Albania criticised by EU for lack of political dialogue

Albania's political institutions will be criticised by the European Commission on Tuesday (9 November), when the Balkan state's latest progress report is officially published.

The final recommendation of the draft report, seen by WAZ, is still missing and, according to diplomatic sources in Brussels, will be added just before the commission's final approval of the document.

From the content of the opinion, however, things do not look good for Albania. Although eventual EU membership remains a "goal", it is clear that the commission will not be ready to suggest starting accession talks and even a recommendation to grant Albania candidate status is not yet assured.

The most problematic issue is the functioning of the country's democratic institutions.

"There is general consensus on the goal of EU membership," says the report. "Yet, effectiveness and stability of democratic institutions is not sufficiently achieved. Parliamentary institutions and procedures do not function properly. As a result parliament does not exercise effective oversight and control over the government and its scrutiny of legislative development is weak.".............................. see more;
