Cham issue resolution will be in the Albanian Assembly on Monday


TIRANE - Two deputies PJIU, Shpetim Idrizi and Dashamir Tahiri will formally submit on Monday in the Parliament, for Dispute Resolution of the Cham issue.
 The resolution contains 13 points, which as highlights PJIU based and consider the higher purposes and principles of the European Convention for the Protection of Human Rights and Fundamental Freedoms, the Universal Declaration of Human Rights and legislation.

Realcionin explanatory PJIU states that require resolution in accordance with Article 15 of the Treaty of friendship, cooperation, good neighborliness and security between our two countries, and Article 1 of the Additional Protocol to the ECHR, to remove the obstacles that do not allow the joy free of property rights and other rights for the Albanian Cham, once the Greek citizen. To this must be done explicitly abrogation of the Law of War and not the state of war that does not normally exist with the establishment of diplomatic relations in 1971, and later sanctioned by Papandreou Government decision in 1987. The resolution urges the government through diplomatic contacts to submit this request by activating and instruments that once functioned as were these committees need to identify those legal or administrative acts that are contrary to the Treaty of friendship and the European Convention.


13 points Resolution1. The resolution recognizes, supports, and is committed to the need for the restoration of all the rights of Albanians Cham, once the Greek citizen, in accordance with the new circumstances, according to the principles of international law on genocide, ethnic cleansing, due process, non-discrimination on the basis nationality, and other principles relating thereto as well as the spirit of the Treaty of Friendship between the two countries.


2. Requires the restoration of fundamental rights of the Albanian citizens, former Greek citizens, including the restoration of property, recognition of the right of repatriation, the recognition of the right to recover their citizenship and other rights of national minorities.


3. Requires explicitly repeal War Law from Greece, no. 2636 and 2637/1940 promulgated by royal decree in 1940 is still in force, in particular the law that holds real conservative Seize Albanian


4.Urges to extent of the effects of Greek Law 1540/1985 "to regulate the refugees" to all Greek citizens fled as a result of civil conflict, without discrimination of their nationality, the law that is inconsistent with international acts, to non-discrimination based on nationality, race, religion, etc.;


5.Urges by the government of the Republic of Albania, together with the Government of the Republic of Greece, reactivate Bilateral Special Committees, enshrined in the Treaty of Friendship, the question, to know its size, elaborate appropriate solutions this regard;


6. Assigns the Ministry of Foreign Affairs to protect the rights of Albanians from their native lands and seek recognition for those ethnic minority status;


7. Requires setting in Paramithia and Filat, both monolith that will remind women, elders, children, innocent victims of crimes committed by Greek paramilitary units.


8. Requires the possibility of raising or caring for the graves of the Chams, a former Greek citizens killed during the Greek genocide;


9. Assigns the Ministry of Education and Science to reflect appropriately and proportionality, the history of this part of the Albanian population in textbooks;


10. Assigns the Ministry of Tourism, Culture, Youth and Sports, in the framework of bilateral agreements with the Ministry counterparts in the Republic of Greece, to promote their cultural values ​​and cultural facilities located outside the territory of the Republic of Albania and the Ministry of Education and Science to seek Ministry to promote removing offensive references Greek texts and discrimination against the Cham population;


11. Load Albanian Government, in accordance with this resolution, to express the Greek diplomatic contacts position of the Republic of Albania on this problem;


12. Assigns the Ministry of Foreign Affairs that this resolution make it known to the governments and parliaments of the Member States of the European Union and NATO, and international institutions in which Albania is a member.


13. The reserve itself the right in case of rejection reaction of the Greek side, to consider the problem in the light of international instruments on discrimination, freedom of movement, basic human rights in general, refer the matter to the adequate international bodies.
