A meeting was held in October 16th, almost secretly, where the government approved permits for several tourist villages. One of them will be built in Ksamil, Saranda. A permit has also been given for a tourist complex in Jala.
Most of the meetings of the National Council for the Territory are being made without transparency, far from the public’s eye.
Important decisions, such as the permit for multi-store buildings that will be raised in Tirana, and tourist villages, were approved in silence this year.
One month ago, on November 10th, the National Council for the Territory, which is led by Prime Minister Edi Rama, approved two development permits for multi-store buildings at the former Block area. Both permits are given to a company that was created in 2016.
Another permit was given for a giant 24-store-high complex at the Kavaja Street, near the former Natural Science Museum. The project is named Garden Building.
For other high-rise buildings, the meetings of the National Council of Territory were held almost secretly as well. In April, the government passed the permit for a 35-store-high building close to the Tirana Hotel, and the DownTown Albania project, a 135 meters high building at the “7 xhuxhat” Children Amusement Park near the Rruga e Elbasanit.

On the same date, the National Council of Territory has decided to postpone the construction permit for a village tourist in Ishem, Durres.
The urban planning law forces the Territory Development Agency to publish every decision at the National Register 10 days after they are taken, but the official website of this agency has only decisions of July 2017.
