Gazeta Shqip: Coastline property agencies, established within three weeks

Within three weeks, the coastline property agencies will have a new structure that will deal the tourism and property issues. A group of experts are working for the possibility of creating a super agency that will treat the problems of property and legalizations in the Albanian coastline.

Sources say that the new structure will be realized within three weeks. The Socialist experts have prepared two variants: treating the property and legalization as one single issue, and creating an independent agency that will deal all coastline issues.

Experts are more prone to support an independent agency only for the coastline issues. The initiative will be made concrete within three weeks, sources say, making the Rama government pay more attention to the coastline.

The reformation of institutions such as the Agency for Compensation and Return of Properties, the Official Center of Real Estate Registration, the Agency of Inventory and Public Property Transfer are part of the reforms that the Rama government has announced in the program.

To this reform will also serve the reviewing of the Intersectoral Strategy in the Property Right Sector 2012-2020 to determine the priority and concrete steps that aim to end the chaos in the public and private property administration. To resolve this problem the government aims to create the Electronic National Register of Real Estates as an efficient and effective register that serves to the public and private institutions, and to individuals.

An action has been undertaken in the recent days to demolish the illegal buildings by the seaside. Auron Tare declared time ago on the “Shqip” newspaper that this intervention is needed in our coastline, especially in the southern coast.

“The intervention in the coastline will start with the creation of the Coastline State Authority, an operative unit that will exclusively deal the huge problems of the Albanian coastline. The establishment of this institution was one of the Socialist Party promises during the campaign, and as you can see it is turning to reality right away. With the creation of this institution we will start identifying the huge problems that the Albanian coastline has today, and it will give a real solution for improving the current situation. Illegal constructions will certainly be demolished, but the problem is not only with the illegal construction. There are other sharp problems that have seriously damaged the construction of a modern tourism in the Albanian coastline. The protection of the public property in the seaside, the preservation of its natural character and its availability for public needs should be important national issues”, Tare declared.

The Rama program and its program has paid a special attention to the legalization. According to the program, they will review the current legislation regarding informal constructions.

The Zero Moment will be declared, and after that, every illegal construction is a subject of demolition. All other buildings will be legalized for free, and the first models for a stable regeneration of urban and natural spaces will be presented, aiming to improve the tourist potential”, the program says.
