκρατες» οι σχέσεις με Αλβανία

Το προεκλογικό παιχνίδι στα Τίρανα και η αυριανή επίσκεψη ΚαραμανλήΤου Σταυρου ΤζιμαΟι συνήθως καχύποπτοι απέναντι στους Ελληνες Αλβανοί, λένε ότι όποιον πολιτικό ηγέτη τους στηρίζει η Αθήνα, κυβερνάει τη χώρα!Υπενθυμίζουν, προκειμένου να ενισχύσουν τη θεωρία τους, τη βοήθεια, υλική και πολιτική, της κυβέρνησης Μητσοτάκη προεκλογικά το 1992 στον κ. Σαλί Μπερίσα, την πολυσυζητημένη επίσκεψη του Προέδρου της Δημοκρατίας κ. Κωστή Στεφανόπουλου στα Τίρανα, το 1996, πάλι παραμονές εκλογών τις οποίες κέρδισε με βία και νοθεία ο κ. Μπερίσα, την απλόχερη υποστήριξη της κυβέρνησης Σημίτη στις εκλογές που ακολούθησαν την εξέγερση των πυραμίδων το 1997 στους σοσιαλιστές του κ. Φάτος Νάνο. Τώρα, με αφορμή την αυριανή επίσημη επίσκεψη του πρωθυπουργού Κώστα Καραμανλή στα Τίρανα στα πολιτικά στέκια της αλβανικής πρωτεύουσας κυριαρχεί και πάλι ο ίδιος χαβάς.

Καθώς η Αλβανία έχει εισέλθει σε εκλογική τροχιά –οι κάλπες θα στηθούν στις 28 Ιουνίου– το ταξίδι του Ελληνα πρωθυπουργού, φαίνεται να έχει πέσει «θύμα» αυτης της θεωρίας, αφού εκλαμβάνεται από τους αντιπάλους της σημερινής κυβέρνησης –και όχι μόνο– ως «προεκλογικό δωράκι» της Αθήνας στον κ. Μπερίσα και το κόμμα του, που οι δημοσκοπήσεις το εμφανίζουν να υπολείπεται των σοσιαλιστών.Μερικοί μάλιστα υποστηρίζουν ότι ο Αλβανός ηγέτης επεδίωξε την παρουσία του Ελληνα ομολόγου του παραμονές των εκλογών, πιέζοντας μέσω του Ευρωπαϊκού Λαϊκού Κόμματος.Δεν υπάρχει αμφιβολία ότι ο κ. Μπερίσα, μαζί με το μεγάλο του προεκλογικό όπλο, που είναι η πρόσφατη ένταξη της Αλβανίας στο ΝΑΤΟ, θα παίξει και το χαρτί των άριστων ελληνοαλβανικών σχέσεων, αποβλέποντας στην ψήφο τόσο της ελληνικής μειονότητας όσο και των συμπατριωτών του που ζουν και εργάζονται στην Ελλάδα και ελπίζει ότι θα προσέλθουν στις κάλπες.Το εκλογικό αποτέλεσμαΟμως, για την ελληνική πλευρά, μάλλον μικρή σημασία έχει το αποτέλεσμα, εάν, δηλαδή, κερδίσει ο κ. Μπερίσα ή ο σοσιαλιστής κ. Εντι Ράμα, δεδομένου ότι μεταξύ Αθήνας και Τιράνων έχει παγιωθεί εύκρατο πολιτικό κλίμα τα τελευταία χρόνια και δεν διαφαίνεται ότι μπορεί να το χαλάσει η επικράτηση του ενός ή του άλλου.

Εξάλλου, οι σχέσεις της ελληνικής μειονότητας του Νότου με τα Τίρανα διάγουν μακρά περίοδο ύφεσης, με εξαίρεση την υποβόσκουσα ένταση στην Χειμάρρα για τις περιουσίες, το θέμα των στρατιωτικών νεκροταφείων έχει διευθετηθεί, ενώ η βελτίωση της θέσης των Αλβανών οικονομικών μεταναστών στην Ελλάδα έχει ηρεμήσει την άλλη πλευρά.Ετσι, λοιπόν, εκτός απροόπτου –να εγερθεί δηλαδή για προεκλογικούς ή άλλους λόγους που έχουν να κάνουν με εσωτερικές πολιτικές έριδες, σε κάποια από τις συναντήσεις εκ μέρους των Αλβανών θέμα Τσάμηδων– η υπογραφή της συμφωνίας για την υφαλοκρηπίδα και τα χερσαία σύνορα αναμένεται να γίνει σε γιορτινή ατμόσφαιρα, και η επίσκεψη να κυλήσει σε ευχάριστους ανοιξιάτικους ρυθμούς.

Ο κ. Καραμανλής, εκτός από τον πρωθυπουργό και τον πρόεδρο της χώρας κ. Μπαμίρ Τόπι, θα δει τον κ. Εντι Ράμα, με την ιδιότητα του δημάρχου Τιράνων όμως και όχι αυτήν του ηγέτη του Σοσιαλιστικού Κόμματος, ενώ θα επισκεφθεί και τον Αρχιεπίσκοπο κ. Αναστάσιο.Περιοδεία του κ. Καραμανλή στα χωριά της μειονότητας στον Νότο δεν είχε προβλεφθεί και ο πρωθυπουργός θα συζητήσει θέματα που την αφορούν σε συνάντηση με την ηγεσία της στα Τίρανα.Εκτός των συναντήσεων, ο κ. Καραμανλής θα εκφωνήσει αύριο το απόγευμα λόγο, σε πανηγυρική συνεδρίαση του αλβανικού κοινοβουλίου, στον οποίο πρόκειται να αναφερθεί πέραν των ελληνοαλβανικών σχέσεων και σε ζητήματα της ευρύτερης περιοχής της δυτικής Βαλκανικής.Στη ΧειμάρραΜια εβδομάδα πριν από την επίσκεψη, αλβανικό δικαστήριο καταδίκασε σε φυλάκιση έξι μηνών και αφαίρεση του δικαιώματος κατοχής δημόσιων αξιωμάτων επί τρία χρόνια τον πρόεδρο της Ομόνοιας και δήμαρχο Χειμάρρας κ. Βασίλη Μπολάνο.

Σε άλλες εποχές, μια τέτοια εξέλιξη θα πυροδοτούσε ένταση στις ελληνοαλβανικές σχέσεις και πιθανότατα θα τορπίλιζε ένα ταξίδι Ελληνα πρωθυπουργού.Τώρα όμως οι δύο πλευρές υποβάθμισαν το θέμα, με τον κ. Μπερίσα να δηλώνει ότι τα πολιτικά ζητήματα δεν λύνονται με αποφάσεις δικαστηρίων και την Αθήνα να σιωπά με εξαίρεση μια δήλωση του εκπροσώπου για θέματα εξωτερικής πολιτικής του ΠΑΣΟΚ κ. Ανδ. Λοβέρδου.Το θέμα της Χειμάρρας, ωστόσο, δεν ανέκυψε με την επιμονή του κ. Μπολάνου να αναρτήσει –παράνομα κατά το δικαστήριο– οδικές πινακίδες με ελληνικές ονομασίες σε δρόμους που δεν ανήκουν στην αρμοδιότητα του δήμου του, αλλά του Υπ. Συγκοινωνιών.Είναι βαθύτερο και έχει να κάνει με τον μακροχρόνιο αγώνα των εκεί Ελλήνων να χαρακτηριστούν τα χωριά τους μειονοτική ζώνη και, τελευταία, να τους αποδοθούν οι περιουσίες των προγόνων τους.

Οσον αφορά τις περιουσίες, το ζήτημα αγγίζει ισχυρά οικονομικά συμφέροντα, καθώς η πανέμορφη περιοχή –αποκαλούμενη «αλβανική Ριβιέρα»– θεωρείται υψηλής προτεραιότητας για την τουριστική ανάπτυξη της χώρας και μάλιστα οι Ιταλοί έχουν ήδη επενδύσει μεγάλα κεφάλαια.Καθώς στην Αλβανία βρίσκεται σε εξέλιξη η διανομή της γης που είχε κρατικοποιήσει ο Χότζα, οι Χειμαρριώτες ζητούν από την κυβέρνηση, οι περιουσίες να δοθούν στους κατόχους με βάση τα πριν από τον πόλεμο ταπιά που αποδεικνύουν ότι οι παραλιακές εκτάσεις ανήκαν στους προγόνους τους.

1. It is of national greek emergency to stop the planned trip of the Greek Prime Minister in Tirana, as a protest of Greece for the condemnation of the Mayor of Himara Vasili Bolanou

2. It is late for PASOK, which together with New Democracy Party, which staned in favor to vote in Greek Parliament in January and February, the continuation of accession negotiations of Albania in EU and joint as membership to NATO.

"The two parties have ignored the calls of all North Ipeiroton, our brothers to hear of the continuing and violation of human rights from the Albanian state", noted the statement of LAOS Party.

Athens "to satisfy with the agreement" of fallen while for the living "vorios epiriotes", they are suffering under oppression from the current regime of Tirana

According to albanian press, in Albania, will rise two cemeteries for 12,000 Greek solders fallen during Italian-Greek war in 1940-1941, and not as claimed by the official of Athens for more. The first cemetery was built already in Bularat, while the new will be built in Këlcyrë. This cemetery will take about 1610 square meters. They will be verified by a special commission, mix Greek-Albanian.

"The Greek side, have claimed to Albanian side a list of names of Greek soldiers fallen in Albanian territory, with an extension to the entire in southern Albanian ... taking into consideration their request for the establishment of two cemetery in Këlcyrë and Bularat, not consider their request for the establishment of other cemeteries in the Korce Ersekë "

Foreign Albanian Minister, Lulzim Basha, is responsible for the signed agreement between the two deputy ministers Defense of Greece and Albania. The Albanian side will not be easy to defer, without verifying all the cases of fallen, although the Greek government has given detailed information to soldiers remaining in our country in WWII. The political spokesman of PASOK on Foreign Affairs, Andreas Loverdos, said the sentencing of V. Bolanou by the Court of Vlora: «We are obsserving political developments in Albania and sure what happened with the adoption of the decision of the Court of Avlona in condemning the president of Omonia and mayor of Himara, Mr. V. Bolano. We have evidenced of the enormous difficulties in the harmonization of Albania in the European legal and political culture.

Only one solution exists: the Albanian state, both the state and society itself, to remove the mistrust towards the Greek minority and to follow the cooperation according to european standarts. As PASOK, will monitor closely the developments in this issue .

Another Parliament Member of PASOK, Patulias has reacted about the sentence against Omonia leader Vasili Bollano, sending message to PM Karamanli to cancel the next visit in Tirana.

Τα Δικαστήρια, υπό την πίεση ίσως μηχανισμών που συνεχίζουν να επιθυμούν την ένταση και την καταπίεση της Εθνικής Ελληνικής Μειονότητας αποδεικνύουν στην προκειμένη αλλά και με σειρά άλλων αποφάσεων, ειδικά αφορούσες τις ιδιοκτησίες των Ελληνικών κοινοτήτων, ότι προτιμούν αντί την εφαρμογή Συμβάσεων και Πρακτικών Ευρωπαϊκών, των οποίων η Αλβανία αποτελεί πλευρά, να εκτελούν τυφλά παλιές συνταγές.Η ΟΜΟΝΟΙΑ άλλη μια φορά καταγγέλλει με όσες δυνατότητες διαθέτει το σκοταδισμό αυτό που καλύπτεται πίσω απ’ το πέπλο της δικαιοσύνης. Προειδοποιεί ότι χωρίς ριζικές αλλαγές νοοτροπίας, χωρίς ουσιαστική μεταρρύθμιση του κράτους σε όλες τις διαστάσεις που το αφορούν, δεν υπάρχει περίπτωση η ένταξη στο ΝΑΤΟ ή εξελίξεις στην ένταξη στην ΕΕ να λειτουργήσουν για τη βελτίωση της εσωτερικής κατάστασης για όλο το λαό της.Άλλη μια φορά να επισημανθεί ότι η συγκεκριμένη καταδίκη στο πρόσωπο του Προέδρου της ΟΜΟΝΟΙΑΣ αφορά το κάθε μέλος της Εθνικής Ελληνικής Μειονότητας και αποδεικνύει και για τον πλέον καχύποπτο ότι ο Ελληνισμός στην Αλβανία βρίσκεται υπό κλιμακούμενη δίωξη.

Έναντι αυτών των ύπουλων διώξεων ζητούμε όχι απλώς την καταγραφή τους αλλά και συγκεκριμένα μέτρα και υποδείξεις από Οργανισμούς και Κυβερνήσεις που στηρίζουν την Αλβανική Δημοκρατία στην πρόοδο της προς την εύνοια του Νόμου, το κράτος δικαίου και κυρίως την έμπρακτη εφαρμογή των δικαιωμάτων του ανθρώπου και των μειονοτήτων.Καλούμε δε την πολιτική μας εκπροσώπηση μέσω του ΚΕΑΔ να κλιμακώσει τις αντιδράσεις ώστε να σταματήσουν αυτές οι διακρίσεις και επιτέλους η Πολιτεία να προχωρήσει ως οφείλει σε θετικές ενέργειες που θα αποτρέπουν την δίωξη και την καταπίεση των Ελλήνων στις πατρογονικές εστίες τους.

The Human Rights Union Party (HURP) reacted strongly by his chairman Vangjel Doule; “the decision of Albanian Court to the chairman Vasil Bollano is a political trial with nationalist background and Albania showed that although NATO`s member is not acceptable to be punished the leader of the Greek community of Albania.

Vangjel Dule accused the Albanian political forces which used the Courts and Prosecutors for Albanian nationalist interests to punish exponent who protected the human rights, expressing the penalty against the Greek minority leader of Albania, is a political scandal for which we remember the time when the old system condemned leaders of the Greek community.

THE HIMARA COMMUNITY OF ALBANIA

In a statement by the Himara Community, condemned attempts to hit the symbol of resistance of the human rights in Albania Vasil Bollano. The Greek minority leader and Mayor of Himara, has denounced flagrant violations of robbery lands and properties of the community of the Himara region. Often Bollano has raised the voices to international community for Tirana to respect the religious freedoms and civil rights of the Greek minority in the region of Himara .

Not only Vasil Bolano issue, but about other 15 himariotes citizens with old Hellenic origin, continue to be persecuted by Albanian Courts, which are in final stages for the robbery of the property and lands in the province of Himara, representing exactly a new genocide when Albania was jointed in the ranks of the NATO alliance.

Athens is observing every thing about the Trial in Vlora, while the greek Prime Minister Karamanlis could cancel the trip to Tirana previsted on Saturday

The Greek-American Lobby of USA particularly the Northern Epiriotic Federation, is intesifing the meeting with US Secretary Hillary Clinton to denounce the arrogance of Albanian institutions which continues to violate the human rights of the Greek Ethinc Minority in Albania, especially in Himara Region.

Such was previsted, The Vlora Court takes the decision to condemn the president of Omonia Vassilis Bollanos and Mayor of Himara Municipality, with 6 months in prison, 4 thousand Euro and 3 years not to be represent of public administrations. The decision is arbitrary and specified by the fascist tribunals of Albania, said the advocate of Vassil Bollanos, Petraq Curri.
The Mayor Vasil Bollano of the Region of Himara, ordered the removal of road signs in December 2007, arguing that the signs should also have been written in Greek, as he considers the area a Greek-minority zone

In addition the first reaction could be from Washington and Athens. According to the latest news, the greek PM Karamanlis may cancel his visit to Tirana previsted for next Saturday while Northern Epiriot Federation of USA will be held meeting with U.S. Secretary of State Hillary Clinton to inform everything on the situation of violence against human rights the Greek community in Albania especially in Himara Region.

ALBANIA WANTS TO BUY 34 HELLICOPTERS FROM FRANCE

Even continues to hold about 100 thousand ton explosive inside deposit Albanian army, as potential dangerous for population, Berisha wants to buy "Eurocoopter" helicopters from France.

According to newspaper "Libertas" the Albanian PM Berisha begins his plain for modernisation of Albanian army, only tow week after Albania join NATO alliance. The foreign military experts have remained stunned for the decision of Berisha who on Aprill 24 must meet with french president Nickolas Sarkozy in Paris.

Albania poseses about 12 helicopter from military aids of Italy and Germany in a time when the obligation of NATO for 2% or General Public Product to be planed for militarisation.

But according to "Libertas" there is no information about the costs of the french helicopters while Tirana has seeing the possibility to buy "Sikorsky" helicopters from USA.

The associations “Riviera”,“Himariote Community”, and The Intelectuals of Himara” with their branches inTirana, Himara, Athens and Washington D.C. express their concern about the violations done in their properties in the area of Ionian Riviera.

The associations have shown several times by facts that state institutions and especially the local Commission for Property’ s Restitution and Compensation (CPRC) have“permitted” that different individuals to take over the properties inherited bythe lawful owners of the Ionian Riviera. It’s strange to notice that in asingle day (May 29, 2006) three consecutive decisions of local CPRC of Vlora, respectively nr. 133, 134, 135, restituted to one single person, respectively 5.5; 2 and 2 hectares.

By decision nr. 175 of June 21, 2006, to the same person isrestituted an area of 33.3 hectares. A different decision of the same CPRC on April 20, 2006, restituted 4 hectares to another person from Dhërmi, through a “gjyq fakti” that deserves to be investigated.

These factsare the peak of iceberg of a big corruption with the deeds in the Ionian Riviera. The last data of World Economic Forum for the Travel and Turist Competitiveness Index shows clearly and dramatically that Albania is ranked in the 126 placeout of 136 countries of the world with regard to the respect of ownershipr ights. Our associations are deeply concerned about the impact of thissituation for the future of the development of the area.

TheAlbanian Government still doesn’t seems to find the power to take the distancesfrom the shadows of the infamous law 7501, that is chasing back as Macdaff ghost,the solution of this fundamental issue for the prosperity of the area. Ourassociations congratulate the government for the rejection of the decision ofthe government 111, decision that allowed the use of an area of more than 10hectares by illegitimate usurpers.

But we would wished that the Government andall the political forces to take the courage to see the reality and take thenecessary actions for giving back the property to the lawful owners. By doingthis, they will contribute positively to the long-term and sustainabledevelopment of Albanian and especially to the Ionian Riviera.

Ourassociations are deeply concerned by the strange attitude of the OECD, thatstill ‘can not find time” to meet our representatives. OECD, very strangely,insists in the first registration of properties under the law 7501!!! While thepopulation of the Ionian Riviera, for 18 consecutive years, have expressedclearly, without any hesitation and by overwhelming majority, for the solutionof this issue through the restitution of properties to the lawful owners.

Is of concern that still theexpropriation for the construction of the national road are not yetcompensated, while the construction firms are continuing their work. This can arisenegative conflicts as has already has happened in other areas of Albania. Our associations are collaboratingwith the community and the local government and have already finished the listsof all lawful owners, aiming to begin the process of restitution and resolvingthis major concern. The Himariote community is committed to the last sacrifice.

MEMBER OF BERISHA`S CABINET GENC RULI, ATTACKS THE PRESIDENT OF THE GREEK MINORITY

"Vasil Bollano must comply Albanian symbols and not to oppose the decisions of his government", expressed Genc Ruli Minister of Economy, during a meeting with his electorate in Gjirokaster. For the first time that a declaration against a coalition member government was showed.

Genc Ruli during the first period as Minister of Finance in 1993, has been accused by president Berisha for corruption while now is the member of his government.

According to the newspaper "Korrieri", the declaration of Ruli has become a critical moment when the Berisha government is waiting until April 21, the decision of District Court of Vlora to give the final verdict against the mayor of Himara.

Anyway, Tirana is entered on a strong international observation especially after join NATO, where in particular, the issue of the respect of human rights and the local autonomy is to discuss to the State Department.

For the final decision of the Court of Vlora`s district, is waiting also a meeting of U.S. Secretary of State Hillary Clinton with a represents of the Pan Epiriotic Federation of USA, especially Greek American citizens from Himara, to discuss about the expected developments in Albania.

On latest developments, the Pan Associations of Himara`s Region, held in Tirana a meeting denouncing the massive corruption of lands and properties in areas between Saranda and Himara. They denounced the Government the Albanian Courts which taken decisions against basic human rights and property, in the areas inhabited by ethnic Greeks in Himara and Saranda regions.

From his part, during an interviste of Vasil Bollanos to the newspaper Libertas, he accuses strongly the Albanian authorities for the problematic created for the landing process in the region.
