"They want to legalize a form of corruption that already exists in the public procurements. You want to hold public tenders with only one bidder, because you want to make these business agreements since January 3rd. All you want to do is to use the entire procurement fund before the elections", Balla declared.
According to the Socialist MP, the amends don't correct some of the major problems of the current law, and that it excludes once again the Ministry of Defence.
"Arben Imami keeps selling scrap materials without respecting the public procurement rules. This is why you leave these legal gaps, so that he can sell the remaining scrap in the next six months before the elections", Balla added.
Another regulation that the current procurement law needed was the distribution of the public advertisement, which allows the government to distribute the funds without transparency.
"The public advertisement agreements are still excluded. The bidder can easily be evaluated through the number of viewers, and with no transparency, no one knows where is the money going. How can you spend 7 million USD to keep Alexander Frangaj's TV and Fahri Balliu's newspaper? This is the problem that the public advertisement has today", declared the Socialist MP.
The amends in the public procurement law do not regulate the relations between the contractor and the state, causing the unprecedented case that the government doesn't pay dozens of companies that have made public works. Balla declared that this shows that the amends were made only for corruption purposes.
