Bulgaria Warns Macedonia over Hate Media

Bulgarian Members of the European Parliament have urged Macedonia to stop instilling hatred against its eastern neighbour.

"Bulgaria should support selflessly the Republic of Macedonia but must be clear that anti-Bulgarian campaigns aim to hinder progress in bilateral relations, and undermine Macedonia's progress towards EU membership," Nikolay Mladenov, a Bulgarian MEP with the European People's Party said.Mladenov was an author in a key European Parliament report on Macedonia's progress towards the bloc.

On Wednesday, the European Parliament voted in favour of the report which concluded that the country’s name dispute with Greece should not obstruct its European Union accession process.
But the report also urged Skopje to combat hate language against neighbouring states, such as Greece and Bulgaria."We see that certain circles in Macedonia make consistent efforts to worsen relations with Bulgaria.

We will support Macedonia's EU integration but this support will not be unconditional. Our position is in the interest of Macedonia as well," Evgeni Kirilov, an MEP with the Party of European Socialists claims.Following Greece's move to block Macedonia's invitation to join NATO because of the unresolved 'name' dispute earlier this month, some media lashed out at Athens, along with Sofia, as there was a perception Bulgaria had also tried to block Macedonia’s membership bid.

Relations between Macedonia and Bulgaria have been historically fraught with Sofia invading Macedonia in both World Wars and claiming it as part of its territory.

Albania to get EUR 230 mln loan for Rreshen-Kalimash road project

Rreshen-Kalimash road is part of the road corridor linking Durres and Morine and Durres port with Kosova and the Southern Balkans.

The Parliament ratified an agreement between the Republic of Albania and Alpha Bank A.E and NBG S.A. on a loan of EUR 230 mln for the project on Rreshen-Kalimash road, ATA News Agency reports. Regarding the abovementioned agreement, Deputy Finance Minister Sherefedin Shehu said that after all banks' bids were examined, the Ministry of Finance decided that the joint bid made by Alpha Bank and the National Bank of Greece was the best one as regards the terms of crediting and required credit amount.

He added that the terms offered by the two banks are: a principal of EUR 230 mln, maturity period of 15 years, a 5-year period of principal payment, payment by ten annual installments and Euribor interest rates plus 1.25%. He also said that the interest rates offered by the two banks are approximately the same with those offered by international financial institutions such as EBRD, WB etc. Rreshen-Kalimash road is part of the road corridor linking Durres and Morine and Durres port with Kosova and the Southern Balkans.

Anyway the Politic Opposition Socialist Party has posited the Greek Albanian financial agreement, when the Deputy Pellumb Xhufi of LSI said that; “under this agreement there are Greek geopolitics influence to conquest politically and economically Albania for Greek national issues underlining “Northern Epirus”.

Kostas Barkas was elected as Minister in August 2005, under “mysterious circumstances” because the candidate who was proposed as ideal post was former Omonia`s Deputet Thomas Mitsos. The actual minister of Berisha Government Kostas Barkas has been General Secretary of Omonia and his life past, during Dictature regime has been doubtfully. Now, when the albanian campagne wants to sabotage the General Counting Popullation in Albania, against Greek Ethnic Minority ussing the extremist press of the country, the attack against people of Himara must became a "strong horn", to be united....

Albania changes the Constitution of the State

No other official minorities’ language, only Albanian. The Greeks of Albania are seeing the future inside the State as the last efforts to eliminate politically both majority and politic opposite.

“Attack against the Albanian Constitution!” This is a message by decides of Parliamentary member of Albania, who after special section of parliament under the reforms to change the Albanian constitution, changed the electoral system of Albania.

Tow important politic parties Democratic Party of Prime Minister Sali Berisha and the opposition Socialist Party of Mayor of Tirana Edi Rama, “has been united politically” to change electoral system of Albania. The leader of LSI Ilir Meta, member of Albanian opposition voted against together with decides other parliamentary member.

The Albanian constitution was approved with referendum in 1998 after Albania passed the collapse situation of “Civil War” after Pyramid Schemes provoked the anarchy of the country. The euro Atlantic alliances continue to claim Albania as a State which does not make free elections and encourages Tirana to make reforms to the electoral system including the reformation of the Constitution.

The new electoral system goes Albania to a “mysterious politically system” controlled both Berisha and opposite leader Edi Rama, but it’s very interesting to understand that why inside electoral system where not was approved other official languages than Albanian, the Greek official language?

No other official minorities’ language, only Albanian. The Greeks of Albania are seeing the future inside the State as the last efforts to eliminate politically both majority and politic opposite.

Albanian is the only State of Southern West Region which does know the massive existence of ethnic groups and their official languages by Constitution. The Greek Ethnic Minority has expressed it replace since 2001 when Albania made the General Counting Population without the requests of “Omonia” the Greek organization to include the individual declaration according to ONU standards.

Bu the paradoxes of Albania continue as “Prototype Exemplar State” when Tirana urges for the rights of the Kosovo Independence, the rights of Preshevo Region in Southern Serbia, for the rights of Albanian in FYROM who has made to declare three times since 1991 the General Counting Population, when in Kosovo the new constitution knows three official languages ecct?

How is this possible? Is Albania different state than other states of Southern West Balkan Region? Where are the democratic Standards of Albania much more when it became member “De Jure” of NATO alliance?

GREEK FLAG BURNED IN SARANDA TOWN

Many of foreign security experts represent in Albania are seeing the "albanian nationalist campagne" against people of Himara by Albanian press as serious menaces to the greek albanian relations in future.

An Albanian teenagers group burned the Greek flag last Sunday in center of Saint Saranda, in southern Albania. The Albanian ethnic group protested against the Himara incident one week ago, when Greek inhabitants attacked the Police Himara`s Department.

“We wanted to sensible our Albanian compatriots burning the Greek flag as a show protest in center of Saint Saranda town. We are very preoccupied for the offends of our Albanian flag in Himara who called Athens to sent Greek polices to safe the Hellenic people of Himara’ and ‘Himara is Greece” they said.

Other information said for “Panorama” newspaper that the group has explored anti Albanian slogans, written near the Building of a School in center of Saranda Town. According to press, the slogans “Fuck you Albanian” and “Out Albanians from Saranda” where the indicators of the revolt.

Anyway the Police Saranda Department “has not any information” about the incident until the Albanian nationalist burned the Greek flag in center of the town Saranda.

After Munitions Explosion, Albanians Ask Why Danger Was Placed

GERDEC, Albania — Accidents happen. But when a factory has inexperienced villagers prying apart thousands of artillery shells a day with metal rods and their bare hands, it is hard to call the deadly catastrophe that follows simply an accident.

Homes were destroyed last month and 26 people were killed when an ammunition factory near Albania's capital exploded. The disaster brought political fallout. Munitions littered the site of the factory that was destroyed, where workers once dismantled old ammunition cartridges.


The explosion of a plant in Albania last month carved out three yawning craters, the deepest over 100 feet, and killed 26 people. Witnesses likened it and the powerful shock wave that followed to the detonation of a nuclear bomb. “It felt like you were flying,” said Razije Telhai, 48, who said she had been thrown 60 feet by the force of the blast.


Albanians are now asking how the country, which was invited this month to join the NATO alliance, could have allowed such a dangerous plant to operate right off a major highway, a short drive from the capital’s main airport, which was damaged by the shock wave.
Outside the site on Friday, former workers began the first of what they said would be daily demonstrations demanding further compensation for lost wages, injuries and suffering. So far they have received about $1,300 each.


Victims’ families complain that the government did not do enough to keep their loved ones safe. “We have no protection; there is no justice,” said Gezim Cani, 23, who rushed home after the explosion from a construction job in Italy, fearing for his father’s life, only to learn that his mother had been working at the factory as well. She had not told him so he would not worry. Both were killed.


In the wake of the tragedy, the defense minister has resigned and Prime Minister Sali Berisha has come under significant pressure from victims’ groups and the political opposition.
It has also raised a host of questions among Albanians about their government and the entrenched corruption in this Southern Balkan nation, a problem long documented but perhaps never so vividly or so horribly illustrated.


The blast also highlighted a more general, if little noticed, problem, the frequency of deadly explosions of conventional munitions stockpiles. According to the Small Arms Survey, a Geneva-based research group, there have been more than a dozen explosions at ammunition depots worldwide in each of the last seven years.


The group documented 153 such explosions between 1995 and 2007, and said in a January report that more unreported ones were “very likely.” The known explosions killed at least 2,575 people, though a blast in Nigeria in 2002 accounted for more than half of the fatalities.
What happened in Albania in March was not a simple mishap at a government storage facility. Workers hired by private contractors were dismantling the ammunition so its components, like brass and gunpowder, could be sold, an increasingly lucrative enterprise in a period of sky-high commodity prices.


Highly militarized under its longtime Stalinist dictator, Enver Hoxha, who died in 1985, the country is saddled with enormous stockpiles of cold war munitions. The United States government, now a staunch supporter of Albania — which has returned the favor by sending troops to Iraq and Afghanistan — has helped underwrite the destruction of the arsenal.
Last July, with more than $50 million in American assistance, Albania finished destroying 16 tons of chemical weapons. The State Department said it was the first to do so among the signatories to the Chemical Weapons Convention, which went into effect in 1997 and obliged member countries to destroy stockpiles.


The United States spent $2 million more destroying small-caliber weapons and ammunition in Albania through 2007. But Albania’s Ministry of Defense said last week that even after months of work here at Gerdec, there were still 100,000 tons of ammunition, of which only around 10 percent was needed for the armed forces. The rest is slated to be decommissioned.
Before the Gerdec factory was established, there were already two state factories devoted to destroying ammunition. But their work was frustratingly slow.


“We wanted to demolish as soon as possible this stock,” said Gazmend Oketa, formerly a deputy prime minister and now defense minister, in an interview in his cavernous office, a blue NATO flag hanging behind his desk. “Working with these two factories, which capabilities are quite limited, was going to take us a very long period.” To speed the process, the Albanian government awarded contracts to a South Carolina-based company, Southern Ammunition Co., which worked with a local company known as Albademil.


The first contract between the state arms export agency and Southern Ammunition was for dismantling of small-arms ammunition, mostly 7.62 millimeter cartridges. Another contract was signed in December, for much larger ammunition, including 152-millimeter howitzer shells.

In an e-mail message, the president of Southern Ammunition, Patrick Henry, acknowledged that the company had signed the contracts. But he said that its involvement at the site ended in December, and that it was “not involved in any aspect of the large-caliber demil.”
He said both contracts were “immediately transferred to Albademil.” He acknowledged that company employees had been questioned by the F.B.I., but said that Southern Ammunition was not under investigation, which the United States Embassy in Tirana, Albania’s capital, confirmed.
Villagers who lived near the factory said they were well aware of the dangers, and feared an explosion. But Albania, a nation of 3.6 million, is one of the poorest in Europe. Despite their concerns, many local people felt the jobs were too good to pass up.


Hekuran and Zelie Kaca, parents of a 4-year-old son and a 2-year-old daughter, began working at the factory in February. Hekuran Kaca said he and his wife worked on a four-person crew responsible for muscling open aged Soviet and Chinese shells manually, about 900 a day, and scooping out the gunpowder. For this they each received the equivalent of $26 a day, if they reached their target.


Around midday on March 15, a typical workday thus far, the factory director told Mr. Kaca he could not take his lunch break until he had moved bags of gunpowder taken from the shells to nearby storage containers. As he took the first load, a fire sprang up in the excess gunpowder on the ground, cutting him off from his wife. “Zelie, it’s a fire, get out quickly,” he recalled yelling to her, before running from the explosion he knew was coming. Mr. Kaca hoped that his wife had made it out the main entrance, which he could not reach through the flames.


The fire poured a column of smoke high into the sky, sending villagers scrambling for the woods or nearby underground bunkers. Without that warning, several said, the death toll would have been much higher. Last week, approaching the factory site on the road from Tirana, the first evidence of the explosion was the metal skeleton of a billboard, sitting high on a hilltop, stripped clean down to its frame. The blast blew out windows on cars and houses for miles around. Closer to where the factory stood are houses with most of the tiles blown off their roofs, like so many brittle fall leaves.


The site of the explosion is an expanse of roiled mud, spiked with the jutting noses of countless howitzer shells and dotted with chunks of concrete and bricks. The youngest victim, Flavio Deliu, was 4 years old, one of the five members of the Deliu family who were killed. The Delius’ house stood across the road from the plant; now it is just an eerie concrete frame in a field littered with artillery shells. The latest victim was a 19-year-old woman who died of her injuries this month.


Three men have been arrested, two from Albademil and the other the head of the state arms export agency. Arben Prifti, the lawyer for the Albademil defendants, said through a translator that Albademil was not involved in dismantling the ammunition. “The activities of Albademil just have to do with scrap, just after they did the dismantling,” he said in an interview at his office in Tirana. Mr. Prifti said that Southern Ammunition was responsible for everything from training and security to breaking down the ammunition.


In his e-mail message, Mr. Henry said, “Since our formation in 1974 we have only worked with small-caliber” ammunition. Albania’s prosecutor general, Ina Rama, said through a translator in an interview that the group of investigators looking into the explosion at Gerdec was also examining accusations of potentially illegal munitions trading.
The New York Times reported last month that decades-old Albanian cartridges of the same types as those slated for destruction at Gerdec had been sold to the Afghan Army and police forces instead, after repackaging hid the cartridges’ origins.


A subcontractor involved in preparing the munitions for Afghanistan said he suspected that money was being diverted to Albanian officials. The president of the company that bought the ammunition, Efraim E. Diveroli of AEY Inc., mentioned Prime Minister Berisha and his son in a recorded conversation. There has been no public evidence that AEY’s activities were related to the explosion.


The opposition Socialist Party continues to call for Mr. Berisha to step down.
“This is necessary in order to open the way for the attorney’s office to investigate,” said Valentina Leskaj, chairwoman of the party’s parliamentary group. Mr. Berisha has denied any involvement in the ammunition deals or the Gerdec factory. Through a spokeswoman, the prime minister said last week that he was ready to face a vote of confidence on the floor of Parliament, which even opposition politicians say he would win. All of which leaves the survivors angry and frustrated. “Nobody is taking responsibility for what happened,” Mr. Kaca said.


With no news about his wife’s fate, after searching morgues and hospitals, he finally returned to the site. Two days after the explosion, he sneaked back to the closed-off site. He found four bodies at the spot where he used to work, all burned beyond recognition. DNA evidence confirmed a week later that his wife had been killed. “In the end, we are the ones who pay for it,” Mr. Kaca said. “We are the ones who suffer.”

The E Committee will consider the proposals and come from the Northern Epirus exception of Albania and that are interested in upgrading the organization. This process will result in the conference, which adopted the new statutes. I do not believe that there will be elections for the institutions. You just have to improve the statute and will go to a registered conference .

The chairman of OMONOIA underlines the frictions that remain of the Greek minority in the Albanian state. “We have a problem with public order, with the institutions of law and order. The police pushed and causes. Yet the problems with the property. We have problems with the churches, problems with robberies. All are aimed at altering the population in Northern Epirus.

One of member represent as independent in Albanian Parliament Spartak Ngjela called the Albanian President Topi to cease Bollano and to send to “appear before a national court for his declaration against the interest of Albanian State”.

Also, the rhetoric against the Head of Greek Minority of Albania Vassilis Bollanos, spoken other member parliament, the former Prime Minister Pandeli Majko, the Head of Foreign Relations in Parliament Prec Zogaj and the former Foreign Minister Arta Dade of Albanian opposite, while some other nationalist leaders such as Sabri Godo called Prime Minister Berisha to control the Albanian territory and to send Special Forces in Himara Region. .

During a interview on “Top Channel TV” Bollano has rejected categorically any aggressive rhetoric and responsibility against people of Himara accusing the police station department of Himara as authors of Himara`s incident.

In Albania, after Bukaresti Summet, NATO and foreign security inteligences are strongly obbserving authorities for any escalation to the politic destabilisation of the country, including the security and safety of the Greek Minority in Southern Albania.

Deputy Foreign Minister Theodoros Kassimis on Sunday concluded a tour of southern Albania municipalities and villages that host ethnic Greek communities, and following his talks in Tirana with Albanian leadership.

In comments in the town of Korce, Kassimis called on representatives of ethnic Greek communities to work together and avoid divisions and splits. "I believe that with assistance and cooperation by all, and of course, building on the foundations of good-neighbourly and friendly relations between the Greek and Albanian governments, we will be able to achieve the vision of allowing people who migrated to Greece for a better future to return to their homeland, the land of their forefathers, to work and prosper," the Greek minister said in Korce.
A day earlier, he visited villages in the Sarande region -- Livadia, Mesopotamos, Vouliarati and Dervitsani -- before also attending a memorial service at the Vouliarati cemetery hosting the graves of Greek servicemen that fell in action during the Greek-Italian war (1940-1941) in the area.

Kassimis and the Greek delegation also visited a Greek-language, appropriately named "Homer", in the coastal area of Himare, where75 local children are instructed in Albanian and Greek. In Sarande, Kassimis and the Greek delegation toured a local military hospital whose construction in 2004 was financed by Greece's defence ministry, and which is today staffed by Greek military physicians and nursing personnel.
Note: The albanian press has cencured the trip of Kassimis on Albania focusing the visit of Greek V/Foreign Minister only in Himara (as insident diplomatic), Saranda and Argirokaster, when inside the trip where regiones both Korca and Narta. Also Kassimis during his trip had met the Prime Minister Sali Berisha, the President Topi and the head of Parliament Topalli.

Serb prisoners 'were stripped of their organs in Kosovo war'

Serb prisoners had their internal organs removed and sold by ethnic Albanians during the Kosovo war, according to allegations in a new book by the world's best known war crimes prosecutor.

Carla Del Ponte, who stepped down in January as chief prosecutor at the Hague tribunal for crimes committed in the Balkan wars of the 1990s, said investigators found a house suspected of being a laboratory for the illegal trade.

A senior adviser to Hashim Thaci, Kosovo's prime minister and a leading member of the Kosovo Liberation Army which is accused of benefiting from the trade, yesterday denied the allegations. "These are horrible things even to imagine," said Bekim Collaku. "But this is a product of her [Miss Del Ponte's] imagination."

Miss Del Ponte reports that the allegations were made by several sources, one of whom "personally made an organ delivery" to an Albanian airport for transport abroad, and "confirmed information directly gathered by the tribunal".

According to the sources, senior figures in the Kosovo Liberation Army were aware of the scheme, in which hundreds of young Serbs were allegedly taken by truck from Kosovo to northern Albania where their organs were removed. Miss Del Ponte provides grim details of the alleged organ harvesting, and of how some prisoners were sewn up after having kidneys removed.

"The victims, deprived of a kidney, were then locked up again, inside the barracks, until the moment they were killed for other vital organs. In this way, the other prisoners were aware of the fate that awaited them, and according to the source, pleaded, terrified, to be killed immediately," Miss Del Ponte writes.

The claims in The Hunt: Me and War Criminals have renewed tensions between Serbia and its former province of Kosovo, which declared independence two months ago. In it, the Swiss ex-prosecutor reveals how her efforts to bring alleged war criminals to justice were stymied by lack of co-operation from all sides - Serb, Albanian and even Nato. But it is her report of the organ traffic that has caused most shock, even in a region long hardened to horror.

Vladan Batic, Serbia's former justice minister, said: "If her allegations are true, then this is the most monstrous crime since the times of Mengele, and it must be made a priority, not only of the domestic judiciary but also of the Hague Tribunal." The book reports a visit by Hague tribunal investigators to a house south of the Albanian town of Burrel where they found traces of blood across a wide area, as well as medical equipment.

"The investigators found pieces of gauze, a used syringe and two plastic IV bags encrusted with mud and empty bottles of medicine, some of which was of a muscle relaxant often used in surgical operations," she writes. However, she concludes that the finds do not amount to sufficient proof for a war crimes tribunal. In Belgrade, the Serbian capital, an association of families of Serbs still listed as missing since the Kosovo war, said it would sue Miss Del Ponte, alleging that she had failed to act over the alleged organ-farming scandal. Serbia's war crimes office announced it had opened its own investigation.

The book has also prompted concern in Switzerland, where it has been criticised for tarnishing the country's celebrated neutrality, particularly as Miss Del Ponte has been named as the Swiss ambassador to Argentina.

In Belgrade, Natasha Kandic, the highly respected head of the investigative Humanitarian Law Centre, said ordinary Serbs "welcome the publication of this book" but said allegations of organ-smuggling were "rumours". "I talked to her many times, she never told me about this," said Miss Kandic.

"THE PEOPLE OF HIMARA ATTACKS THE POLICE DEPARTAMENT"

Very critic the situation in Himara Town, the center of Southern Albania who lives a large of Greek ethnic community, yesterday exploded big revolte against the police department of Himara Region.

According to Albanian press, a conflict between polices and some Himara citizens, passed to a massive demonstration against the Police Department. In fact according to Himara inhabitants have been the member of Police Departament of Himara Region, who have been aggressive shutting and terrorizing the people of Himara with Kalashnikov gun on hands.

The situation became very critic where the people of Himare begins to joint all together protesting in peace about 400 people across Police Department Building, a structure which functions by Albanian police origin linked directly with Tirana since dictator regime against interests of people of Himara who represent about 90% of total population as ethnic Greeks of the Himara Region.

The head of Himara Municipality and the President of The Greek Ethinc Minority of Albania Vassilis Bollanos, called the Himara people for patience and attention against any provocation of Albanian structures and paramilitaries group.

It’s very interesting that the Greeks of Albania a large community who lives in southern Albania known as Northern Epirus Region, continue to have not the rights to have their police represents and other institutions inside Albanian authorities including the Greek official language. Particularly the “Protocol of Corfu”, an agreement of 1914 obliges Albanian State to know the Autonomy inhabited by large percentage of Greek population in this region. The agreement firmed also by Great Powers obliges Albanian State to respect the international agreements based to the human rights values.

But in fact the police authorities of Albania continue to violate many others Albanian citizens both in Vlora Region to other places of the country. Albania is passing a destabilization faze witch could be claming as a critic situation to the NATO alliance, if the violence could take other extremity measures which can paralyze the security of the country.


THE TRIP OF KASSIMIS IN SOUTHERN ALBANIA (NORTHERN EPIRUS)

After meeting with Berisha and the represent of Greeks in Tirana the V/ Foreign Minister Kassimis started today the visit to Narta, Vlora and Himara meeting the greek community.
In Himara the people organized a meeting in occasion of Kassimis visit even one day before the protest of Himara people risked to menace seriously the stability.

Kassimis will continue the trip to next days visiting Saranda, Argjirokastsr and Korca.

WHICH WOULD BE THE NEXT TRIP OF KASSIMIS IN ALBANIA?

Athens must understand that the Greek Minority as the majority of community inside Northern Epirus Region must take not place to the Albanian institutions including Albanian Parliament since the human rights continue to be an instrument which comproments and prohibits the existence of greater values and standards of the Greeks of Albania and in general for aspiration of Albanian State to joint EU.

Theodore Kassimis the V/Foreign Minister of Greece will visit Albania. During the three days trip he according to information will meet high Albanian authorities and represent of Greek Minority in Argjirokaster, Saranda, Himara and Korca.

Anyway that we do not understand is the mission of Kassimis to meet Greek people in zones known officially by Tirana, when there are other regions and big cities of Albania which Tirana does not recognize the Greek community. The State Department Human Rights Report for 2007 said exactly that “the Albanian Government does not know the existence of the Greek communities inside big cities and regions".

Kassimis must visited also Avlona, Narta, Selenitsa, Berati, Voskopolis, Bylis, Apolonia and other places where communities exist and Hellenic traces not only in the Greek minority zone which has been known by Tirana.

Meanwhile, Kassimis must take meetings to be open with Greek intellectuals and journalists who live in Albania and not only to meet some old politic personages or ex heads of Omonia which are under accuse for abusing against Hellenist interests or corrupted with Albanians institutions most part member of HRUP Party. Kassimis visit must open new windows for the Greeks of Albania seeing by the challengers in Balkan regions regarding the emergence plain the Athens must offer to Northern Epiriotes people:

1. Reorganization of “Omonia” to the new Northern Epiriotean National Council.

2. The new election inside “Omonia” organization to became under “One member one vote” including all the epitriotes abroad both in Albania, Greece and other countries.

3. Athens must create the possibilities of northern epiriotes to come back to invest in their land and proprieties in Northern Epirus.

4. A DANGEROUS SITUATION IN VLORA, AFTER ARREST OF GREEN PEACE LEADERS. THE VIOLENCE OF POLICE DEPARTAMENT COULD MAKE AN INSTABILE SITUATION AGAINST THE STABILITY OF THE COUNTRY.

The Green Peace Alliance of Vlora Community who are against construction of Energetic Park including “AMBO Pipeline” has protested for arrest made by Tribunal of Vlora for three leaders of citizen resistance.

Yesterday the Socialist Movement Party “LSI” has expressed it position to support the green peace protest of Vlora against the construction of Energetic Park supporting the rights of Vlora Community for referendum.
Some analysts in Albania said that the protest of Vlora Community as their rights to decide for future of the Region of Vlora is unacceptable for Albanian politic parties including both the government headed by Sali Berisha and Socialist Party in oposition headed by Edi Rama, which could have pressing of American lobbies to stop the resistance of protesters.

But the rebel city of Vlora known historically for strong resistance of Berisha Regime in 1997 could make an anti-American resistance if the human rights don not respected in Albania. In favor of Green Peace Alliance of Vlora to protect the Gulf have been the best Albanian annalists which will protest together with Vlora Community.


Mjaft: State Presents its Gangster Face in Vlora

MJAFT! Movement strongly protests the arrests of protesters by the Vlora Police Department, during the protests against the planned oil terminal that Italian Petrolifera Company intends to build in the Bay organized by the Alliance for Protection of the Bay of Vlora (AMGJ).

The Police is actually behaving as police of a gangster state that doesn’t refrain from psychological and physical violence against its citizens, says Mjaft Movement, adding that during the detention, the protesteres were kept in inhuman conditions. Six protesters chained to each other stopped the lorries and other construction equipment from entering the construction site of the new oil terminal.

In the process, they created a traffic jam and were arrested and detained by the Police. The Alliance, which lists in its ranks a number of prominent intellectual figures, has organized almost constant protests since the announcement of construction. It aims to stop all energy projects in the area, seeing the future of the region primarily in tourism. The detained protesters said after their release that they intend to continue the protests with more radical measures.

Fears of war after Macedonia rebuff

SKOPJE, April 3 (Reuters) - NATO's decision on Thursday not to ask Macedonia to join the alliance raised fears that the former Yugoslav republic could be destabilised and nationalist and anti-Western feeling could be bolstered in the Balkans.
NATO leaders at a summit in Bucharest invited Albania and Croatia to join the 26-nation Western defence alliance, but did not do the same for Macedonia because of the threat of a veto by Greece in a row over the country's name. Macedonia, which broke from Yugoslavia in 1991, has the same name as Greece's most northerly province.

Athens says Skopje must use a compound name such as "New" or "Upper" Macedonia.
Macedonian Foreign Minister Antonio Milososki said last week that if NATO membership was blocked, Macedonia would probably pull out of U.N.-sponsored talks with Athens.
That could undermine Macedonia's European Union membership bid because Greece can also veto that. "Acceptance into NATO has been a hugely important symbolic move for all ex-communist countries. This leaves Macedonia without a foothold in what they perceive to be the 'civilised world'," said a strategic analyst with a leading Western think tank who spoke on condition of anonymity.

The Balkans region is already facing increased tension following Kosovo's declaration of independence from Serbia on Feb. 17. Macedonia went to the brink of civil war in 2001 between the Slav Macedonian majority and an Albanian minority before an accord brokered by the EU and NATO pulled it back. "This (NATO decision) will have negative consequences. The Macedonian government will face pressure from inside and outside," Albanian political analyst Mentor Nazarko said of Nato's decision. Nazarko said NATO's decision would make Macedonia "vulnerable" to regional powers such as Greece and Serbia who he said wanted Macedonia weakened.

SETBACK FOR PRO-WESTERN GROUPS

Macedonia's Albanians, a quarter of its 2 million people, back a compromise with Greece for the sake of NATO and the EU. They say progress to the West will make them equal partners in a multiethnic society, and help the economy. Most feel uneasy about talk of a glorious ancient history that excludes them. Aziz Pollozhani, a senior official in Macedonia's largest Albanian party, DUI, said the government had in effect failed at the NATO summit Bucharest .
"It wasn't able to build an appropriate climate, on the contrary made moves seen by Greece as provocative," he said.

Slobodan Casule, a former Macedonian foreign minister, said the delay could create "ethnic tensions and an internal crisis". He noted that there had been setbacks for pro-Western groups in other parts of the Balkans. "This will turn into a clear defeat of pro-NATO and pro-EU forces in Macedonia, Serbia, Bosnia and elsewhere in the Balkans," Casule said. "It will block reforms and postpone indefinitely the negotiations on Macedonia's EU membership."

Former Prime Minister Vlado Buckovski called for calm, not provocative actions.
"Macedonia should not complicate the situation even more with jerky reactions, like withdrawing from the U.N. talks," he told Reuters. "We should soberly analyse what our next steps should be. We should send a clear signal we're still ready for negotiations so we can finally receive an invitation."

Political analysts said NATO's decision could play into the hands of Macedonian nationalists, enabling them to say compromises with the Albanian minority had served no purpose.
The analysts said the decision could also strengthen nationalists in Serbia, which holds a parliamentary election next month, and anti-Western parties in Serbia who like to play up their friendly ties with Greece. "They will start banging the drum to exploit this ahead of the May election, saying Greece can help Serbia over (breakaway Albanian-majority) Kosovo," the analyst said.

NATO must strongly to stop any escalation of menaces by dangerous provocations including ethnic violence which would bring very critically a new situate for destabilization of Balkans and would put seriously to risk the existence of NATO alliance.

Berisha: Tirana to support legitimate requests of the Albanians in South Serbia

Albanian PM Sali Berisha late Monday in Tirana encouraged the representatives of the political parties of the Albanians in South Serbia that they will have support from the Albanian government for their legitimate requests.

Previously representatives of these parties discussed with Berisha the political situation in Serbia prior to early parliamentary elections in Serbia on May 11 and expressed need of respect of fundamental rights of the Albanians in Serbia.

Prior to this, Albanian FM Ljuljzim Basha assessed Monday that Albanians from Presevo Valley should vote massively in elections in Serbia on May 11.

Basha met in Tirana with leader of the Democratic Union of the Albanians in Montenegro Ferhat Donosha and they discussed the political situation in Presevo Valley, Serbia, Montenegro, Kosovo and the region, Albanian agency Balkan Web reported.
