Donald Trump Apologizes to Serbia for Yugoslavia Bombing

Newsweek

Trump called military intervention under Bill Clinton to stop genocide a "big mistake."

Republican presidential candidate Donald Trump has issued an apology for his country’s decision to bomb Serbia during Bill Clinton’s tenure at the White House.
U.S. and NATO allies launched aerial campaigns against the faltering Yugoslav regime, targeting ethnic Serb troops, in 1995 and 1999. The first attack was carried out in support of groups in Bosnia and Herzegovina, seeking independence from Belgrade, while the second was in support of similar forces in Kosovo.
"The bombing of Serbs, who were our allies in both world wars, was a big mistake,” Trump told the Serbian weekly magazine Nedeljnik for an article published on its website Thursday. “Serbians are very good people. Unfortunately, the Clinton administration caused them a lot of harm, but also throughout the Balkans, which they made a mess out of."
The interview was conducted via email correspondence with a Trump campaign senior adviser, Suzanne Ryder Jaworowski, who is also campaign manager for the state of Indiana, Nedeljnik's managing editor, Marko Prelevic, told Newsweek.

Bill Clinton, husband and supporter of Trump’s rival in the presidential race, Hillary Clinton, was the U.S. president throughout the violent collapse of Yugoslavia, which saw ethnic Serb militias engage in ethnic cleansing against predominantly Muslim groups in the former Yugoslavia. The bombings caused hundreds of civilian casualties but also stopped the advance of Serb troops.
Trump did not specify how he would have handled the situation differently, but vowed to have “a new policy with the Balkans” if he wins the election.
The NATO bombings are still a controversial issue in Serbia, which has been transformed since the collapse of the Communist Yugoslav Federation into an EU candidate country.
Eric Gordy, professor in Southeast European Politics at University College London, told Newsweek Trump’s words echo the tactic used by the Russian government to cultivate support among Serbs.
“The most obvious interpretation of his statement is that it is another sign of alignment with Russia,” he says. “To be honest, this kind of statement is usually more a symbolic attempt for Russian politicians to drum up resentment towards the U.S.,” Gordy explains.
“I expect this is probably just rhetoric by Trump as U.S. policy in the Balkans has been pretty consistently supportive of Serbia since they waged the aerial campaign in the 1990s,” Gordy adds. “Otherwise it is hard to imagine that the U.S. could be more pro-Serbia at the moment.”
The bombings are a strong factor keeping Serbia officially neutral from military alliances, be it with NATO or Russia, when all of its neighbors, with the exception of Bosnia, are either in NATO or applying for membership. Russia has sought to cultivate stronger military and political ties with Serbia as a result, and it is currently sending troops on their first military drill on the Balkans, in Serbia.
Politically, the Kremlin has often tried to play up the religious bond between the two Orthodox countries, as well as their role in fighting Nazism in World War II. When U.S. Vice President Joe Biden visited Serbia earlier this year he was met by hundreds of protesters chanting “Vote for Trump.” The protest was organized by one of Serbia’s biggest pro-Russian powers, the nationalist Radical Party.
Gordy continues: “This is rhetoric consistent with both the Russian line on Serbia and the U.S. far-right who view the Yugoslav conflict in terms of a battle between Christianity and Islam. They look at Bosnia and Kosovo and argue that this is when Islamists got their first foot in Europe.
“Another aspect, if you look at the states that Trump would like to contest in the election, such as Ohio and Pennsylvania, they are states with the biggest concentration of voters that trace their roots back to the Balkans, so his statement could have something to do with that,” he concludes.

UNREST IN ALBANIA

UNCLASSIFIED U.S. Department of State Case No. F-2014-20439 Doc No. C05786294

Date: 10/30/2015 Jonas

Dear Hillary, A serious situation has arisen in Albania which needs urgent attention at senior levels of the US government. You may know that an opposition demonstration in Tirana on Friday resulted in the deaths of three people and the destruction of property. There are serious concerns about further unrest connected to a counter-demonstration to be organized by the governing party on Wednesday and a follow-up event by the opposition two days later to memorialize the victims.

The prospect of tens of thousands of people entering the streets in an already inflamed political environment bodes ill for the return of public order and the country's fragile democratic process. I believe two things need to be done urgently: 1. Bring the full weight of the international community to bear on Prime Minister Berisha and opposition leader Edi Rama to forestall further public demonstrations and to tone down public pronouncements. 2. Appoint a senior European official as a mediator.

While I am concerned about the rhetoric being used by both sides, I am particularly worried about the actions of the Prime Minister. There is videotape of National Guard members firing on demonstrators from the roof of the Prime Ministry. The Prosecutor (appointed by the Democratic Party) has issued arrest warrants for the individuals in question. The Prime Minister had previously accused the opposition of intentionally murdering these activists as a provocation. After the tape came out deputies from his party accused the Prosecutor of planning a coup d'etat in collaboration with the opposition, a charge Mr. Berisha repeated today.

No arrests have been made as of this writing. The demonstration resulted from opposition protests over the conduct of parliamentary elections in 2009. The political environment has deteriorated ever since and is now approaching levels of 1997, when similar issues caused the country to slide into anarchy and violence. There are signs that Edi Rama's control of his own people is slipping, which may lead to further violence.

The US and the EU must work in complete harmony over this, but given Albania's European aspirations the EU must take the lead. That is why I suggest appointing a mediator such as Carl Bildt. Martti Ahtisaari or Miroslav Lajcak, all of whom have strong connections to the Balkans. My foundation in Tirana is monitoring the situation closely and can provide independent analysis of the
crisis. Thank you, George Soros

WikiLeaks: White House Wanted Bill Clinton to Pressure Tsipras into Accepting Greek Debt Deal

One of the messages in the latest WikiLeaks publication of Hillary Clinton emails is a July 2015 request from John Podesta, a close Clinton ally who is now Hillary’s campaign chairman, to the office of Bill Clinton, asking him to pressure Greek Prime Minister Alexis Tsipras into accepting the European Union’s debt deal.
Podesta’s message read as follows:
i’m on a train and hard to talk by phone. White House asked me whether WJC had enough of a relationship with PM Tsipras to call him and counsel him to make a deal. Can you ask him whether that’s in the realm of possibility. If yes, I can talk to him after I’m off the train and explain their thinking and what they are hoping to accomplish. Thanks.
“WJC” is William Jefferson Clinton, the former President. The reply from Mr. Clinton’s office was:
He says yes, but he’d need a lot more info than he has now. His immediate question is – are we pushing Merkle too? What time will you be available to talk? They have Charlotte, so just need to be able to give a heads up
“Merkle” is a misspelling of German Chancellor Angela Merkel’s last name.
The saga of the Greek debt deal is a long one indeed, and it is still in progress, as Eurozone ministers frequently reconsider their expectations of Greece and offer fresh packages of debt relief measures. Many observers have portrayed the situation as a drama in which Tsipras and Merkel are the lead actors. In recent years, the refugee tide from the Middle East has become a major plot point, since so many of the refugees pass through Greece.
In 2015, at the time Podesta made his request of Bill Clinton, Greece was nearing the end of a long game of brinksmanship with the EU, in which Greece rejected “austerity” conditions and basically dared the Europeans to let their immense debt go into default. Greek leaders were ready to gamble that Europe would flinch at the last minute from either the total fiscal collapse of Greece, or the country exiting from the European Union.
Tsipras was elected largely on the basis of rejecting the European Union’s demands, dismissing the bailout deal as an “absurd proposal” meant to “humiliate” proud Greeks. At his most hyperbolic, he even described the deal as an act of terrorism against Greece.
But sometimes, Tsipras spoke approvingly of the broad outlines of the deal, or stressed the importance of reaching an equitable agreement with European creditors, a painful but necessary step for Greece to move forward after “six years of darkness.”
At one point, he told the Europeans he would take the deal and then, within a matter of hours, told the Greek people they should vote against it in a referendum, which they did.
A week after the Greeks voted the bailout deal down with a 61% “no” vote, Tsipras signed it anyway, comparing himself to a defeated general signing surrender papers in a speech to his parliament. Depending on their opinion of Tsipras, his Syriza party, and the Greek government, observers either relished or lamented the irony of the charismatic young Prime Minister becoming chief salesman for the austerity measures he had once opposed with such vehemence.
Tsipras signed the debt deal within a few days of the email between Podesta and Bill Clinton’s office.
It is hard to say whether Bill Clinton played some role in that outcome, but it is interesting to note that Clinton was described as “friendly and protective” of Tsipras by the Huffington Post when the two attended a Clinton Global Initiative meeting in September 2015. Tsipras was given rock-star treatment, by an audience of movers and shakers that included actual rock stars, because Bill Clinton’s star power is said to be undiminished 20 years after he left office.
The overall tone of the event was described as “decidedly pro-Greek and unequivocally anti-German.” Bill Clinton reportedly “made it clear that he considers austerity to be a mistake, and that he believes Greece is entitled to an opportunity to grow.”
Other Wikileaks documents show that Podesta called around to other people he thought might be influential with Tsipras to avoid a “Grexit” from the European Union. In one exchange with Eleni Kounalakis, who was the U.S. Ambassador to Hungary, Hillary Clinton aide Jake Sullivan said Mrs. Clinton had “indicated her view that would be best to avoid Grexit.”

US navy bombs three radar sites controlled by Houthis after it says its warship came under missile attacks.

Missiles were allegedly fired at the US Navy destroyer USS Mason earlier this week [EPA]
The US military has launched cruise missile strikes to knock out three coastal radar sites in areas of Yemen controlled by Houthi rebel forces, in retaliation for missile attacks at its Navy ship.
Thursday's strikes, authorised by President Barack Obama, represent Washington's first direct military action against Houthi-controlled targets in Yemen's conflict.
The Pentagon said the strikes were aimed at radars that enabled the launch of at least three missiles against the US Navy destroyer USS Mason since Sunday.

US officials, speaking on condition of anonymity, said US Navy destroyer USS Nitze launched the Tomahawk cruise missiles around 4am local time (01:00 GMT), according to Reuters news agency.
"These radars were active during previous attacks and attempted attacks on ships in the Red Sea," including the USS Mason, one of the officials said, adding the sites were in remote areas where the risk of civilian casualties was low.
The US official identified the areas in Yemen where the radars were targeted as near Ras Isa, north of Mukha and near Khoka.

Rebels' denial

The missile attacks on the USS Mason - the latest of which took place earlier on Wednesday - appeared to be the Houthis' response to a suspected Arab coalition strike on mourners gathered in Yemen's Houthi-held capital Sanaa.
But Houthi rebel fighters and allies on Thursday denied the accusations that they had targeted the USS Mason, according to AFP news agency.
"Those claims are baseless," the Saba news agency quoted a military official allied with the rebels as saying. "The [rebel-allied] army and the Popular Committees [armed group] have nothing to do with this action."
The missile incidents, along with an October 1 strike on a vessel from the United Arab Emirates, add to questions about the safety of passage for military ships around the Bab al-Mandeb Strait, one of the world's busiest shipping routes.
The Pentagon warned against any future attacks.
"The United States will respond to any further threat to our ships and commercial traffic, as appropriate," Cook said.
The conflict between Yemen's government and Houthi rebels escalated last year with the intervention of an Arab coalition in support of President Abd-Rabbu Mansour Hadi.
The UN says more than 6,700 people have been killed and more than three million displaced by fighting in Yemen since March 2015, when the coalition launched its campaign.

Albania: Drug haven is a NATO challenge for next president

Our next President will face a long list of problems to deal with and no shortage of headaches.
In Washington, Albania’s recent conversion into a Balkan drug haven has flown under the policy radar and needs immediate US attention. That’s because Albania is a NATO member whom the alliance pledged to defend under Article 5, risking American troops in time of crisis. NATO is only as strong as the weakest link, and we can’t ignore a crisis that is destabilizing an alliance member.
In January of this year, the UK’s Daily Mail announced that a “Staggering Arsenal of RPGs, Machine Guns and Grenades Found Guarding Albanian Gangsters' £4 Billion Drug Empire.”  Staggering indeed.
The ‘empire’ was Lazarat, a small, ‘lawless’ town in southern Albania. It was the second such operation there in less than two years, and like the first, it involved eight hundred armed police using helicopters and armored vehicles.
A UK Mirror article noted that “narcotics barons had turned the area around Lazarat into a no-go zone.”
Albania has began to resemble a Balkan version of Mexico and Colombia.
These and other reports, single out Albania not only as a major producer of illegal drugs, but also as a transit point for drugs coming in from Asia and making their way throughout Europe. It has been converted into a base from which criminal gangs smuggle cigarettes,  heroin, cocaine, cannabis resin and other illicit substances into the rest of Europe, according to the European Monitoring Centre for Drugs and Drug Addiction, Europe’s drug agency.
Some in the press have alleged that the operation can be traced to the very highest levels of government. The Organization for Security and Cooperation in Europe (OSCE) has confirmed the authenticity of an internal 2015 report that included several third-party allegations of corruption by members of Parliament including Prime Minister Edi Rama, a man who attended George Soros’ wedding, by the way.
Other reports tie both Prime Minister Rama and Interior Minister Saimir Tahiri to their own family members who have heavily engaged in the drug business.
Last year, Albania's opposition Democratic Party called for the resignation of Tahiri, accusing him of protecting criminal groups that smuggle Albanian marijuana to Italy by plane.  While pro-government spokespeople have maintained such accusations politically motivated, the fact that the most recent raid on the Lazarat enclave netted 102 tons of marijuana and destroyed over half a million marijuana plants indicates someone in government isn’t paying close attention, or does not want to.  That is, until the drug problem becomes too obvious to the European Union, to which they aspire, and Albanian leaders are forced to act.
Pictures accompanying the January Daily Mail article about the raid on Lazarat could have convinced any reader that what was shown was an ISIS arms cache, replete with the finest weaponry available on the market.
To compound matters, ISIS appears to making its own headway in Albania, a predominantly Muslim country. According to news reports coming out of the U.K., ISIS sympathizers and supporters have taken control of cannabis farms in Albania that are responsible for a huge proportion of the weed illegally sold in Britain.
And in June, the Washington Post noted that despite a centuries-old tradition of religious tolerance and moderation by Albania’s majority-Muslim populations, “even here, 1,200 miles from the fighting in Syria, the Islamic State has found a small but devoted following.  Extremist messages are finding fertile ground in poorer neighborhoods and villages, where official corruption is high and unemployment among young adults often exceeds 40 percent.”
It’s that very corruption that may be causing senior Albanian government leaders to turn a blind eye to the drug trade, the emergence of ISIS in their country, and their responsibilities to the partner nations around them. If the watchmen are not standing watch, the whole security and law enforcement system in Albania may be compromised.
While NATO membership for Albania is important, its transformation into a drug haven is unacceptable. The nexus of drugs and an emerging ISIS presence in Albania does not bode well for the long-term security of our European partners ourselves.  Moreover, corruption that appears to extend to the highest levels is the best protection money can buy.
Our new president’s plate will be full to be certain. He or she would be well served to take a few moments to address the nexus of drugs, ISIS, and security in the Balkans, and particularly in Albania.
Given the US’ priorities to fight these insidious threats while making NATO stronger, the next president should make tackling the problem of the emerging Balkan drug haven a top security policy priority.
Our Congress and law enforcement authorities should look deeper into this dangerous environment, including an international investigation of senior Albanian Government officials connected to international organized crime, drug trafficking, and terrorist activities.
Only under strong US leadership such an investigation can succeed.

IMF Clashes With Germany Over Greek Debt Deal

IMF deputy head David Lipton told Germany's Suddeutsche Zeitung that the fund won't accept deadlines from the German government about Greek debt, and reiterated calls for Berlin to spend more to help the Eurozone out of crisis. May 27, 2016.

Greek Prime Minister Alexis Tsipras following talks with Russian President Vladimir Putin in Athens. © Sputnik/ Sergei Guneev Greece Accused of 'Double Dealing' Over Bailout Terms Amid Bankruptcy Fears Germany's Finance Minister Wolfgang Schauble is insistent that the International Monetary Fund will take part in the third bailout program for Greece, but the IMF has other ideas, its spokesman David Lipton told German newspaper Suddeutsche Zeitung on Sunday.

Schauble has repeatedly promised the German public and his center-right CDU/CSU party that the IMF will announce it will participate in the bailout by the end of this year. Greece's third bailout deal was agreed between Athens and the Eurozone countries in July 2015. Athens agreed to impose a raft of tax rises and spending cuts in return for more loans, worth up to 86 billion euros ($96 billion).

The IMF took part in Greece's first two bailouts, but has so far declined to get involved in the third deal because it believes Athens should receive some debt relief, an idea rejected by Germany. Lipton told the newspaper that the IMF won't accept deadlines from the German government on the issue. He also suggested that as well as debt relief to help kickstart the Greek economy, Germany should spend more on infrastructure projects to stimulate more demand for imports and economic growth in the Eurozone.

New Report Accuses IMF of EU Favoritism in Handling Euro Debt Crisis Loosening Germany's purse strings and running a smaller budget surplus is particularly appropriate now, given low interest rates and poor rate of return on investments like sovereign bonds.

"I think there are a variety of needs in the country, which the money could be used for. I am thinking of infrastructure, schools, kindergartens and other things." "If they can borrow money at a zero interest rate and finance infrastructure projects with it, that will produce a return and benefit the public, that is a solid thing from a financial point of view," Lipton said. The IMF and the ECB have previously called on Germany to increase investment in order to stimulate import demand and assist global economy recovery.

At a meeting of the Asian Development Bank in Frankfurt in May ECB head Mario Draghi sought to lay some of the blame for slow economic growth in the Eurozone on "excess saving" by some countries. "In a world where real returns are low everywhere, there is simply not enough demand for capital elsewhere in the world to absorb that excess saving without declining returns." "Our largest economy, Germany, has had a surplus above five percent of gross domestic product for almost a decade," Draghi said.

On Monday Eurozone finance ministers approved the disbursement of a further 1.1 billion euros ($1.2 billion) to Greece, after Athens met 15 conditions tied to the payout. Athens had been scheduled to receive 2.8 billion euros in aid, but 1.7 billion euros of the payment has been delayed until after the Eurogroup has assessed Greece's debt arrears payments.

Greece-Albania Relations of ‘Vital Importance to Both Countries’ Says President of Albanian Parliament

albaniaFortunately, there is not a serious political party in Albania with a nationalist agenda,” the President of the Albanian Parliament, former Prime Minister and former Albanian Foreign Minister Ilir Meta, said in an interview with the Athens-Macedonian News Agency (ANA), ahead of his visit in Athens on Monday.

He also characterized the relations between Greece and Albania “relations of strategic importance, of practical exchanges and of vital importance for both countries.”

“All the Albanian parties respect Greece and its territorial integrity and of course its citizens as neighbors and partners of social, economic and European growth. I think it would be wise to stay away from speculative reports that deliberately attempt to create misperceptions,” Meta said.

“I believe that there is nothing we cannot discuss as good neighbors,” he said adding that the relationship between his country and Greece has potential for further cooperation.

Regarding the accession process of the country, Meta said: “Albania became a candidate country in 2014 and we have been working hard in order to move forward in implementing the ambitious agenda of reforms we have undertaken, especially as regards the reform of our judicial system and the strengthening of the legal system. The implementation of such reforms should open the way for a positive recommendation from the European Commission so that accession negotiations start, something that is expected in the coming months.”

“All of this complicated and long process of EU accession is accompanied by Greece’s continuous and substantial support; support for which we are very grateful,” he concluded.

Ενεργούν κατόπιν συνεννοήσεως Ερντογάν και Ράμα;

Ο Τούρκος πρόεδρος Ερντογάν θεωρεί βλαπτική για τη χώρα του τη Συνθήκη της Λωζάννης του 1923. Πρόκειται για ένα σύνολο 16 κειμένων, ένα εκ των οποίων είναι και η σύμβαση ανταλλαγής των πληθυσμών μεταξύ Ελλάδος και Τουρκίας. Επειδή η Σύμβαση της Βιέννης του 1969 περί Διεθνών Συνθηκών προβλέπει ότι οι συνθήκες που καθορίζουν σύνορα κρατών (όπως η Λωζάννη) ουδέποτε λήγουν, ούτε μπορεί ένα κράτος να αποσυρθεί μονομερώς από αυτές, τότε τίθεται το εξής ερώτημα: πέραν των εσωτερικών σκοπιμοτήτων, δηλαδή της αποδυναμώσεως της κεμαλικής ιδεολογίας, μήπως ο Ερντογάν στέλνει κάποιο μήνυμα στην Ελλάδα; Οτι, δηλαδή, σκοπεύει να προκαλέσει μια πολεμική αναταραχή, έστω και με επεισόδιο λίγων ημερών, για να διεκδικήσει αλλαγή συνόρων;
