Abuses with legalization of informal buildings

Many officials who used to work at the Agency of Legalisation Urbanisation and Integration of Informal Zone/Building, the Property Registration, The Culture Institution, in cooperation with notaries, have legalized thousands of buildings in completely illegal methods.

Some people have used their power and money to legalize buildings in areas that are protected by law.

“We have established an internal structure that is making polls in the urban planning sectors, to see damages that we cannot transmit to the other generations. If cases like this will be verified, we will file for criminal prosecution, because it is a legal obligation of the task force established by the Prime Minister”, declared the head of the Agency of Legalisation Urbanisation and Integration of Informal Zone/Building, Artan Lame.

Only in 2013, 7800 objects have been legalized in areas that have been protected near archeological parks, or important areas of this city.

The head of Agency of Legalisation Urbanisation and Integration of Informal Zone/Building declared that objects that do not exist have also been legalized. Only close to the Tirana University and the Artificial Lake, eight objects have been legalized in total.

“By reviewing only these eight files, we have verified 164 violations in the Tirana Park area. There are eight legalizations for objects that don’t even exist. Most of the objects were built without a permission, and his is something that I am declaring officially”, Lame declared.

While hundreds of thousands of citizens are waiting for the Agency of Legalisation Urbanisation and Integration of Informal Zone/Building to legalize the buildings they have built in informal areas, courts will receive cases that have been completely against the law.
