Albpetrol, second bid failed too?
Experts say that the bid of the company that was listed second in the Albpetrol tender is illegal, because it doesn’t fulfil the criteria set by the Albanian government.

“The company that was ranked second in ‘Win Business’ does not fulfil the main conditions to continue with the negotiations, and the Ministry asked this company to fulfil the respective document, something that the company has not done. In these conditions, the continuity of negotiations is a lost time”, declared Kastriot Bejtja, engineer and consultant for the oil industry.

If the Win Business bid has legal problems, the government could value the option of the third bid, with only 106 million EUR, which for the experts is unacceptable and not worthy.

Katriot Bejtja says that the effort to privatize Albpetrol has now failed and the best solution for the government would be to cancel the tender.

The first suspect is that the strategic criteria is not fulfilled, and this has been admitted by the government in in decision 634.5 which says that every Consortium must own 30% of the capital and voting rights in the consortium. Since Win Business is 100% owned by Brightoil, it doesn’t fulfil this criterion. The Government asked for additional documents, but this request was not accepted.
