Great Surprise: Albania - Greece, still not recognize the land border

TIRANA , Greece has not ever known land border with Albania, refusing even two agreements for this purpose. This confirms the Albanian historian , Professor Pellumb Xhufi says there is no agreement land borders with Greece .

Albania and Greece do not recognize not only the problem of the maritime boundary agreement but there is no agreement on the land border . And even worse is that Greece does not agree either with the limit set by the ambassadors in 1913 , looking after the two world wars and to change them continuously refusing to sign an agreement with the Albanian side to configure this limit , clearly showing that exclusion of the law of war in effect for 73 years is no accident.

Lack of knowledge of the land border and confirms the leading Albanian historian , Professor  Xhufi when our neighbor Greece says no known threshold specified in the conference of ambassadors in 1913. " There is an agreement with Greece for the maintenance of border signs and to avoid border incidents . These two agreements will mark the recognition of " de jure " to limit determined by the Conference of Ambassadors in 1913 , " the newspaper "Shqiptarja.com" said yesterday Xhufti, He speaks on issues that have come to the border all these years and the necessity of signing these agreements , required by the Government. In a recent Slog post, it seemed likely that the “collapse” in Golden Dawn support had been overstated by open questioning: given the chance to keep their extremism quiet, older more traditional Greeks are siding with GD’s “patriotism” and avowed policy of helping the old on a district-by-district basis. Whatever any of us may feel about the neo-Nazis, this strategy has very successful. We must also reluctantly take our hats off to American psephologists, who probably still lead the world in the study of voting behaviour … and how to tell lies from truth.

As both the Lenders and the IMF represent America more or less directly, we can be sure that Brussels and Berlin are already aware of this result.

Meanwhile, in an as yet unconfirmed report, bizarrely the Slog was told that ‘a significant number of members of the parliament, who belong to New Democracy, but they are coming from the part of New Democracy which is the old part that belongs to Konstantinos Karamanlis (the founder of New Democracy and that who took the country after the Junta of 1974) are very very disappointed with what ND has become under Samaras.They may be in secret discussions which may include even the possibility of supporting SYRIZA, if SYRIZA is going to fight Troika’.

Farts have a tendency to backfire, and that truism seems to apply to Antonikis more than most. What looked at first sight like a smart move (bash the Nazis) has predictably stirred the hornets’ nest bigtime.

Qato says that the government is preparing some measures that will start with the reformation of all responsible institutions.

“First of all, we need to create a map for all the decisions taken during the years. We don’t have a digital map yet, which should show all the decisions taken by the agency.W e should also identify the decisions that have been made twice on the same property, with people asking for a recompensation”, Qato declared.

The World Bank and other institutions have appealed the Albanian government for years to resolve the chaos with the properties, which, according to them, discourages the foreign investments and stops the country’s economic development.

I’d love to record that Antonis Samaras is, as we say in English, “too clever by half”. But the overwhelming majority of my Greek friends suggest the opposite is true.

A COLD War submarine base and a small island fortress in Albania were the settings for a week-long exercise testing Bickleigh's Royal Marines.
Exercise Dragon Hammer saw Lima Company, of 42 Commando, practise weaving through Porto Palermo's underground tunnels using night-vision technology while Juliet Company were armed with the military's latest pistol.
The exercise was hot on the heels of last month's large-scale Albanian Lion exercise – the first set-piece for the UK's Response Force Task Group on Cougar 13.
42 Commando are the nation's on-call commando unit, ready to deploy anywhere in the world at short notice.

Plymouth-based Royal Marines have returned to Albania for a further week’s workout with the country’s Armed Forces as part of Cougar 13.
Dragon Hammer was an excellent opportunity – and one that the Commando fully exploited. Arduous, complex terrain and a challenging environment provided some fantastic training opportunities.

Hot on the heels of last month’s large-scale Albanian Lion exercise – the first set-piece for the UK’s Response Force Task Group on Cougar 13 – elements of 42 Commando Royal Marines have returned to the Balkan country for a further week.
The Bickleigh-based Royal Marines are the nation’s on-call commando unit, ready to deploy anywhere in the world at short notice should the government determine their presence is required.
The week-long Exercise Dragon Hammer with the Vikings of the Royal Marines’ Armoured Support Group saw the green berets train mainly around the bay of Vlorë – also the setting for Albanian Lion.
Lima Company used night-vision technology to practise moving through an underground tunnel complex at Porto Palermo, near Himarë, which once served as a base for Cold War submarine operations in the Adriatic.
Their week of Dragon Hammer concluded with a company-level attack on the small island fortress of Sazan, just off the Vlorë peninsula – and also the focal point for an assault during Albanian Lion.

Serbia's minister without portfolio in charge of Kosovo and Metohija added that he "does not communicate with interim institutions in Priština."
"I respect the mandate of the international community, Resolution 1244. If EULEX had officially banned my visit, I would certainly have adhered to that. I have no communication with interim institutions in Priština," Vulin told reporters.

Together with Serbian Minister of Energy, Development and Environmental Protection Zorana Mihajlović, Vulin was touring Gazivode Lake near Zubin Potok, the Valac electricity substation, Trepča Mines and Gračanica.

Tanjug reported earlier that Priština had banned Vulin's visit to Kosovo and Metohija.

The minister noted that Priština "wants two kinds of Serbs- those who will boycott elections in the north, and those who will boycott Belgrade in the south."

"I do not belong to either of these groups, and that is why I am a pretty big obstacle to both. Priština will do everything it can to ensure that these groups argue, that is to break the unity of Serbs, and not allow the formation of a community of Serb municipalities," Vulin said.

"I will not let that happen. That is why I am a threat. However, it is my duty to stand by my people," he underlined.

There has been some confusion today regarding how Vulin entered Kosovo, considering that the authorities in Priština said they did not approve it, while a spokesman for the Kosovo police said he "had no information that Vulin had officially entered Kosovo."

KPS regional chief in the north Nenad Đurić also did not know how Vulin arrived there. Asked by Radio Free Europe (RFE) if the Serbian government official "took an alternative road," Đurić said he "did not know if that was possible."

In Priština, Hashim Thaci's adviser Bekim Colaku said that Vulin was banned from entering Kosovo "because he did not adhere to the criteria of the Kosovo authorities during his previous visit."

"Vulin was banned from entering Kosovo today because on October 14 he took part in an elections campaign rally. He submitted his request via the EU office, that request was forwarded to us, we reached a negative decision," Colaki told RFE.

The parliamentary plenum on Wednesday lifted the immunity of six deputies of the far-right Golden Dawn party following roll call voting.

According to the voting results, 246 MP voted in the affirmative, while one vote was found to be invalid.

As such the immunity of Efstathios Boukouras, Giorgos Germenis, Elias Kassidiaris, Ilias Panagiotaros, Chrysovalantis Alexopoulos and Panagiotis Iliopoulos was lifted.

The request for the lifting of immunity by prosecuting magistrates relates to Boukouras', Germenis' and Iliopoulos' involvement in what the press has been telling us is a criminal organisation, while for the rest to older criminal cases was submitted to parliament.

MILLIONS of Albanians are one step closer to getting the right to come and work in Britain after Brussels gave the country the go-ahead to join the EU.

A report from the European Commission recommended the poverty-stricken Balkan state for “candidate status” as a potential new recruit to the organisation.

Albania's application has been championed by former UK Prime Minister Tony Blair, who is advising the country's Socialist leader on how to achieve membership.

A recent survey shows one in seven Albanians live on less than £1.20 per day, making it one of Europe's poorest countries.

Immigration pressure-group Migration Watch said it could take up to 20 years for Albania to achieve full membership.

The group's vice-chairman Alp Mehmet said: "We need to have a gap from Albania joining and its citizens getting full access to our labour market.

"When there's a difference in salary levels of five times, Britain is very attractive for significant numbers of migrants.

"In terms of expecting their economy to grow, 20 years in development terms it's not a very long time.

"Until Albania's earning levels are compatible with ours there should be no question of them having access to our labour market."

Earlier this month Albanian Prime Minister Edi Rama saidMr Blair would be "personally, totally and voluntarily" advising the Albanian government and helping with his "extraordinary experience and political geniality."

A spokesman for Mr Blair said he was helping Albania join the 28 nations in the EU in part because of its proximity to the Balklands - an area of Europe he has a particular affinity with after leading Britain's involvement in the Kosovo conflict in the late nineties.

Ukip deputy leader Paul Nuttall said: “It would be utter madness to bring Albania into the EU, another country with huge issues of criminal activity and terrifying poverty.

“We can see now what will happen and we must act to stop it.”

The proposal was made in the annual “enlargement report” from the Brussels-based commission, which discusses the future expansion of the 28-member EU.

European Commission recommends status for Albania
The European Commission stated that Albania fulfilled the Candidate Status conditions, but to convince the hesitating member countries that will vote in December, our country must keep up with the fight against organized crime and corruption.

“The European Union concluded that Albania marked good progress with the European Integration, especially the essential measures connected with the candidate status, and by continuing reforms defined as key priorities in the Opinion of the Commission of 2010. Albania took the first steps for improving the efficiency of investigations and prosecution in fight against organized crime and corruption. The Parliamentary Elections of 2013 were generally calm and in good order. Based on this, the European Commission recommends that Albania should receive the candidate status, in the sense that Albania is continuing to take actions in the fight against organized crime and corruption”, declared the European Commissioner for Enlargement, Stefan Fule.

According to the Commission, for Albania to open the accession talks, which are the next step, first it must fulfill the four remaining conditions of the Opinion 2010.

“Albania must continue with the public administration reform; must undertake further actions for reinforcing independence, efficiency and responsibilities of the judiciary institutions; must make more decisive steps in the fight against organized crime and corruption, including the establishing of strong evidence tracking and proactive investigations, criminal prosecution and convictions. Albania must take efficient measures to strengthen the human rights protection, including policies for the Roma community, together with anti-discrimination policies and the implementation of property rights laws”, Fule declared.

The Commissioner declared that Albania’s positive commitment in the region is essential for the European future of the country, and that a constructive and stable dialogue between the government and the opposition is vital for the European integration reforms.

As for the Copenhagen Economic criteria, the Commission assessed that Albania was able to keep the macro-economic stability, but the domestic economy remains delicate and vulnerable to internal structural weaknesses and to the global economic destabilization.

Concerns remain about the high budget deficit, bad loans of the banking system, public debt and its short-term provisions, The progress report says that the fiscal prediction should be guaranteed from lowering the current overestimation of revenues, and by collecting taxes with more efficiency.

As for the adaptation to European laws, Albania has reached progress in the areas of public procurement, statistics, justice, customs, freedom and security. But there is limited progress in the areas of copyright protection, taxes, energy, environment and climatic changes. The progress report demands stable efforts in strengthening the administrative capacities and in implementing the legislations for improving transparency and accountability.

Albania - Greece : " Martial law is still in force 

Official document of the Greek Foreign Ministry sent to the Albanian embassy in Athens on June 28, 1999, showing clearly the Greek position on the war between the two countries.

The letter sent to the English language , it denies the statements made yesterday by the Greek Foreign Minister , Evangelos Venizelos , who said that the law of war has been removed from Greece in 1987 , notes the publication of the Albanian newspaper century ' .

Anonymous Leaks 3,700 Stolen Documents from Greek Gov't & OSCE

On Monday, Anonymous hacktivists announced another huge leak of documents which comes from Greece’s MOFA (Hellenic Ministry of Foreign Affairs) and OSCE (Organization for Security and Co-operation in Europe).

Anonymous hacktivist have claimed this leak and dubbed it #OpGoldenDawn but they did not say how they obtained these documents, which means that the whole issue could really be a malicious insider or external breach of its systems. Nonetheless they did state that there is more to come.
     “We all know how bad the situation in Greece today is, alongside the economic mayhem the government allowed Nazis from Golden Dawn to sabotage the integrity of entire country and European principles of freedom and moral,” the hackers said.
     “Today we deliver first sucker punch in a series of jaw breaking leaks, to reveal the truth about the Greece government involvement in conspiracy to spy on us with the help of its ENISA and OSCE cybercrime units. Those responsible for arrests of our fellow lulz charged with OP Payback. 13 is a sacral number so we will deliver one punch to reach exactly that.”

"When it comes to Italy’s foreign policy, this is Italy’s national priority, Letta said. We will continue to work to that end and now, Belgrade and Brussels need to take the next steps," Letta said at a joint press conference with Serbian Prime Minister Ivica Dačić after a joint meeting of the two countries’ governments in Ancona, Italy.
Today's Italy-Serbia summit once again underlined in a most obvious way the fact that Serbia is a very important cooperation partner to Italian businessmen, Letta said.

"We wanted the summit to be held here in the Marche region, where business is done primarily by small and medium-sized enterprises, the Italian prime minister said. In addition, we wanted to talk about cooperation in the field of industrial production," he added.

Recalling the fact that his country is taking over the EU presidency on July 1 next year, Letta said that Italy will do everything to make the period a time of growth for Europe, after five years of rigorous savings.

Letta emphasized the importance of holding the summit, noting that it is the first such meeting for the current Italian government, and that they have planned similar meetings with a number of other countries, such as France, Russia and Spain.

It shows how much relations with Serbia, both in the area of foreign policy and in the area of trade and economy, are important to Italy, said Letta.

The central part of Italian foreign policy is the Balkans and Serbia, which could play a key role in this region of Europe, the Italian prime minister said.

Dačić thanked Letta for Italy’s strong support of Serbia's efforts in European integration, stressing that in terms of economic cooperation, Italy has outpaced other Serbia’s partners and has become its major trading partner.

"We expect a lot of good things next year; we expect that the period during the presidency of the Union by two of our friends – Greece and Italy – will be a good time for Serbia,” said Dačić.

We are bound by traditional friendship and Italy should "take its place in the Balkans," Dačić said. "If it does not do that, somebody else will,” he added.

“We want our friends to support important decisions in the future, that is, to help ensure that the intergovernmental conference, which means the official start of (Serbia’s) accession negotiations with the EU, is held at the end of January or even end of December, if possible,” Dačić said.

When it comes to Serbia’s economic cooperation with other countries, Italy is now ahead of Germany and Russia, he said.

More than 500 Italian companies, primarily from the automotive and textile industries, are doing business in Serbia, employing between 20,000 and 25,000 people and having an annual turnover of about EUR 2.5 billion, said Dačić.

He called on the Italian partners to take part in the implementation of an agreement the two countries have signed to improve strategic cooperation in the energy sector.

The agreement was ratified by the Serbian parliament, he said, adding that the Italian side needs to say if it wants the project to continue.

The project amounts to EUR 800 million, said Dačić.

The officials of the two governments also discussed an infrastructure project that would connect Bari (Italy), Bar (Montenegro), Belgrade (Serbia) and Timisoara (Romania), said the Serbian prime minister.

Concluded the visit of the Deputy Prime Minister and Foreign Minister Evangelos Venizelos in Tirana with the meeting with the Archbishop of Tirana, Durres and All Albania, Anastasios and representatives of the Greek Minority.

The president and vice KEAD the Albanian parliament , Vangelis Dule informed Mr Venizelos on the state of Greek minority and the problems it faces, such as the unresolved issue of ownership concerning mostly minority residents of the Ionian Sea , the Himara and Saranda .Also another problem facing the Greek minority is , says Mr. Dule ,the missing of textbooks in Greek language .

Mr. Dule pleasure the MP of PASOK Pyrros Dimas for his efforts to resolve the issue of pensions for the  members of the Greek Minority.On his part, Mr. Venizelos expressed his readiness Athens to help solve the problems of the Diaspora .

In Addition, accompanied the Deputy Prime Minister of Greece, during an official visit in Tirana, "The Lion of Himara", three times Olympic Champion, Pyrros Dimas, PASOK Parliamentary Group Chairman, in the Greek Parliament, has surprised all political elite of Albania.

Venizelos Slams Avramopoulos For Allowing Armored Vehicles To Take Part At OXI Day Parade

This year’s OXI day parade, celebrated on October 28, is going to once again include armored tanks, military planes as well as other vehicles, which is usually one of the highlights of this significant parade. (It should be reminded that "OXI" -or ochi- day in Greece celebrates the heroic “NO” which was General Ioannis Metaxas’ strong reply of to Mussolini’s request to allow Italian troops to come into Greece at the beginning of WW II).

At the start of the Memorandum three years ago -or when PASOK once again gained power- the armored vehicles were excluded from the parade following a decision that was taken by Evangelos -The Large- Venizelos, who at the time was acting as Minister of Defence. The reason: The cost of parading these vehicles and airplanes was too high (or so we were told).

But the present Defence Minister Dimitris Avramopoulos decided to ignore this decision, and after examining a proposal by the Chief of the Hellenic National Defence General Staff (GEETHA) General Michalis Kostarakos he accepted and from what we learn this year's parade is indeed going to be grand.

The tanks and armored vehicles were withdrawn in 2010 when Greece signed the first agreement with its European lenders in order to reduce the military costs. In fact, the cost of the annual national parade was reduced from 3.1 million euros to 350,000 euros. However, there is no information concerning this year’s military parade cost.
   
The news might sound insignificant to some, and in many ways it is, but if you examine this issue a little you will agree that PASOK -and especially Venizelos- get very hot under the collar when socialist decisions are ignored. In fact they were so annoyed that Harilaou Trioupi (or PASOK headquarters) even issued a statement about it calling on the Ministry of Defence to reverse this decision.

What is the big deal? Well, PASOK may have told us that the reason it decided to ban motorized divisions of the Armed Forces in military parades on October 28 and March 25 was in the framework of saving money, but if you go back to that period and view the issue more closely you will see that it is far from the truth.

On March 25th several years ago, during PASOK rule, Greek citizens for the first time experienced what it felt like to live in a police state. We witnessed snipers on the Parliament building, were not permitted near and/or around the perimeter of the stands where the politicians were located and the only view of the military parade in all its glory was via television.

The site of snipers, and no people might be normal in Venizelos' twisted view of how a country should be operated -or the making of a police state-, but the truth is that these measures were adopted by his party because they were terrified of the high concentration of armed forces and citizens in one area.

One example of that is what happened in Thessaloniki several years ago. During that parade, the President of the Republic Karolos Papoulias was forced to leave after the people flooded the streets not permitting the parade to continue unless the stand where the dignitaries -or the country's leadership- was located left. They did, and it soured the Papandreou government to a great extent.

With Papoulias gone, the majority of military forces also decided to leave from the parade as well -just one or two divisions remained- and citizens then continued with a "peoples parade". But the decision by some young cadets to ignore a call to retreat to their barracks and march worried the government greatly and unfortunately, the Armed Forces once again paid dearly for that political crisis.

And this is because it was much simpler for the leadership at the time to blame a third party for the mess the country was in, rather than to take responsibility for creating the chaos to begin with. Three days later the leadership of the Armed Forces was "beheaded" on the same day that the Papandreou government collapsed.

In the statement Venizelos literally denies the Greek people the right to admire its Armed Forces. "These tanks are not for show but for defense," said the  statement from PASOK adding that "military planes make us proud as guardians of the Aegean and (should) not be used in demonstration flights "... And PASOK called on the Ministry of Defence to reverse its decision.

With Stalin-style tactics and "I command you or else" statements such as the above, it is no wonder why people do not like, respect and/or trust Evangelos Venizelos (and more so his party PASOK).

Nikolić says Serbia has "courageous leadership"

BELGRADE -- President Tomislav Nikolić has said during his meeting with U.S. Ambassador Michael Kirby that Serbia has "brave and courageous leadership."

"Through the fight against corruption, introduction of measures for stabilization of economy, solution to the Kosovo and Metohija issue, promotion of Serbia's reputation and establishment of sincere relations in the region, the state has achieved impressive results in a short time," Nikolić said.
This fight is opposed by extremists and the ones who do not have the courage to come to grips with these problems, the president said, adding that even certain members of the government cannot follow the current dynamics which leads to prosperity, the president's press service released.

Ambassador Kirby pointed to the courage of President Nikolić to take the main instead of side roads in the vision of Serbia's progress.

Serbia is an important regional country and we appreciate the progress it has made in promotion of relations with neighbors, Ambassador Kirby underlined.

He expressed expectation that the EU accession talks will kick off in January bearing in mind that the negotiating teams opened the talks on chapters 23 and 24 very successfully and that in spite of the problems Serbia has decided to participate in the local elections in Kosovo-Metohija.

Ambassador Kirby said that he knows that Serbia is facing pressures from all sides, and expressed belief that the U.S. understands these problems.

The European pathway is very important for Serbia, and the country has support for everything it does on this pathway, Kirby underlined, the statement said.

Nikolić expressed his regret on Monday that the upcoming meeting with Croatian President Ivo Josipović will yield no concrete agreement.

"We will meet as it was done by my predecessor that is based on the relations between two presidents rather than with a view to promoting the two countries' relations," Nikolić said in the talks Kirby, the president's press service released.

"I was ready for a concrete agreement, and recently we were surprised that there will be no withdrawal of Croatia's genocide lawsuit," Nikolić said.

Ambassador Kirby stated that the upcoming meeting between President Nikolić and Croatian President Josipović is very positive, the statement reads.

ikolić will confer with Josipović on Wednesday, and the Croatian president will have a ceremonial welcome in from of the Palace of Serbia.

In the press conference, Albanian Foreign Minister Ditmir Bushati, asks the Greek Foreign Minister Venizelos that the light of the treaty of friendship between Albania and Greece, as well as the efforts of NATO as members and the prospective to Albania in EU tomorrow, to engage to remove the Law of War with Albania.

In addition  Minister Bushati, declared that Albania's Constitutional Court has annulled a decision of the Albanian government for the maritime agreement with Greece and that can not be discussed.

Venizelos responded about a Resolution of Chameria by Albanian Parliament, saying I do not know everything, you can ask your Minister Bushati for that..

The agenda of the meeting, has been defined by diplomatic experts, to both countries, but the sudden emergence of the Cameria Resolution officially as the implementation obligated, from the Albanian State, has complicated this visit ..

 On the occasion of the 100th anniversary of the proclamation of independence of Albania, the Greek Foreign Minister Dimitris Avramopoulos, canceled his visit in Tirana, The Albanian prime minister after Sali Berisha sdeclaration, for  that, Albania mentioned extent, from Preveza (Greece) to Preshevo (Serbia).

In the same line, the Albanian Foreign Minister, Ditmir Bushati, stated today that Resolution of Cameria, will be on the agenda of talks.
